Introduction<br />

The FSF was created in 1999 to promote international financial stability, to improve the functioning <strong>of</strong><br />

markets, and to reduce systemic risk. In recognition <strong>of</strong> the increasing use <strong>of</strong> deposit insurance as an integral<br />

component <strong>of</strong> an effective financial safety net, the Chairman <strong>of</strong> the FSF invited Mr. Jean Pierre Sabourin,<br />

President and Chief Executive Officer, Canada <strong>Deposit</strong> Insurance Corporation, to constitute a Working<br />

Group on <strong>Deposit</strong> Insurance (“the Working Group”) to develop guidance and to deliver a final report to<br />

the FSF by September 2001.<br />

The mandate <strong>of</strong> the Working Group was to develop guidance on sound deposit insurance arrangements for<br />

countries considering the adoption <strong>of</strong> a deposit insurance system or the reform <strong>of</strong> an existing one. The<br />

mandate also specified that such guidance should be developed through a consultative process that included<br />

countries interested in deposit insurance issues. The guidance developed by the Working Group is reflective<br />

<strong>of</strong>, and adaptable to, a broad set <strong>of</strong> circumstances, settings and structures.<br />

In fulfilling its mandate the Working Group engaged in a wide range <strong>of</strong> activities. These activities included:<br />

the publication <strong>of</strong> a series <strong>of</strong> business plans and sixteen discussion papers on specific issues, outreach sessions,<br />

seminars, conferences, utilisation <strong>of</strong> a Web site to solicit feedback and share knowledge, and the production<br />

<strong>of</strong> the FSF Report Guidance for Developing Effective <strong>Deposit</strong> Insurance Systems. The Working Group<br />

met with over 400 people from 119 countries who have been kept fully informed about the development<br />

<strong>of</strong> the guidance topics.<br />

This “volume” provides a comprehensive package <strong>of</strong> the documents produced by the Working Group as<br />

well as information on the process used. The Working Group’s discussion papers explore specific deposit<br />

insurance topics in greater detail than what is found in the FSF Report. As well, this document includes a<br />

copy <strong>of</strong> the research plan, the agendas that were used for the outreach sessions, seminars and conferences,<br />

lists <strong>of</strong> participants at these various sessions and a list <strong>of</strong> individuals who provided feedback on the discussion<br />

papers and the draft report. The contributions and comments from interested parties around the<br />

world provided helpful information and perspectives to the members <strong>of</strong> the Working Group and contributed<br />

to the comprehensiveness <strong>of</strong> the process and the FSF Report.<br />
