8.2 Restoration <strong>and</strong> remediation<br />

8.2.1 Improving stormwater management<br />

Recommendation 3-4 - That the Province of Ontario, through the implementation of the<br />

Lake Simcoe Phosphorus Reduction Strategy, be encouraged to support, through<br />

financial or other measures, municipalities <strong>and</strong>/or the LSRCA to maintain, construct, <strong>and</strong><br />

/or retrofit stormwater facilities as identified by the LSRCA Stormwater Rehabilitation<br />

program.<br />

Recommendation 3-5 - Given the high rate of phosphorus loading per hectare in the<br />

<strong>Barrie</strong> <strong><strong>Creek</strong>s</strong> subwatershed, that the MNR, MOE, <strong>and</strong> LSRCA make the <strong>Barrie</strong> <strong><strong>Creek</strong>s</strong><br />

subwatershed a priority for stewardship projects intended to reduce phosphorus loading.<br />

Further, that the MOE, LSRCA, <strong>and</strong> City of <strong>Barrie</strong> make stormwater retrofits <strong>and</strong> the use<br />

of LID solutions in the <strong>Barrie</strong> <strong><strong>Creek</strong>s</strong> subwatershed a priority, due to their significant<br />

potential to reduce phosphorus loading.<br />

Recommendation 3-6 - That the subwatershed municipalities routinely monitor <strong>and</strong><br />

maintain the design level of existing stormwater facilities. In addition to maintaining<br />

design level, criteria for maintenance should also include frequency <strong>and</strong> exposure to<br />

spills <strong>and</strong> other contaminant sources. Further, that the federal <strong>and</strong> provincial<br />

governments be requested to share in the cost of maintenance.<br />

Recommendation 3-7 - That the LSRCA <strong>and</strong> its partners recognize that while the<br />

construction <strong>and</strong>/or retrofit of quality control facilities is extremely important, quantity<br />

control is also an important consideration in some areas of the <strong>Barrie</strong> <strong><strong>Creek</strong>s</strong>, <strong>Lovers</strong><br />

<strong>Creek</strong>, <strong>and</strong> Hewitt’s <strong>Creek</strong> subwatersheds; therefore, quantity control facilities should be<br />

constructed in those areas where geographical space is limited or other LID options are<br />

not feasible. In these situations, federal <strong>and</strong> provincial governments should provide<br />

financial incentives to allow municipalities to complement quantity control stormwater<br />

ponds with an enhanced street sweeping program.<br />

8.2.2 Managing water dem<strong>and</strong><br />

Recommendation 4-1 -That the LSRCA <strong>and</strong> subwatershed municipalities promote <strong>and</strong><br />

support low impact design (LID) solutions such as rainwater harvesting, rain gardens,<br />

<strong>and</strong> grey water reuse to manage stormwater <strong>and</strong> supplement residential water use.<br />

8.2.3 Managing agricultural impacts<br />

Recommendation 3-15 - That the subwatershed municipalities, through the LSRCA,<br />

create a roundtable made up of municipalities, LSRCA, MOE, MNR, OFA, NGOs, <strong>and</strong><br />

related l<strong>and</strong>owner representatives, or through existing frameworks such as the Lake<br />

Simcoe Stewardship Network, to determine co-operative ways of implementing<br />

phosphorus reduction <strong>and</strong> improved water quality measures in Hewitt’s, <strong>Lovers</strong>, <strong>and</strong><br />

Innisfil <strong><strong>Creek</strong>s</strong>, <strong>and</strong> to develop an ‘action plan’ for their implementation within the<br />

agricultural <strong>and</strong> rural communities.<br />

Recommendation 5-11 – That the LSRCA work with subwatershed municipalities <strong>and</strong><br />

MAFRA to examine the suitability of using the Drainage Act to protect <strong>and</strong> restore the<br />

ecological function of watercourses.<br />
