Other sustainability initiatives launched in <strong>2010</strong>-<strong>11</strong> included<br />

pilot solar panels and smart meter projects. These projects,<br />

at a combined cost of $735,000, will help to determine<br />

the cost effectiveness of harvesting solar energy to reduce<br />

office buildings’ greenhouse gas emissions, and to better<br />

measure and monitor building energy and water efficiency.<br />

n Divestments, Acquisitions<br />

and Development Group<br />

During <strong>2010</strong>-<strong>11</strong> the Divestments, Acquisitions and<br />

Development Group continued to develop and implement<br />

property solutions aimed at delivering improvements to<br />

<strong>Government</strong> services. The Group identified opportunities<br />

and developed strategies to dispose of surplus properties<br />

and to acquire land and properties for the development of<br />

<strong>Government</strong> infrastructure and related projects.<br />

In accordance with the <strong>Government</strong>-endorsed program for<br />

the disposal of surplus assets the Group coordinated the<br />

disposal of 23 surplus <strong>Government</strong> properties during <strong>2010</strong>-<br />

<strong>11</strong> for $6.55 million. Transactions included the sale of the<br />

former Bowral Courthouse for $1.0m.<br />

Throughout <strong>2010</strong>-<strong>11</strong> the Group continued to support<br />

the Authority’s vesting program providing statutory and<br />

related titling processes associated with the vesting of<br />

<strong>Government</strong>-owned and leased property assets (under<br />

Tranches 5 and 6 in October <strong>2010</strong> and February 20<strong>11</strong>).<br />

It also acquired a number of properties related to<br />

<strong>Government</strong> infrastructure projects. Acquisition projects<br />

completed during <strong>2010</strong>-<strong>11</strong> included:<br />

n Koondrook-Perricoota Forest – Red Gum Restoration<br />

Project for State Forests and State Water<br />

n Community Offender Support Program, Dubbo for the<br />

Department of Attorney General and Justice (Corrective<br />

Services)<br />

n Copeton Dam Upgrade, Inverell for State Water<br />

n Conjola Regional Sewerage for the Department of<br />

Finance and Services (Public Works) and Shoalhaven<br />

City Council<br />

n Reid Flat Waste Disposal Facility for Boorowa Shire<br />

Council.<br />

During <strong>2010</strong>-<strong>11</strong> the Group also initiated a title rectification<br />

project to transfer the titles of over 1,500 properties, held<br />

in the name of the Minister for Public Works, which are<br />

occupied or operated by a range of other <strong>Government</strong><br />

agencies. This work will improve accountability for property<br />

management and the accuracy of information held in the<br />

<strong>Government</strong> Property Register. During <strong>2010</strong>-<strong>11</strong> over 600<br />

Certificates of Title were rectified under this project.<br />

Other projects managed by the Group during the year<br />

included:<br />

Peat Island – Management of a surplus institutional<br />

facility involving a range of value-adding strategies,<br />

including rezoning and site investigations, extensive<br />

community consultation and market analysis aimed at<br />

optimising the development potential of the site and the<br />

overall return to <strong>Government</strong>.<br />

Orange – Management of the rezoning and concept<br />

plan for the ‘Bloomfield’ site, on behalf of the former<br />

Department of Industry and Investment, as a staged<br />

residential subdivision of up to 550 lots and ancillary retail<br />

centre prior its disposal.<br />

Hunters Hill, Sydney – Preparation of a draft<br />

environmental assessment and remediation action plan<br />

for three <strong>Government</strong>-owned properties in Nelson Parade,<br />

Hunters Hill affected by a former uranium processing plant,<br />

which operated during the early part of last century.<br />

Coffs Harbour – Preparation of a master plan and<br />

concept design for an integrated precinct including a<br />

police station, courthouse and office accommodation for<br />

<strong>Government</strong> agencies at Coffs Harbour.<br />

Berrys Bay, Sydney – Negotiation of transaction<br />

documents with the preferred proponent to deliver a<br />

maritime precinct at Berrys Bay.<br />

4 George St, Parramatta – Refurbishment of the<br />

former Australian Red Cross Blood Services building and<br />

conversion to office accommodation for the Office of the<br />

Director of Public Prosecutions.<br />

Newcastle Communications Centre – Progression<br />

of the development of a joint communication centre for use<br />

by <strong>Government</strong> agencies with ICT-intensive requirements,<br />

including conducting an Expression of Interest process to<br />

identify suitable accommodation.<br />

Central <strong>Government</strong> – Calling for Expressions of<br />

Interest to identify appropriate office accommodation for<br />

Central <strong>Government</strong> to replace leased office space that<br />

expires in 2014.<br />

Grafton <strong>Government</strong> Office Building –<br />

Undertaking the design of a major refurbishment of the<br />

Grafton <strong>Government</strong> Office Building and completion of the<br />

first stage of refurbishment work on Level 2.<br />
