WORKSHOPS
NEW TOOLS FOR
COMMUNITIES
Much of the heavy lifting at this conference was done Wednesday afternoon at a
battery of eight how-to workshops, all repeated so attendees could participate in at
least two. Each workshop examined a community development “tool” used by NCP
practitioners. Participants also received a 44-page “Toolkit” explaining each
community-building device, along with real-life examples of how they are used.
Susana Vasquez, LISC/Chicago’s director of the New Communities Program,
explained that neither the tools nor the communities of NCP are all that new.
“ These tools aren’t really new …
What is new is how we got here.
LISC/Chicago’s decision in 1997
to change the way it was doing
things when it became clear a
bricks-and-mortar approach
wasn’t enough. The commitment
by the MacArthur Foundation in
2002 to work through LISC to
support 16 neighborhoods over
10 years to create community
change. And the willingness of
our 14 lead agencies and their
partners to experiment with us on
this approach that we now call
NCP.
“ What is new, also, is that after
11 years of learning while doing,
we are able to hold this
conference. There are no outside
experts here! Every panel, every
workshop, every forum is led by
Chicago’s very own cutting-edge
leaders in comprehensive
development.
“ For LISC/Chicago, this means
understanding the neighborhood
as a whole system. We try to
build deep relationships, to be
responsive to local plans, to be
respectful of local leadership. …
We value that $15,000 grant to
launch a local basketball league
as much as the $1.5 million loan
to leverage a major commercial
development.
“ As for our lead agencies, they’ve
learned to move their own
mission as well as a collective
vision. They’ve learned to be local
intermediaries, reaching out to
friend and foe alike to build a big
tent, organize the resources,
connect the dots and get things
done. And we’re seeing a lot of
things get done!”
