<strong>Clarion</strong> <strong>University</strong> of Pennsylvania 39<br />
resident if he or she has resided for a shorter period, but<br />
may rebut this presumption by clear and convincing<br />
evidence. If the student is enrolled for a full academic<br />
program as defined by the university, it will be presumed<br />
the student is in Pennsylvania for educational purposes, and<br />
the burden will be on the student to prove otherwise. In<br />
general, members of the armed forces and their dependents<br />
are normally granted in-state tuition rates during the period<br />
when they are on active duty within the Commonwealth of<br />
Pennsylvania. Members of the armed forces who established<br />
a domicile in Pennsylvania immediately preceding entry<br />
into government service and who have continuously<br />
maintained Pennsylvania as a legal residence will be<br />
presumed to have a Pennsylvania domicile.<br />
Subject to the provisions of the preceding paragraph,<br />
the domicile of an unmarried minor, or of a student who is<br />
claimed as a dependent on the parent’s (or legally appointed<br />
guardian’s) federal income tax return, follows that of the<br />
parent or guardian.<br />
Students receiving financial assistance dependent upon<br />
domicile in a state other than Pennsylvania are not domiciled<br />
in Pennsylvania.<br />
To change residency status, students must fill out a<br />
“Residency Classification Data Collection Form” and<br />
additionally furnish convincing documentary evidence to<br />
support a claim of Pennsylvania domicile. Factors which<br />
will be considered in the determination of residence include<br />
but are not limited to: payment of state and federal taxes<br />
by student (if claiming financial emancipation) or<br />
supporting parent as Pennsylvania resident; the holding of<br />
a Pennsylvania driver’s license; purchase or lease of a<br />
permanent independent residence; marriage to a<br />
Pennsylvania resident; automobile and other property<br />
registered in Pennsylvania; agreement for, or permanent<br />
full-time employment in Pennsylvania; and voter<br />
registration.<br />
Residency Classification Data Collection Forms may<br />
be obtained from, and the completed document and<br />
supporting materials returned to, the vice president for<br />
finance and administration in 218 Carrier Administration<br />

Financial assistance is available to students in the form<br />
of scholarships, grants, loans, and employment. Detailed<br />
information and necessary application forms may be<br />
secured from the Office of Financial Aid. Because the<br />
determination of eligibility is based on an analysis of a<br />
current Needs Analysis Application, students are<br />
encouraged to file a Free Application for Federal Student<br />
Aid (FAFSA) application and designate <strong>Clarion</strong> <strong>University</strong><br />
to receive a copy of that form. These applications are<br />
available from Pennsylvania high schools or directly from<br />
the Office of Financial Aid at <strong>Clarion</strong> <strong>University</strong> of<br />
Pennsylvania.<br />
Grants, Loans, and Employment<br />
Pennsylvania and Federal Grants<br />
PENNSYLVANIA HIGHER EDUCATION ASSISTANCE AGENCY<br />
GRANTS—The determination of recipients of these grants<br />
is made by the agency. The grants vary in amount and are<br />
based on the financial need of Pennsylvania students.<br />
Application forms may be secured from the agency, high<br />
school guidance counselors, or <strong>Clarion</strong> <strong>University</strong> of<br />
Pennsylvania. A listing of non-Pennsylvania state grants is<br />
available upon request from the Office of Financial Aid.<br />
PELL GRANTS—Federal grants available to<br />
undergraduate students for a maximum of five academic<br />
years. Recipients are determined by the U.S. Department<br />
of Education based on financial need. The FAFSA<br />
application form is your PELL grant application form.<br />
SUPPLEMENTAL EDUCATIONAL OPPORTUNITY GRANTS—<br />
Federal grants available to students with financial need as<br />
defined by the U.S. Department of Education and awarded<br />
by the Office of Financial Aid. These awards are determined<br />
on an individual basis by the Office of Financial Aid at<br />
<strong>Clarion</strong> <strong>University</strong> of Pennsylvania.<br />
Federal Family Education Loan Programs<br />
FEDERAL PERKINS LOAN PROGRAM—This program<br />
provides for loans to students who have a demonstrated need<br />
for financial assistance and who are in good academic standing.<br />
To be eligible, students must complete an application<br />
form, have a current FAFSA form on file in the Office of<br />
Financial Aid, be a citizen of the United States or have<br />
declared an intention to obtain citizenship, and be enrolled<br />
or accepted for enrollment as a student.<br />
These loans, which are non-interest bearing while a<br />
student is enrolled, are available to a maximum of $2,000<br />
per year for undergraduates, with a $15,000 aggregate limit<br />
for undergraduate students.<br />
Repayment of the loan may extend over a 10-year period<br />
beginning nine months after graduation from <strong>Clarion</strong>.<br />
Repayments are to be made on a quarterly basis with interest<br />
accruing at the rate of five percent per year.<br />
In specified teaching situations, as much as 15 percent<br />
of the loan may be canceled for each year of teaching. The<br />
borrower’s obligation to repay the loan is canceled in the<br />
event of death or permanent and total disability.<br />
FEDERAL STAFFORD LOAN PROGRAM—Loans to a<br />
maximum of $2,625 per academic year for first-year<br />
students, $3,500 for second-year students, and $5,500 for<br />
third-, fourth-, and fifth-year students to a limit of $23,000.<br />
Graduate students may apply for up to $8,500 per academic<br />
year in subsidized loans. Loan applications are available<br />
from local banks and savings and loan associations. Stafford<br />
Student Loans are based on need which must be<br />
demonstrated through an approved need analysis system.<br />
