Risk Analysis for Sea Traffic in the Area around Bornholm 12 Small vessels are only considered in as far as they directly interact with major vessels, i.e. where small and major vessels collide. Groundings of small vessels are not included in the study. 3.1.2 Consequences All consequences are converted into monetary units (Danish currency, DKK) in order to provide a common means of comparison for the cost-benefit assessment. Loss of life Cleanup costs Loss of assets Not accidentrelated costs Loss of life is converted into monetary units by using the so-called value of a statistical life (VSL). Every person has a limited willingness to pay for a possible prolongation of his own life or that of a fellow member of society by a small time span. Extrapolating the willingness to pay from this time span to the duration of an average life yields the VSL. These include the costs occurring due to cleanup after spillage of bunker oil or an oil tanker’s cargo. Ship owners and their insurers face an array of different costs in the wake of an accident. These can include repair costs and loss of income during repair (if the ship was not lost), replacement of the ship (if it sank or suffered constructive total loss) as well as loss of cargo. A change in sea routes will typically lead to a change in sailing distances. This influences fuel and capital costs- Furthermore, additional engine exhaust fumes will heighten societal and environmental damage. 3.2 Geographical limits The study is limited to the area around Bornholm and can be divided into three major areas of interest (see Figure 2). Its eastern part is more or less confined to the limits of Denmark’s exclusive economic zone (EEZ). In the west, it reaches into the German and Swedish EEZs in order to fully cover the effect of actual and (possibly) future changes in the sea route system. Bornholmsgat The waters between Bornholm and the Swedish mainland is known as Bornholmsgat. This is the area where the main traffic between North Sea and Baltic Sea runs. In the context of this study, the Bornholmsgat is understood in a wider sense, such that it includes the merging points with traffic sailing northeast and south of Bornholm (see below). North-east of Bornholm These waters are frequented by ships sailing between the Southeast Baltic Sea (mainly Gdańsk/Kaliningrad/Klaipėda) and the North Sea via Bornholmsgat. South of Bornholm These waters are frequented by ships sailing between the Southeast Baltic Sea (mainly Gdańsk/Kaliningrad/Klaipėda) and the North Sea, but avoiding Bornholmsgat. Accident rates will equally be calculated and illustrated for some surrounding areas outside the geographical boundaries in order to give a more coherent picture.
