<strong>Special</strong> <strong>Council</strong> <strong>Meeting</strong><br />

Civic Centre | 14 August 2006<br />

Centenerary <strong>Council</strong> <strong>Meeting</strong>, 1956<br />

and for the purposes <strong>of</strong> the said Act to appoint<br />

District <strong>Council</strong>s and to defi ne the powers there<strong>of</strong>,<br />

by the name and designation <strong>of</strong> the “District <strong>of</strong><br />

<strong>Burnside</strong>”: And I further direct, order, and proclaim,<br />

that the boundaries <strong>of</strong> the said District <strong>of</strong> <strong>Burnside</strong><br />

shall be as follows, that is to say –<br />

Commencing at the north-west corner <strong>of</strong> Section<br />

255 (Kent Town), and running in a southerly and<br />

westerly direction, along the boundary <strong>of</strong> the Park<br />

Lands, to The Great Eastern Road; thence, southeasterly<br />

by the north side <strong>of</strong> said road, to the southeastern<br />

corner <strong>of</strong> Section 1284; thence generally<br />

in a northern direction, to include Sections 1284,<br />

912, 911, 1005, 908, 903, 904, 1050, 905, 1088,<br />

291, and 343, to the north-eastern angle <strong>of</strong> the<br />

latter Section; thence westerly, along the south<br />

side <strong>of</strong> the Magill Road, to the north-west corner <strong>of</strong><br />

Section 288; thence south and east, to the northwest<br />

corner <strong>of</strong> Section 300; thence south to the<br />

south-west corner <strong>of</strong> Section 299; thence west, to<br />

the south-west corner <strong>of</strong> Section 290; thence north<br />

and west, by the boundary <strong>of</strong> the Corporation <strong>of</strong><br />

Kensington and Norwood, to the north-west corner<br />

<strong>of</strong> Section 262; thence crossing the road, to the<br />

south corner <strong>of</strong> Section 255; thence by the east and<br />

north-west boundaries <strong>of</strong> said Section, to the point<br />

<strong>of</strong> commencement:<br />

And I do hereby appoint Messrs. William Milne,<br />

Daniel Ferguson, John Townsend, Dr. C.R. Penfold,<br />

and J.B. Austin, jun, to be the fi rst District <strong>Council</strong><br />

for the aforesaid District <strong>of</strong> <strong>Burnside</strong>.<br />

Given under my hand and the public seal <strong>of</strong> the said<br />

Province, this fourteenth day <strong>of</strong> August, in the year<br />

<strong>of</strong> our Lord, one thousand eight hundred and fi fty<br />

six, and in the twentieth year <strong>of</strong> Her Majesty’s reign.<br />

Reading <strong>of</strong> an extract from the 1856 Minutes<br />

The fi rst meeting <strong>of</strong> the <strong>Burnside</strong> District <strong>Council</strong><br />

was held on 19 August 1856, at the Greengate Inn,<br />

Tusmore. Present Dr Christopher Penfold, Daniel<br />

Ferguson, W. Townsend, and W. Milne.<br />

Under the Act <strong>of</strong> 1852, the main duties <strong>of</strong> local<br />

government were; to manage all public roads within<br />

its district except for designated main roads; to<br />

issue licenses for slaughterhouses, public houses<br />

and for timber cutting; to arrange for cattle pounds,<br />

hours for burning stubble, and prevention and<br />

spread <strong>of</strong> scotch thistle; and to manage and control<br />

all water or other reserves for public convenience.<br />

“At the FIRST MEETING <strong>of</strong> the DISTRICT<br />

COUNCIL <strong>of</strong> BURNSIDE held on the 19th day <strong>of</strong><br />

August, 1856, at the “Green Gate” Inn, Tusmore.<br />

MEMBERS PRESENT – Messrs. C.R.Penfold,<br />

D.Ferguson, John Townsend and William Milne.<br />

RESOLVED That C.R Penfold be Chairman <strong>of</strong> this<br />

District <strong>Council</strong>.<br />

RESOLVED That the future <strong>Meeting</strong>s <strong>of</strong> the <strong>Council</strong><br />

be held at the “Green Gate” Inn, Tusmore, on the<br />

second and last Friday <strong>of</strong> each month at 4 o’clock<br />

p.m. The next meeting to be held on the 29th <strong>of</strong> this<br />

month.<br />

RESOLVED That the Chairman apply to the<br />

Colonial Secretary for an Advance <strong>of</strong> funds.<br />

Mr. Ferguson undertakes to obtain two Maps <strong>of</strong> the<br />

District.<br />

RESOLVED That the Chairman insert an<br />

advertisement three times in the Register for a<br />

Clerk to the District, who shall be called upon to fi nd<br />

security to the amount <strong>of</strong> £50:0:0.<br />

RESOLVED That all funds received by the <strong>Council</strong><br />

shall be lodged in the Bank <strong>of</strong> South Australia, in<br />

the name <strong>of</strong> the District <strong>Council</strong> <strong>of</strong> <strong>Burnside</strong>, And<br />

that all cheques drawn against money so deposited,<br />
