Operational Noise and Vibration Due to the nature of the operational activities on the site no operational impacts relating to noise and vibration are expected. Control Measures Construction works will adopt Best Management Practice (BMP) and Best Available Technology Economically Achievable (BATEA) practices as described in the Interim Construction Noise Guideline (ICNG) (DECC 2009) and be carried out in accordance with TfNSW’s Construction Noise Strategy. Control measures to minimise noise and vibration impacts will include, but will not be limited to, those outlined below. Maximise the offset distance between noise plant items and sensitive receivers Orient plant and equipment away from sensitive receivers Avoid the simultaneous operation of two or more noise plant items in close vicinity and adjacent to sensitive receivers Carry out loading and unloading away from sensitive receivers Where necessary, use structures to shield sensitive receivers from noise sources Provide periods of respite if high noise generating activities occur for extended periods. In addition, the community will be notified of the works and their duration and provided with contact details before work begins. Any noise complaints received will be addressed by the Project Manager as soon as possible. 4.6 Heritage Existing Situation A search for non-Aboriginal heritage items was completed by consulting the following databases: Wollongong LEP, State Heritage Register, State Heritage Inventory, Australian Heritage Database, (including Commonwealth Register of the National Estate), World Heritage Sites and RailCorp’s Section 170 Heritage and Conservation Register. The following heritage items are located in the vicinity of the proposal: The Stanwell Park Coastal Conservation Area is on the non-statutory Register of the National Estate as an indicative place and surrounds both locations. Stanwell Park Rail Bridge (Viaduct) is also in the Register of the National Estate as an indicative place, as well as listed in the RailCorp s.170 Heritage Register, State Heritage Register and Wollongong LEP, and is about 70 metres west from Location 2. A search for known items of Aboriginal heritage value was undertaken for the proposed site, (with a 200 metre buffer) using OEH’s Aboriginal Heritage Information Management System (AHIMS). No Aboriginal sites or places were found at the location or its surrounds (refer Appendix 3). Potential Impacts All work will be undertaken within the rail corridor and the proposed work will be undertaken away from the heritage items listed above and outside the boundaries of heritage items. No permits or approvals are required. As such, the works are unlikely to have an impact on known items or places of non-Aboriginal heritage value. The construction works will not impact known items of Aboriginal heritage significance. The potential to uncover unidentified Aboriginal heritage items is low. The site is in an area that has been disturbed previously. However, there is some potential for previously unidentified items to be uncovered during construction. Control Measures Impact on heritage throughout construction will be minimised through a range of control measures, which will include, but will not be limited to, those outlined below. If a non-Aboriginal historical relic is discovered, all work likely to affect it will cease and the Project Manager will be contacted. TfNSW staff and the Office of Environment and Heritage (OEH) will be notified as required. An investigation will be undertaken by a suitably qualified archaeologist to identify suitable measures to reduce the impact on the relic discovered before work resumes. Should Aboriginal heritage items be uncovered, all work in the vicinity will cease and the Project Manager and TfNSW staff will be notified immediately. The OEH will be notified in accordance with the National Parks and Wildlife Act 1974. The local Aboriginal Land Council will be notified and an assessment by an archaeologist will be arranged to determine the significance of the objects and other requirements before work resumes. 4.7 Waste Overview TfNSW is required to manage waste in accordance with the Waste Avoidance and Resource Recovery Act 2001 (WARR Act). The waste hierarchy (Avoid, Reuse, Recycle, Energy Recovery and Disposal) should be followed for all projects. No current waste has been identified on site.
