LETTER FROM THE CHAIRPERSON<br />

CONSULTATIVE COMMITTEE<br />

The establishment of COMSATS in 1994 was a significant step from the<br />

perspective of developing countries, eagerly looking for opportunities of<br />

capacity-building in science & technology. The core mission of<br />

COMSATS conceived by the visionary Pakistani Nobel Laureate, Prof.<br />

Abdus Salam, is to pave the way for sustainable progress in the South<br />

through judicious deployment of scientific and technological resources.<br />

Prof. Salam was convinced that imbalance in S&T capacities is the only<br />

difference between the prosperous North and the impoverished South.<br />

Further, he believed that technology-transfer alone is not the solution;<br />

the developing countries must build their human capital and institutional<br />

infrastructure through self-help and indigenous efforts.<br />

An effective way to achieve this goal is to promote South-South<br />

cooperation in scientific R&D projects. The founding Member States of COMSATS<br />

were committed to help one another in scientific R&D aimed at addressing their<br />

socio-economic challenges. COMSATS is geared towards achieving this objective.<br />

A network of 16 research organizations, affiliated with COMSATS as its Centres of<br />

Excellence, provide an excellent mechanism for technology-sharing among its 21<br />

Member States.<br />

As the Chairperson of the Consultative Committee of COMSATS, I invite all the<br />

national Focal Points to identify their national priorities in the field of S&T for getting<br />

effective support from the platform of COMSATS. I take this opportunity to<br />

emphasize that members of the Consultative Committee can play a strong role in<br />

strengthening the institutional base of COMSATS by allocating more resources. It is<br />

my privilege to reassure the Member States of the Government of Pakistan’s<br />

steadfast support for this international organization. COMSATS Secretariat has a<br />

team of dedicated workers, who are ever-ready to assist in the execution of<br />

scientific programmes in COMSATS’ Member States by pooling the available<br />

resources. In this respect, the annual report of COMSATS for <strong>2010</strong> is a good<br />

indication of the efforts being made by COMSATS Secretariat.<br />
