Stafford Loan recipients become a level 02 student once<br />

30 new semester hours are earned; level 03 after 60 hours;<br />

and level 04 after 90 hours.<br />

Appeal Procedure<br />

Students denied financial aid for any reason may appeal<br />

the denial as follows:<br />

1. Write to the Office of Financial Aid, <strong>Clarion</strong><br />

<strong>University</strong> of Pennsylvania, 840 Wood Street,<br />

<strong>Clarion</strong>, PA 16214-1232, noting the denial and<br />

stating the reasons why financial aid should not be<br />

denied. Example: A student may be denied aid<br />

because it appears he or she has fewer than 21 credits<br />

for the year. Perhaps during the summer at another<br />

institution the student has earned, for transfer to<br />

<strong>Clarion</strong>, credits which will fulfill the normal progress<br />

requirement but about which the university has not<br />

been informed. The student may present the appeal<br />

in person at the Office of Financial Aid in Egbert<br />

Hall instead of writing.<br />

2. The Office of Financial Aid will review the denial<br />

in terms of information provided by the student.<br />

3. Following the review, the Office of Financial Aid<br />

will report back to the student concerning the appeal.<br />

4. If the student questions the decision of the Office of<br />

Financial Aid, an appeal may be made.<br />

Refund Policy<br />

Students receiving financial assistance from <strong>Clarion</strong><br />

<strong>University</strong> are subject to the same refund policies as those<br />

who are not aid recipients.<br />

Federal Title IV Regulations: If a recipient of Title IV<br />

funds (Pell grant, SEOG grant, or Stafford loan) withdraws<br />

from school after beginning attendance, a portion of the<br />

Title IV funds may have to be returned. Title IV funds are<br />

awarded to a student under the assumption that the student<br />

will attend school for the entire period for which the assistance<br />

is awarded. When a student withdraws, the student may no<br />

longer be eligible for the full amount of the Title IV funds<br />

that the student was originally scheduled to receive.<br />

If a student withdraws before completing 60 percent of<br />

the semester, the percentage of Title IV funds earned is equal<br />

to the percentage of the semester completed. The university<br />

is required to return the unearned portion.<br />

If a student withdraws after completing 60 percent of the<br />

semester, the percentage of Title IV funds earned is 100 percent.<br />

Those students who withdraw after the semester begins<br />

or reduce their credit hour load should contact the Financial<br />

Aid Office to determine the impact on their financial aid<br />

awards.<br />

Note: The university refund policy for tuition is fees is different<br />

from the Federal Title IV regulations.<br />

<strong>Clarion</strong> <strong>University</strong><br />

<strong>Undergraduate</strong> Student<br />

Scholarships<br />

The following information illustrates the many scholarship<br />

opportunities available to students at <strong>Clarion</strong> <strong>University</strong>.<br />

Throughout the past year, endowed scholarships, annual<br />

scholarships, and athletic scholarships provided support to<br />

more than 700 students. Most of <strong>Clarion</strong>’s scholarships are<br />

funded by way of private support through the <strong>Clarion</strong><br />

<strong>University</strong> Foundation, and are managed by the Office of<br />

Scholarship Administration, within the Enrollment<br />

Management area of the university. Please contact Sue<br />

McMillen at 814-393-2306 if you are unclear about any of<br />

the information below.<br />

<strong>University</strong> Wide Scholarships<br />

<strong>Clarion</strong> <strong>University</strong> Alumni Association Scholarships: The<br />

Alumni Association has made these scholarships available for each<br />

new academic year plus eight Leadership Awards. At least two of the<br />

Leadership Awards are reserved for children of <strong>Clarion</strong> <strong>University</strong><br />

alumni. Special consideration will be given to participants in the<br />

<strong>University</strong>’s Eagle Ambassadors program for one scholarship<br />

and three leadership Awards. The awards are open to full-time<br />

undergraduate students who will have completed at least 30 credit<br />

hours at <strong>Clarion</strong> <strong>University</strong> prior to the next academic school year<br />

and will not be graduating before December of the next academic<br />

year. The selection criteria include a 3.0 or better cumulative grade<br />

point average, community service, service to <strong>Clarion</strong> <strong>University</strong>,<br />

letters of recommendation and financial need. Applications are<br />

available in the Alumni Relations Office and questions can be answered<br />

by calling 814-393-2637. Final date for returning application<br />

is January 31.<br />

<strong>Clarion</strong> <strong>University</strong> APSCURF Scholarship for Incoming<br />

Freshman: This scholarship was established as a memorial to<br />

deceased or retired <strong>Clarion</strong> <strong>University</strong> faculty and is funded annually<br />

by the <strong>Clarion</strong> <strong>University</strong> Association of Pennsylvania State College<br />

and <strong>University</strong> Retired Faculty (APSCURF). This scholarship<br />

perpetuates the long-term commitment of retired faculty to <strong>Clarion</strong><br />

<strong>University</strong> and present day students. To be considered for this scholarship,<br />

candidates must have a minimum SAT score of 1000 or ACT<br />

composite score of 22, and graduate in the upper two-fifths of high<br />

school class. Preference will be granted to a descendent of past or<br />

present <strong>Clarion</strong> <strong>University</strong> APSCURF members. Students meeting<br />

this preference and who feel they meet the academic criteria need to<br />

submit a letter indicating they are a descendent of a retired <strong>Clarion</strong><br />

<strong>University</strong> faculty member indicating the name of the faculty<br />

member to the scholarship administrator in the Admissions Office,<br />

<strong>Clarion</strong> <strong>University</strong>, by February 1. Award offered in February for the<br />

following school year.<br />

Band Scholarships: Scholarships are available to students who<br />

participate in the Marching and Symphonic Bands. Criteria for<br />

selection are musicianship, instrumentation needs, academic promise,<br />

and leadership potential. Students selected by the conductor of bands.<br />

The annual awards may be renewed subject to the availability of<br />

funds. The number and amount may vary each year. For additional<br />

Donna Dupont Bishop Presidential Scholarship for Incoming<br />

Freshman: This scholarship established by J. Donald Bishop in honor<br />

of his late wife, Donna Dupont Bishop ’72, is intended for an outstanding<br />

new student. Award criteria include a minimum SAT of 1300,<br />

top two percent of class, and first preference is given to a student<br />

with financial need. This renewable award is offered once every four<br />
