c a p a b i l i t y D E L I V E R Y HFI Management Activities The management of HFI needs to be implemented from very early in a project lifecycle (see Capability Planning section). During Capability Delivery, HFI follows a defined process, with clear activities, inputs and deliverables for each stage of the project lifecycle. The size or criticality of these inputs and deliverables will depend on the extent and severity of HFI issues and risks identified for a project. Main HFI Management activities • HFI Strategy • HFI Plan • Early Human Factors Analysis • HFI Considerations Register • HFI or ‘People-Related’ Requirements and Acceptance • HFI Working Group (HFIWG) It is important to realise that some of these HFI management activities will be carried out concurrently and will be developed in an iterative process.
HFI Strategy The HFI Strategy needs to clarify • the project approach to HFI • who will manage it • who will undertake this work • when it will be done The aim of the HFI Strategy is to ensure that the human component of the Capability is fully considered and given appropriate prominence when developing the URD and SRD and thus throughout the Capability lifecycle. This would normally be done early on in the project (e.g. by the Project Team (PT) Requirements Manager) building on outputs generated during Capability Planning. The HFI Strategy shows how the key goals of the HFI effort help achieve overall project goals and should be aligned with other project strategy documents e.g. Training and Integrated Test, Evaluation and Acceptance (ITEA) Strategies. It is based on a clarified and quantified understanding of the main HFI issues, risks, assumptions and constraints in the context of the specific project acquisition strategy. The Concept of Employment (CONEMP) document will influence the HFI strategy and is important because a well-written CONEMP provides a clear understanding of the end users’ needs. The HFI Strategy will have a strong influence over the HFI Plan (HFIP) and needs to be included in it. The HFI Strategy should align with the appropriate technical assurance levels so that the project approach to HFI allows easy transition through Initial Gate, Main Gate and final acceptance. 48/49
