He gaves 55 billion dollars for the economic
growth support programme

ince last year, I have
instructed the government
to start preparing
a national programme
to support economic growth; a
five-year programme whose challenge
Algeria must accept, insofar as the
resources on which our country can
objectively rely enables us to do so.
This programme was carefully put
together and I personally oversaw its
outlines. I therefore have the pleasure
of announcing today that it will cover a
total amount of over 4,200 billion
dinars of public development expenditure
for the period running to 2009.
The detailed substance of this programme
will be made public today. I
will therefore just set out the guidelines
here. Initially, half of this financial package,
i.e. over 1,900 billion dinars, is
intended to improve the population’s
living conditions and will be specifically
allocated to :
■ the construction of one million housing
units for a value of 555 billion
dinars,
■ the development of the national education
establishments, vocational training
and higher education, for a value
of almost 400 billion dinars,
■ the reinforcement of health facilities,
for a value of 85 billion dinars,
■ powering over a million homes with
gas and electricity, for a value of 65
billion dinars,
■ giving populations drinking water,
outside the large facilities, for 127
billion dinars,
■ promoting unemployment and the
national solidarity for 95 billion dinars,
including the construction of 150,000
places through all communes, in favour
of unemployed people,
■ the communal development programmes
for 200 billion dinars,
■ and, finally, the development of the
regions of the South and the High
Plateaus, for 250 billion dinars.
Secondly, almost 1,700 billion dinars
will be allocated to the development of
the country’s basic infrastructures,
namely :
■ 700 billion dinars for the transportation
sector which will enable us to complete
the large building works in progress
and to make new ones, including
the modernisation of the railway network,
■ 600 billion dinars, aimed at the
public works sectors, thanks to which
the projects underway will be completed,
including the East-West motorway,
and also other projects will be realised,
including the construction and rehabilitation
of over 1,500 km of roads,
■ and, finally, over 400 billion dinars
for large hydraulic projects, whether
relating to dams or to water transfers.
Thirdly, we will devote almost 350
billion dinars to supporting the country’s
economic development. Out of the
sectors which will be covered by this
effort, agriculture and rural development
will receive 300 billion dinars,
given the specific interest which we
have in the fate of the rural populations,
and to support farming to create
the national wealth. Fourthly, over 200
billion dinars will be devoted to the
modernisation of the public service,
particularly with 34 billion dinars for
justice, 64 billion dinars for the financial
services as well as 65 billion for the
modernisation of the local authorities
and the National Safety. Fifthly, finally,
during these five years, Algeria will
launch an important programme to
develop its capacities in terms of the
new information and communication
technologies to which the State will
devote an amount of 50 billion dinars.”
