It is with great pleasure I<br />

submit this report on behalf <strong>of</strong><br />

the Information Systems<br />

Department. We have been<br />

very busy this past year with<br />

the planning and<br />

implementation <strong>of</strong> many<br />

projects as well as providing<br />

services for all the town<br />

departments, both municipal<br />

and school. By providing<br />

technology services to all<br />

town and school departments<br />

from a single source we have<br />

increased efficiency and held<br />

the line on cost increases.<br />

The <strong>Scarborough</strong> Information<br />

Systems Department was<br />

formed in 1996 through the cooperative efforts <strong>of</strong> the <strong>Town</strong><br />

Council and Board <strong>of</strong> Education. This consolidation has led<br />

to a single combined staff <strong>of</strong> specialists that can better serve<br />

the technology needs <strong>of</strong> the town and schools. Both the<br />

town and schools share administrative computing hardware,<br />

s<strong>of</strong>tware, operating systems and networking capabilities.<br />

FINANCE DEPARTMENT<br />

To the <strong>Town</strong> Manager, <strong>Town</strong> Council, and Citizens <strong>of</strong><br />

<strong>Scarborough</strong>:<br />

It is with great pleasure that I submit the annual report on<br />

behalf <strong>of</strong> the Finance Department for the Fiscal Year 2008-<br />

2009.<br />

The Finance Department is responsible for managing and<br />

reporting the financial activities <strong>of</strong> the <strong>Town</strong> <strong>of</strong><br />

<strong>Scarborough</strong> to assure all interested parties those public<br />

resources are conscientiously received, safeguarded,<br />

invested, accounted for and disbursed. Our department<br />

works to reduce liabilities and risks in order to protect the<br />

financial and personal interests <strong>of</strong> the residents, taxpayers,<br />

employees, investors and visitors. Additionally, the<br />

Finance staff prepares financial statements that report the<br />

financial condition <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Scarborough</strong>.<br />

The Governmental Accounting Standards Board (GASB) is<br />

the governing body for the reporting and accounting <strong>of</strong><br />

This combining <strong>of</strong> resources will continue to provide cost<br />

savings which is important during these tough economic<br />

times.<br />

This past year has been busy finishing up several long term<br />

projects that are now beginning to pay dividends. All three<br />

Primary Schools and all but one remote fire station are now<br />

connected to the town fiber optic cable network. This<br />

allows connected facilities the ability to share data and<br />

phone communications between locations, while at the<br />

same time deduces individual phone lines and computer<br />

hardware at most locations. The cost savings from this<br />

project will continue year after year. Our remote disaster<br />

recovery project is also finished after several years in the<br />

planning and installation. Off site backup combined with<br />

<strong>of</strong>f site recovery gives the town and schools the best<br />

opportunity to recover if a disaster hits the main data center.<br />

Our new town and school web sites were rolled out this past<br />

year. The site is more dynamic and user friendly. It is<br />

designed with a consistent appearance that is easy to use<br />

and navigate. We are constantly adding new content and<br />

The town and school have used technology to increase<br />

productivity and provide more services in a cost effective<br />

manner.<br />
