217 AGC dispatch messages may be sent in one of two forms:<br />
(1) Dispatch Message Body – Regulation with Range Dispatch Only: will include<br />
the following fields:<br />
Persistent Resource<br />
DISPATCH_TYPE = „RGR‟<br />
Startstop = „Start‟<br />
RESOURCE_ID<br />
REGULATION_RANGE = The regulation range in MW expected<br />
from the resource.<br />
DELIVERY_START_TIME<br />
DELIVERY_STOP_TIME<br />
(2) Dispatch Message Body – Regulation with Range and Fixed Base-Point<br />
Dispatch: will include the following fields:<br />

DISPATCH_TYPE = „RGS‟<br />
Startstop = „Start‟<br />
RESOURCE_ID<br />
AMOUNT = The fixed base point in MW that the unit will operate at<br />
while on AGC.<br />
REGULATION_RANGE = The regulation range in MW expected<br />
from the resource.<br />
DELIVERY_START_TIME<br />
DELIVERY_STOP_TIME<br />

3.2.5 Dispatch Message Scenarios<br />
219 Heart beat messages are sent by the <strong>IESO</strong> to determine whether the market<br />
participant is able to receive dispatch instructions from the <strong>IESO</strong>.<br />
<strong>IESO</strong> – Action MP –Response Comment<br />
HEARTOUT HEARTIN The <strong>IESO</strong> will send a HEARTOUT message<br />
every 60s to check for an active MP message<br />
exchange client. If the <strong>IESO</strong> does not receive<br />
the HEARTIN response from the client with a<br />
specified period of time (currently configured<br />
to 10s) the MP client is considered out of<br />
service and the Exchange Coordinator be<br />
informed of the problem.<br />
