FOREWORD MOD recognises that Effective Defence Capability is a product of capable, available and sustainable systems and well-trained, highly skilled and highly motivated people. People are an integral component of Defence Capability. Many of the Systems we procure are operated, maintained and sustained in harsh operational environments and we need to recognise this by ensuring that the people component is considered equally alongside other system components from the very earliest stages of Capability Planning, through delivery to the generation of Force Elements At Readiness. The People Component of Capability cuts across all Defence Lines of Development. Through Life Capability Management has provided us with an opportunity that we must now grasp to improve our consideration of the people component in systems. This includes more effective engagement of Armed Forces personnel with the industry teams contracted to develop new systems and the DE&S community delivering them. The Capability Sponsor Joint Capabilities Board has commissioned this Handbook to raise awareness of the People Component of Capability across the MOD Unified Customer. In addition to recruiting and retaining the best people for the job, the department must continue to train, motivate and equip our personnel as effectively and efficiently as possible. Capability planning and delivery must include consideration of people-related aspects from the outset, encompassing: duty of care responsibilities; personnel expectations; organisational structures and culture; training resources; competence management; usability of deployed systems, etc. Resources for the People Component of Capability must be identified and costed within the Planning stage as this is one of the biggest through life costs.
