3. Dispatch Information<br />
Reserve Activation<br />
209 The <strong>IESO</strong> will process reserve dispatches through the Message Exchange.<br />
Reserve dispatches are targets for capacity, in the reserve class specified that<br />
are available from a market participant‟s resource after acceptance of the<br />
dispatch instruction.<br />
210 The <strong>IESO</strong> will process reserve activation dispatches through the Message<br />
Exchange. Energy dispatches are target energy output or load reduction from a<br />
market participant‟s resource. The market participant‟s resource is expected to<br />
follow the emergency ramp rate specified during registration of the resource<br />
and be at the target within the timeframe specified by the operating reserve<br />
market for which the dispatchable generation/load facility was scheduled.<br />
Automatic Generation Regulation Activation<br />
211 The <strong>IESO</strong> will specify AGC obligations of a resource through the Message<br />
Exchange. The AGC obligations include the Regulation Range and may<br />
include a specified Base Point that the market participant‟s resource is required<br />
to support for a specified period of time.<br />
Voltage Regulation Dispatch<br />
Invoking the Call Option<br />
212 <strong>IESO</strong> will be installing the capability to specify voltage regulation dispatches<br />
for Load and Generator market participants through the Message Exchange.<br />
Currently the <strong>IESO</strong> continues to manage the voltage regulation dispatches<br />
manually. Voltage regulation dispatches can be specified in terms of terminal<br />
voltage set point or MVAR output. Voltage regulation dispatches are targets<br />
for terminal voltage and MVAR output for a market participant‟s resource that<br />
should be reached within 5 minutes of acceptance of the dispatch instruction.<br />
213 <strong>IESO</strong> will be installing the capability to inform market participants that they<br />
are required for Must Run or Voltage Support through the Message Exchange.<br />
Currently the <strong>IESO</strong> continues to inform market participants, manually, that<br />
they are required for Must Run or Voltage Support. The Call dispatch will<br />
identify the dispatch period that the market participant‟s resource is required<br />
for. The market participant is expected to bid/offer into the market as define in<br />
the “Market Rules”, for the specified dispatch period.<br />
3.2.4 Dispatch Message Structure<br />

214 Dispatch messages are composed of a message header and a message b3.2ody.<br />
The content of messages is not „case sensitive‟.<br />
215 The message header identifies the message and is a common format for all<br />
messages.<br />
216 The HEARTOUT, HEARTIN, ACCEPT, REJECT, RECEIPT,<br />
CONFIRMATIONOK, AND CONFIRMATIONNOTOK only include the<br />
header information.<br />
