Part I: Research<br />

Analysis <strong>of</strong> Issues<br />

These issues are best addressed by reviewing case<br />

studies <strong>of</strong> actual experience in countries that have<br />

adopted deposit insurance or significantly altered<br />

their existing deposit insurance systems. Subgroup<br />

members are asked to prepare a brief report on the<br />

“Issues to be Addressed” based on experience in<br />

their own countries and/or their knowledge <strong>of</strong><br />

experience in other countries.<br />

Subgroup members include Argentina, France, IMF,<br />

Mexico, and the World Bank. Subgroup members<br />

should provide their reports to the Research<br />

Committee member by August 9, 2000.<br />

Subgroup Survey<br />

<strong>Deposit</strong> insurers and other interested parties will<br />

be asked to comment on their experience as it<br />

relates to the “Issues to be Addressed.” The request<br />

will be posted on the Working Group’s Web site. It<br />

would be particularly useful to get the input <strong>of</strong><br />

countries that have faced different macroeconomic<br />

conditions and have different legal, regulatory,<br />

and accounting regimes and banking structures.<br />

Preparation <strong>of</strong> Subgroup<br />

Issue Paper<br />

Based on the submissions <strong>of</strong> subgroup members<br />

and survey respondents, a draft subgroup issues<br />

paper will be prepared by the subgroup coordinator<br />

in conjunction with the Research Committee<br />

member. After review and comment by the full<br />

subgroup, the resultant report will be provided to<br />

the Research Committee for its review and then to<br />

the full Working Group.<br />

3. Condition <strong>of</strong> the economy and financial markets<br />

5. Regulatory, supervisory, and accounting regimes<br />

6. Public attitudes<br />

7. Disclosure regime<br />

8. Are there other situational conditions that<br />

should be considered in determining whether<br />

to adopt explicit, limited deposit insurance or<br />

to significantly alter existing systems<br />
