On June 29, <strong>2010</strong>, the sub-committee met for the third time to discuss specific<br />

sections of the draft policy as well as to deliberate upon new proposals of the<br />

members. The major new proposals that were agreed upon, during the meeting, were<br />

to establish the Pakistan Council for Science and Technology (PCST) as an executive<br />

body under the Act of Parliament and strengthening the Council through establishing<br />

an S&T Policy Studies Department; appointment of the Special Advisor to the Prime<br />

Minister on Science, Technology and Innovation; and constitution of a Cabinet<br />

Committee on Science, Technology and Innovation. The Subcommittee concluded<br />

the meeting after outlining its future course of action on preparing the revised draft of<br />

the S&T Policy to be submitted to the Review Committee.<br />

With these meetings, Phase-1 of the deliberations of the Sub-committee was<br />

completed. Subsequently, a revised draft of the Policy, called draft National Science,<br />

Technology and Innovation Policy-<strong>2010</strong>, was prepared by COMSATS Headquarters<br />

after incorporating the suggestions of the members of the Sub-committee. It was<br />

submitted to the Ministry of Science and Technology, Government of Pakistan for<br />

perusal in August <strong>2010</strong>. During November <strong>2010</strong>, the Ministry of Science and<br />

Technology circulated the revised draft of the policy among the members of the<br />

Review Committee for their comments and suggestions.<br />
