Other Publicity and Input - The Council publicized its evaluation process and solicited comments about<br />

judges on its website. The Council balanced all the information it received from its many sources.<br />

Results <strong>of</strong> Evaluations<br />

Evaluation information for each retention judge appears on the following pages. Council survey results are<br />

summarized. The <strong>Alaska</strong> Judicial Observers evaluation, where available, also is summarized. The Council’s<br />

Internet web pages contain more detailed analysis <strong>of</strong> survey results and performance information about each<br />

Judicial Council Members<br />

<strong>Alaska</strong>’s constitution establishes the membership <strong>of</strong> the Judicial Council as three non-attorney members<br />

appointed by the Governor, three attorney members appointed by the Board <strong>of</strong> Governors <strong>of</strong> the <strong>Alaska</strong> Bar<br />

Association, and the Chief Justice <strong>of</strong> the Supreme Court <strong>of</strong> <strong>Alaska</strong> who serves, ex <strong>of</strong>ficio, as chair. (The Chief<br />

Justice only votes when his or her vote can affect an outcome.) The Constitution provides that all appointments<br />

be made with “due consideration to area representation and without regard to political affiliation.” A majority<br />

<strong>of</strong> both houses <strong>of</strong> the Legislature must confirm the non-attorney appointments, while the Board <strong>of</strong> Governors<br />

<strong>of</strong> the <strong>Alaska</strong> Bar Association appoints the attorney members after conducting advisory elections among bar<br />

members within local judicial districts. Members serve six-year staggered terms. They receive no financial<br />

compensation for their work other than reimbursement for travel expenses.<br />

Walter L. Carpeneti as Chief Justice <strong>of</strong> the <strong>Alaska</strong> Supreme Court, was chair <strong>of</strong> the Judicial Council when it<br />

evaluated the performance <strong>of</strong> judges on the ballot in 2012. Before his appointment to the supreme court, he<br />

had served as a superior court judge in Juneau for seventeen years. (Term: 2009 - 2012)<br />

William F. Clarke is a public member from Chugiak. He is a retired Air Force pilot and engineering marketing<br />

manager and has been a resident <strong>of</strong> <strong>Alaska</strong> for thirty-two years. (Term: 2008 - 2013)<br />

Kevin Fitzgerald is an attorney member from Anchorage. He is a partner in Ingaldson, Maassen & Fitzgerald.<br />

He has practiced law since 1987 and is a second generation <strong>Alaska</strong>n. (Term: 2008 - 2014)<br />

Ken Kreitzer is a public member from Juneau. Mr. Kreitzer has more than 27 years <strong>of</strong> public safety<br />

experience, including work as an airport safety <strong>of</strong>ficer, a corrections <strong>of</strong>ficer, a firefighter, EMT, a police <strong>of</strong>ficer<br />

and a court security <strong>of</strong>ficer. (Term: 2011 - 2017)<br />

Aimee Oravec is an attorney member from Fairbanks. Ms. Oravec has practiced law since 1998, and is a<br />

shareholder in Oravec Law Group. (Term: 2012 - 2018)<br />

Kathleen Tompkins-Miller is a public member from Fairbanks. She is a schoolteacher and has been a<br />

resident <strong>of</strong> <strong>Alaska</strong> for sixteen years. (Term: 2009 - 2015)<br />

Julie Willoughby is an attorney member from Juneau. Ms. Willoughby is in private practice in Juneau. She<br />

has practiced law since 1998 and is a second generation <strong>Alaska</strong>n. (Term: 2010 - 2016)<br />
