There does not appear to be a lot of recently published literature about best<br />
practice approaches for shift<strong>in</strong>g health systems to more strongly emphasize<br />
primary health care. There is substantial literature about implement<strong>in</strong>g the<br />
<strong>in</strong>dividual elements of renewed primary health care systems (e.g. collaborative<br />
teams, physician fund<strong>in</strong>g models, electronic health records), however there is not a<br />
lot of literature that exam<strong>in</strong>es at a system level how to successfully re-align health<br />
systems that have been traditionally focused and heavily <strong>in</strong>vested <strong>in</strong> acute care to<br />
support improved primary health care, with<strong>in</strong> the context of f<strong>in</strong>ite resources.<br />
There is some review literature published about health human resources, <strong>in</strong>clud<strong>in</strong>g<br />
research about plann<strong>in</strong>g models, recruitment and retention strategies and<br />
migration, although the number of published reviews <strong>in</strong> this area is not substantial.<br />
There is are few reviews about susta<strong>in</strong>able models of cont<strong>in</strong>u<strong>in</strong>g care <strong>in</strong> the<br />
literature, however, this may be related to the phrase “cont<strong>in</strong>u<strong>in</strong>g care”, which<br />
though widely used <strong>in</strong> Canada does not appear to be broadly used elsewhere, and<br />
is sometimes used elsewhere to refer to cont<strong>in</strong>u<strong>in</strong>g care <strong>in</strong> substance abuse<br />
treatment. It may be that review articles focus on subsets of the cont<strong>in</strong>u<strong>in</strong>g care<br />
concept that were not captured <strong>in</strong> the high level search strategy, such as care for<br />
the frail elderly. There are researchers <strong>in</strong> <strong>Nova</strong> <strong>Scotia</strong>, Canada and elsewhere who<br />
focus on issues such as care for the frail elderly and ag<strong>in</strong>g <strong>in</strong> place, however their<br />
work did not appear <strong>in</strong> the high level searches conducted related to cont<strong>in</strong>u<strong>in</strong>g<br />
care, aga<strong>in</strong> suggest<strong>in</strong>g the search phrases may have been the limit<strong>in</strong>g factor. It is<br />
also possible that published work about susta<strong>in</strong>able approaches to cont<strong>in</strong>u<strong>in</strong>g care<br />
is more often found <strong>in</strong> the grey literature ‡ .<br />
‡ Grey Literature is the term used for documents and ephemeral material issued <strong>in</strong> limited amounts<br />
outside the formal channels of publication and distribution. It is difficult to estimate how much<br />
Grey Literature is produced s<strong>in</strong>ce Copyright Laws <strong>in</strong>dicate only the volume of conventional<br />
literature published commercially. Examples of Grey Literature <strong>in</strong>clude: scientific and technical<br />
reports, government documents, theses, patent documents etc.<br />
