efficiency for Sonatrach. These are the
objectives of this directive.
Definition, purpose of the
directive
1. Définitions
For the purposes of this directive, the
following terms and expressions mean :
Sonatrach : National company for the
research, production, transportation,
transformation and marketing and sale of
hydrocarbons, called Sonatrach/SPA
whose registered office is in Djenane
El Malik, Hydra, Algiers.
The prime contractor : Any Sonatrach
structure to which is devolved the
responsibility for executing projects
and/or purchasing supplies and carrying
out supply works and establishing
installations and physically quantifiable
services.
Supplier or entrepreneur : Any candidate
or tenderer to a contract for supplies,
carrying out supply works and
establishing installations and services
which are related to them and all physically
quantifiable services.
Supplies : The durable or perishable
goods of all kinds which the supplier or
the entrepreneur must supply and/or
incorporate by virtue of the contract,
particularly include the base products,
the raw materials, the materials, the
machines, the equipment, the devices
and elements, the consumables as well
as the services related to them.
Excluded from this definition is the
equipment which belongs to the supplier
or to the entrepreneur which
remains his property and his sole
responsibility.
Works : The carrying out, particularly
for industrial units, of works related to
the construction of industrial or administrative
buildings, roads, infrastructures,
putting in place hydrocarbon
pipelines or those for other fluids as
well as the services related to them.
Installations : The materials and
equipment to be supplied and to be

assembled as well as the assembly services
which the entrepreneur must execute
by virtue of the contract.
Services : The site preparation operations,
including the use of the entrepreneur’s
equipment, the assembly, the
tests, the preliminary commissioning,
the commissioning, the use and training,
etc.
Services related to the supplies, supply
works and establishing of installations
: The services related to
transportation, installation and commissioning,
training, initial maintenance,
insurances and any other service
accompanying the supplies, supply
works and establishment of installations.
Physically quantifiable services : The
industrial services, such as the seismic,
drilling and cartography services and
other similar operations, as well as the
non-industrial services such as the
renovation, accommodation, transportation,
etc.
This term does not cover the immaterial
services and advice.
Complex and extensive contracts :
Contracts whose purpose is the design,
the realisation, the renovation of units,
factories and production, transformation,
packaging and storage facilities
for hydrocarbons and by-products. The
complexity and the extent are assessed
by reference particularly to the technologies
and processes implemented, to
the timeframes and costs to complete
the works, to the expected revenue, to
the implications on the installations,
the production, the environment,
employment, health, safety, etc.
For indication only, we will cite the
transformation factories (liquefaction,
refining, etc.), the hydrocarbons’ production
centres, the large pipelines and
connected works, the packaging and
storage units, etc.
2. Purpose of the directive
The purpose of this directive is to define
the rules for awarding Sonatrach
contracts in terms of supplies, work
supplies, establishing installations and
physically quantifiable services.
These rules particularly govern the preparation
and the establishment by the
prime contractor of the appeal for tenders’
documents for each contract, on
the basis of standard Sonatrach appeal
for tenders’ documents.
The relations between the prime
contractor and the tenderers for a given
appeal for tenders are exclusively
governed by the appeal for tenders’
document.

The awarding of contracts in terms of
supplies, work supplies and establishing
installations and physically quantifiable
services is done through an open
appeal for tenders in two (2) distinct
phases, such as described in this directive
(Section IV).
