a. Northern Corridor Economic Region
90. The Northern Corridor Economic Region (NCER), which encompasses the states of
Perlis, Kedah, Penang and Northern Perak, has a vision to achieve a status of world-class
economic region by 2025. It aims to become a sustainable economic region empowered by a
population living a balanced lifestyle with a holistic approach to business. The rationale

behind NCER is to increase the competitiveness of the country in order to facilitate
improvement in the standard of living of the nation. Overseeing this initiative is the Northern
Corridor Implementation Authority (NCIA), which provides direction and devises policies as
well as strategies for NCER’s socio-economic development. Under the NCER Development
Plan, focus areas include agriculture, manufacturing, tourism, logistics services, education
and health services.
b. Eastern Corridor Economic Region
91. The East Coast Economic Region (ECER), covering the states of Kelantan,
Terengganu, Pahang and the district of Mersing in Johor, is set to become one of Malaysia's
dynamic regions offering diverse business opportunities to potential investors. Located
strategically in the east coast of Peninsular Malaysia, the ECER is well placed to become a
major trade and industrial gateway, offering investors access to the vast, burgeoning markets
of the Asia-Pacific region and beyond, encompassing a vibrant market of about two billion
people. Major investments in the region are currently focused in the booming oil, gas and
