needed connectivity between the two environments and fund the<br />

1.3.5. The ANWI Contractor will integrate the ANWI capability with<br />

systems/services external to the ANWI scope; as such, it will have the<br />

responsibility to coordinate, synchronise solutions and schedules with the<br />

other Host Nation Contractors to deliver a fully integrated and useable<br />

ANWI.<br />

1.3.6. The ANWI Contractor will migrate the identified ANWI ICT core services<br />

from the current HQ ICT infrastructure to the ANWI infrastructure inside<br />

the NNHQ and will provide ANWI migration support to other Host<br />

Nations.<br />

1.4. Governing Rules, Eligibility, and Exclusion Provisions<br />

1.4.1. This solicitation is an International Invitation for Bid and is issued in<br />

accordance with the procedures for International Competitive Bidding set<br />

forth in the NATO document AC/4-D/2261 (1996 Edition).<br />

1.4.2. Pursuant to these procedures, Bidding is restricted to companies from<br />

participating NATO member nations for which a Declaration of Eligibility<br />

has been issued by their respective government authorities.<br />

1.4.3. Best Value Evaluation Method<br />

The evaluation method to be used in the selection of the successful<br />

Bidder under this solicitation will follow the Best Value Procedures set<br />

forth in AC/4-D(2008)0002-REV1 dated 27 April 2009.<br />

1.4.4. The Bid evaluation criteria and the detailed evaluation procedures are<br />

described in SECTION 4<br />

1.4.5. The Bidder shall refer to the Purchaser all queries for resolution of any<br />

conflicts found in information contained in this document in accordance<br />

with the procedures set forth in paragraph 2.6 "Request for IFB<br />

Clarifications”.<br />

1.4.6. Prospective Bidders shall note that the Purchaser reserves the right to<br />

exclude the successful Bidder and its prospective Subcontractors from<br />

the award of this Contract if the successful Bidder or its prospective<br />

Subcontractors may be in a position to unfairly influence this Contract as<br />

a result of being selected for the work performed or to be performed<br />

under other New NATO Headquarters (NNHQ) related Contracts. This<br />

applies also to the Contractor's/Subcontractor's parent companies or<br />

subsidiaries unless the parent company or its subsidiaries provide<br />

evidence in accordance with the prescriptions of paragraph 3.4.4. The<br />
