Chapter 4 – Travel Demand Forecasting and Future Conditions<br />
The <strong>Omnitrans</strong> transit elements of <strong>the</strong> 2035<br />
Vision Alternative, shown in Exhibit 4-3, are<br />
based on a redesign of <strong>the</strong> trunk routes in <strong>the</strong><br />
<strong>Omnitrans</strong> service area into a grid system of 10<br />
BRT routes, 38 local routes, and one express<br />
route.<br />
The 2035 Vision Alternative also includes <strong>the</strong><br />
following planned transit elements:<br />
• <strong>New</strong> <strong>San</strong> Bernardino <strong>Transit</strong> Station.<br />
<strong>Omnitrans</strong> plans to move <strong>the</strong> downtown<br />
transfer function from <strong>the</strong> temporary but longlived<br />
4 th Street location to a new facility at<br />
Rialto and E Street. <strong>Omnitrans</strong> has<br />
completed <strong>the</strong> purchase of <strong>the</strong> land <strong>for</strong> <strong>the</strong><br />
new facility. This project is now in <strong>the</strong> design<br />
phase and it is scheduled to be ready <strong>for</strong><br />
transit operations in 2012, and <strong>for</strong> completion<br />
of <strong>the</strong> depot in 2013.<br />
The new <strong>San</strong> Bernardino <strong>Transit</strong> Station will<br />
become <strong>the</strong> major transfer point <strong>for</strong> all <strong>the</strong><br />
various modes of transit in <strong>the</strong> area. The <strong>San</strong><br />
Bernardino <strong>Transit</strong> Station will serve as <strong>the</strong><br />
major transfer site <strong>for</strong> <strong>Omnitrans</strong>’ routes<br />
serving <strong>the</strong> East Valley. Routes approaching<br />
downtown <strong>San</strong> Bernardino from <strong>the</strong> south will<br />
be rerouted directly into <strong>the</strong> new facility<br />
be<strong>for</strong>e heading back to <strong>the</strong>ir current route.<br />
Routes approaching downtown from <strong>the</strong> north<br />
will be extended down to Rialto.<br />
Additionally, <strong>the</strong> <strong>San</strong> Bernardino <strong>Transit</strong><br />
Station will serve as <strong>the</strong> site of a new<br />
Metrolink station, with <strong>the</strong> trips now<br />
terminating at <strong>the</strong> <strong>San</strong> Bernardino Metrolink<br />
Station (Old <strong>San</strong>ta Fe Depot) extended to <strong>the</strong><br />
new <strong>Transit</strong> Station.<br />
• Higher Metrolink Commuter Rail 2030<br />
Service Levels. Metrolink commuter rail<br />
service will be enhanced from existing service<br />
levels with additional peak and off-peak<br />
service.<br />
• Metro Gold Line Extension to Montclair-<br />
Currently, <strong>the</strong> Metro Gold Line train service<br />
operates from L.A. Union Station to<br />
Pasadena. An extension east along <strong>the</strong> I-210<br />
to <strong>the</strong> Montclair Transcenter in <strong>San</strong><br />
Bernardino County is in <strong>the</strong> detailed corridor<br />
planning stages.<br />
• Redlands Rail Line plus supporting<br />
shuttles. The proposed Redlands Rail Line is<br />
a partially funded east-west rail line with one<br />
end in <strong>the</strong> E Street <strong>Corridor</strong>. The rail line has<br />
been planned by SANBAG as a key<br />
connection between Redlands and central<br />
<strong>San</strong> Bernardino. The Redlands Passenger<br />
Rail Station Area <strong>Plan</strong> identifies nine<br />
Redlands Passenger Rail stations with TOD<br />
along <strong>the</strong> <strong>for</strong>mer BNSF Redlands Subdivision<br />
right-of-way. Possible station sites include <strong>the</strong><br />
<strong>San</strong> Bernardino <strong>Transit</strong> Station, Mill Street,<br />
Tippecanoe Avenue, Cali<strong>for</strong>nia Street,<br />
Alabama Street, <strong>New</strong> York Street, Downtown<br />
Redlands, and University of Redlands.<br />
The service is envisioned to operate with<br />
Diesel Multiple Unit (DMU) trains on 15<br />
minute headways. The western terminus will<br />
be <strong>the</strong> new <strong>San</strong> Bernardino <strong>Transit</strong> Station at<br />
Rialto Avenue and E Street. Four shuttle bus<br />
services between specific stations and <strong>San</strong><br />
Bernardino International Airport, Loma Linda<br />
Medical University and Medical Center, Loma<br />
Linda VA Hospital, and University of<br />
Redlands are also included in <strong>the</strong> transit<br />
network.<br />
• Victor Valley Express bus service. The<br />
transit network includes two transit lines<br />
between <strong>the</strong> Victor Valley and <strong>the</strong> <strong>San</strong><br />
Bernardino Valley – one route serving Cal<br />
State University – <strong>San</strong> Bernardino and <strong>the</strong> E<br />
Street BRT line, and ano<strong>the</strong>r route serving<br />
<strong>the</strong> Ontario Mills Mall and Rancho<br />
Cucamonga Metrolink Station.<br />
• MARTA Off-mountain bus service. Service<br />
includes three daily round trips connecting<br />
Big Bear Valley to <strong>San</strong> Bernardino and<br />
Highland, and four daily trips serving Lake<br />
Arrowhead to <strong>San</strong> Bernardino and Highland.<br />
• OCTA Express bus service. Service<br />
includes Route 758, an express bus service<br />
between Irvine and Chino <strong>Transit</strong> Center.<br />
• RTA bus services. Service includes Route<br />
25 from Riverside to Loma Linda, and Route<br />
204 from Riverside to Montclair through<br />
Ontario Mills Mall.<br />
