PLANNING DEPARTMENT<br />

To the <strong>Town</strong> Manager, <strong>Town</strong> Council, and Citizens <strong>of</strong><br />

<strong>Scarborough</strong>:<br />

It is with great pleasure that I<br />

submit the annual report for<br />

the 2009 fiscal year on behalf<br />

<strong>of</strong> the Planning and Code<br />

Enforcement Department.<br />

Our department performs the<br />

planning, engineering and<br />

code enforcement functions<br />

for <strong>Scarborough</strong>. Fiscal year<br />

2009 encompassed the<br />

national recession and slow<br />

down in the economy, which<br />

is reflected in the lesser<br />

amount <strong>of</strong> new development<br />

and construction projects<br />

handled by this department as<br />

compared to the past. That<br />

being said, our department remained very active with<br />

inspections, code enforcement, development review, street<br />

acceptance, infrastructure planning and zoning updates.<br />

Further, it is important to note that as fiscal year 2009 came<br />

to a close in May and June, development and building<br />

applications began to rebound suggesting an up tick in<br />

development for 2010.<br />

Over the course <strong>of</strong> the year Code Enforcement inspected the<br />

construction <strong>of</strong> a range <strong>of</strong> commercial, residential and<br />

institutional building projects. The <strong>Scarborough</strong> Gallery<br />

project continued to build out with the completion and grand<br />

opening <strong>of</strong> the Super WalMart Store as well as a new KFC<br />

and Taco Bell restaurant establishment. These two<br />

businesses join the Lowes Home Improvement store and<br />

another restaurant to add more draw and activity on Gallery<br />

Boulevard. Nearby, Code Enforcement inspected the<br />

construction <strong>of</strong> the Sebago Brewing Co. restaurant which<br />

opened for business at the corner <strong>of</strong> Payne Road and<br />

Southborough Drive. At the <strong>Scarborough</strong> Gateway Shoppes<br />

our department monitored the construction <strong>of</strong> the new<br />

Famous Dave’s restaurant as well as the fit up <strong>of</strong> additional<br />

tenants within the other retail buildings. In Oak Hill and<br />

along Route One, Code Enforcement inspected an addition<br />

to the Maine Medical Center research building, a new <strong>of</strong>fice<br />

building in Oak Hill Plaza, a new building for OrthoEast in<br />

the Enterprise Business Park, and a new Hobbs Funeral<br />

Home, among other projects. In addition to these<br />

commercial projects, our department also inspected a range<br />

<strong>of</strong> residential development, including new dwellings in<br />

Dunstan Crossing, Eastern Village, and the Bittersweet<br />

Banks subdivision.<br />
