Going from a planned economy to a market economy, without
losing sight of the values of solidarity and mutual aid which have
deep roots in our society, is not something that is easy to implement.
This is a requirement to be assumed as it stands solidly
behind our culture.
This means that, whilst a lot has been done, there is still a lot
to do. It is not just a case of voting on a law: it is important to
give it full effect and to make it deliver all the potentialities
which it contains. This will require perhaps two or three years.
But we are pressed for time.
It is to this task, amongst others, which I call upon the numerous
competences and the great talents as well as the exemplary
devotion found in this sector.»
