The Minister for Finance and Services is satisfied that the<br />
Chief Executive Officer has met all the performance criteria<br />
of the position.<br />
Performance highlights<br />
As Chief Executive Officer, Mr Coutts-Trotter has:<br />
n Led the transition of the State Property Authority<br />
from the former <strong>Land</strong> and Property Management<br />
Authority to the Department of Finance and Services on<br />
commencement of the Public Sector Employment and<br />
Management (Departments) Order.<br />
n Authorised commencement of the five-year statutory<br />
review of the State Property Authority Act 2006 to<br />
ensure its effectiveness in supporting <strong>Government</strong><br />
policy objectives.<br />
n Provided advice to the Minister for Finance and Services<br />
on whole-of-government generic property matters.<br />
n Oversighted the completion of the Authority’s program<br />
of work for the year including:<br />
1. The designated program for the vesting of owned and<br />
leased property assets under the <strong>Government</strong>’s policy<br />
for the centralised ownership and management of<br />
office accommodation.<br />
2. The program of agency portfolio reviews and regional<br />
studies to identify improvements in agencies’ property<br />
management outcomes and better align of property<br />
assets with agencies’ service delivery needs.<br />
3. The asset sales program realising $6.55 million from<br />
the disposal of 23 properties.<br />
4. A $24.0 million capital refurbishment program for<br />
<strong>2010</strong>-<strong>11</strong>.<br />
5. Implementation of the State Property Authority’s<br />
Client Relationship Management Framework,<br />
including the implementation of the SPA Helpdesk<br />
and in-house property services and facilities<br />
management team.<br />

generic property matters.<br />
n Led the Authority’s vesting program for owned<br />

June 20<strong>11</strong>.<br />
