divided into fi ve wards for the same purpose <strong>of</strong><br />
‘ensuring fairness and economy in the expenditure<br />
<strong>of</strong> the rates’. This was widely supported in the hills<br />
and at Magill, which had something to gain from<br />
being the centre <strong>of</strong> a council district, but the bigger<br />
landowners and city-oriented men were for division.<br />
Thus on 14 August 1856, the District <strong>Council</strong> <strong>of</strong><br />
<strong>Burnside</strong> was proclaimed by His Excellency Sir<br />
RICHARD GRAVES MACDONNELL, Knight,<br />
Companion <strong>of</strong> the Most Honorable Order <strong>of</strong> the<br />
Bath, Captain-General and Governor-in-Chief <strong>of</strong><br />
Her Majesty’s Province <strong>of</strong> South Australia, and Vice-<br />
Admiral <strong>of</strong> the same….<br />
Reading <strong>of</strong> the Proclamation<br />
WHEREAS by a Proclamation dated the 26th day<br />
<strong>of</strong> May, one thousand eight hundred and fi fty-three,<br />
and published in the South Australian Government<br />
Gazette <strong>of</strong> the 2nd June then next, the Lieutenant-<br />
Governor <strong>of</strong> the said Province did designate and<br />
constitute the District <strong>of</strong> East Torrens to be a district<br />
within the meaning and for the purposes <strong>of</strong> “An Act<br />
to appoint District <strong>Council</strong>s and to defi ne the powers<br />
there<strong>of</strong>”, and did defi ne the boundaries <strong>of</strong> such<br />
district as follows, that is to say –<br />
Bounded on the south by the Great Eastern Road,<br />
commencing at the point <strong>of</strong> intersection <strong>of</strong> the north<br />
side <strong>of</strong> said road with the south boundary <strong>of</strong> the<br />
Park Lands, and continuing by the said road to the<br />
southern corner <strong>of</strong> Section 1136; thence, northerly<br />
<strong>Burnside</strong> Players read the Proclamation<br />
along the southern boundaries <strong>of</strong> 1136 and 48 to the<br />
east angle <strong>of</strong> Section 48; thence, by as direct a line<br />
as practicable, to the south-east angle <strong>of</strong> Section<br />
34; thence, by the east boundaries <strong>of</strong> 34 and 35,<br />
to the northern angle <strong>of</strong> the latter Section; thence,<br />
by as straight a line as practicable to the Stringybark<br />
Trigonometrical Station; thence by Hundred<br />
boundary between Talunga and Onkaparinga, to the<br />
point <strong>of</strong> intersection with the River Torrens; thence<br />
westerly by the centre <strong>of</strong> the River Torrens, to its<br />
intersection with the eastern boundary <strong>of</strong> the Park<br />
Lands; thence southerly by the eastern boundary<br />
<strong>of</strong> the Park Lands, to their south-east angle; thence<br />
westerly, by the south boundary <strong>of</strong> the Park Lands,<br />
to the point <strong>of</strong> commencement, always excepting<br />
Preliminary Sections 260, 261, 277, 276, and the<br />
roads on their east and west sides, and Preliminary<br />
Sections 289 and 290, which are not included in the<br />
District <strong>of</strong> East Torrens:<br />
And whereas certain ratepayers <strong>of</strong> the southwestern<br />
portion <strong>of</strong> the said District <strong>of</strong> East Torrens,<br />
did, on or about the tenth day <strong>of</strong> June last, present<br />
a memorial to me the said Governor-in-Chief,<br />
praying, amongst other things, that a portion <strong>of</strong> the<br />
said District <strong>of</strong> East Torrens might be separated<br />
therefrom and be proclaimed a district, to be called<br />
the “District <strong>of</strong> <strong>Burnside</strong>”,<br />
and by order <strong>of</strong> me the said Governor-in-Chief such<br />
memorial was published in the South Australian<br />
Government Gazette on the 12th, 19th, and 26th days<br />
<strong>of</strong> the said month <strong>of</strong> June; and, upon reading the said<br />
memorial, I, the said Governor-in-Chief, have been<br />
pleased to grant the prayer <strong>of</strong> the said memorial:<br />
Now, therefore, I, the Governor-in-Chief aforesaid,<br />
by virtue <strong>of</strong> the powers in me vested by the said<br />
Act to appoint District <strong>Council</strong>s and to defi ne the<br />
powers there<strong>of</strong>, do order, direct, and proclaim, that<br />
the following portion <strong>of</strong> the District <strong>of</strong> East Torrens,<br />
heret<strong>of</strong>ore forming part there<strong>of</strong>, and hereunder<br />
particularly described, shall, from the date here<strong>of</strong>,<br />
be severed therefrom:<br />
And I do hereby proclaim, designate, constitute, and<br />
declare that such severed portion shall, from the<br />
publication here<strong>of</strong>, form a district within the meaning<br />
