To the <strong>Town</strong> Manager, <strong>Town</strong> Council, and Citizens <strong>of</strong><br />

<strong>Scarborough</strong>:<br />

The Human Resources<br />

Department is responsible for a<br />

variety <strong>of</strong> key personnel<br />

functions that relate to the<br />

employees who work for the<br />

town. Human Resources also<br />

becomes involved with issues<br />

that affect many <strong>of</strong> the town’s<br />

residents.<br />

• One <strong>of</strong> the key<br />

responsibilities <strong>of</strong> the Human<br />

Resources Department is the<br />

Brian Smith implementation, application,<br />

Human Resources / communication and on-going<br />

General Assistance Office custodian <strong>of</strong> the <strong>Town</strong>’s<br />

personnel policies and<br />

practices. Policies are documented in the <strong>Town</strong>’s<br />

Personnel Ordinance and via supporting documents<br />

providing more detailed information. Amendments to<br />

the Personnel Ordinance are planned for this year.<br />

• For employees in the Police, Dispatch and Firefighter<br />

Associations, many <strong>of</strong> the agreed upon policies<br />

affecting employees in these units are documented in<br />

their respective Collective Bargaining Agreements<br />

(CBA’s). The <strong>Scarborough</strong> Pr<strong>of</strong>essional Firefighter’s<br />

Association contract expires on June 30, 2010. The HR<br />

Director will participate on behalf <strong>of</strong> the <strong>Town</strong> in<br />

contract negotiations.<br />

• Human Resources is responsible for monitoring,<br />

reviewing and providing recommended changes to the<br />

<strong>Town</strong>’s Compensation Plan. All job classifications, job<br />

grades and salary scales are evaluated to assure that we<br />

remain competitive in the labor market within the<br />

confines <strong>of</strong> the annual budget. We are committed to<br />

maintaining competitive compensation rates to attract<br />

and retain an exceptional workforce. With the<br />

challenging economic times, all <strong>Town</strong> employees<br />

willingly agreed to forego a COLA increase for FY<br />

2009—2010. These acts <strong>of</strong> mutual benefit on behalf <strong>of</strong><br />

the three unions and other town employees are to be<br />

commended and were paramount in the <strong>Town</strong>’s ability<br />

to sustain its current workforce and service levels to the<br />

community.<br />
