Research in the College <strong>of</strong> Business Administration at the University <strong>of</strong> Oregon. He has been a visiting pr<strong>of</strong>essor<br />
at the University <strong>of</strong> Southern California (1970), Stanford University (1975-76), and the University <strong>of</strong><br />
California at Berkeley (1979), and a visiting scholar at the Federal Reserve Bank <strong>of</strong> San Francisco (1976)<br />
and the Office <strong>of</strong> the Comptroller <strong>of</strong> Currency (1978). Pr<strong>of</strong>essor Kaufman also served as Deputy to the<br />
Assistant secretary for Economic Policy <strong>of</strong> the U.S. Treasury in 1976. He has taught at Loyola since 1981.<br />
Pr<strong>of</strong>essor Kaufman received his B.A. from Oberlin College (1954), M.A. from the University <strong>of</strong> Michigan<br />
(1955), and Ph.D. in economics from the University <strong>of</strong> Iowa (1962).<br />
Pr<strong>of</strong>essor Kaufman’s teaching and research interests are in financial economics, institutions, markets and<br />
regulation and in monetary policy. Most recently, he has been involved in developing ways <strong>of</strong> preventing<br />
bank crises and reforming deposit insurance in the U.S. and elsewhere. He has lectured extensively on these<br />
subjects in the U.S. and abroad. He has published extensively in the American Economic Review, Journal <strong>of</strong><br />
Finance, Journal <strong>of</strong> Financial and Quantitative Analysis and other pr<strong>of</strong>essional journals. Pr<strong>of</strong>essor Kaufman<br />
is also the author or editor <strong>of</strong> numerous books, including Money, the Financial System and the Economy<br />
(third edition, Houghton-Mifflin, 1981); The U.S. Financial System: Money, Markets, and Institutions (sixth<br />
edition, Prentice-Hall, 1995); Perspectives on Safe and Sound Banking: Past, Present, and Future (MIT Press,<br />
1986) (co-author); Innovations in Bond Portfolio Management: Duration Analysis and Immunization<br />
(JAI Press, 1983) (co-editor); Deregulating Financial Services: Public Policy in Flux (Ballinger Press, 1986)<br />
(co-editor); Restructuring the American Financial System (Kluwer, 1990) (editor); Assessing Bank Reform,<br />
(Brookings, 1993) (co-editor); Reforming Financial Institutions and Markets in the U.S. (Kluwer, 1994) (editor);<br />
Preventing Bank Crises (FRB <strong>of</strong> Chicago and World Bank, October 1998) (co-editor); The Asian Financial<br />

Research in Financial Services (JAI Press) (editor). Pr<strong>of</strong>essor Kaufman has served on the board <strong>of</strong> directors<br />
<strong>of</strong> the American Finance <strong>Association</strong> (1977-80) and as president <strong>of</strong> both the Western Finance <strong>Association</strong><br />
(1974-75) and the Midwest Finance <strong>Association</strong> (1986-87). He is past co-editor <strong>of</strong> the Journal <strong>of</strong> Financial<br />
Services Research and is serving or has served on the editorial boards <strong>of</strong> a number <strong>of</strong> major pr<strong>of</strong>essional<br />
journals, including the Journal <strong>of</strong> Money, Credit and Banking, Journal <strong>of</strong> Financial and Quantitative Analysis,<br />
Journal <strong>of</strong> Financial Research, Review <strong>of</strong> Pacific Basin Financial Markets and Policies and Contemporary<br />
Economic Policy. He also served on the advisory board <strong>of</strong> the <strong>International</strong> <strong>Association</strong> <strong>of</strong> Financial<br />
Engineers from 1992 through 1999.<br />
Pr<strong>of</strong>essor Kaufman has served as a consultant to numerous government agencies and private firms, including<br />
being a member <strong>of</strong> the Federal Savings and Loan Insurance Corporation Task Force on Reappraising<br />
<strong>Deposit</strong> Insurance (1983), the American Bankers <strong>Association</strong> Task Force on Bank Safety and Soundness<br />
(1985), the American Enterprise Institute Project on Financial Regulation (1987), and the Brookings<br />
Institution Task Force on <strong>Deposit</strong>ory Institutions Reform, whose report was published under the title<br />
Blueprint for Restructuring America’s Financial Institutions (1989). He is co-chair <strong>of</strong> the Shadow Financial<br />
Regulatory Committee, a group <strong>of</strong> independent banking experts who analyze and comment on economic,<br />
legislative and regulatory factors affecting the financial services industry, and executive director <strong>of</strong><br />
Financial Economists Roundtable. He has testified before Congress and other legislative and policy groups<br />
on numerous occasions. Pr<strong>of</strong>essor Kaufman was a director <strong>of</strong> the Rochester Community Savings Bank<br />
(New York) from 1988 through 1997 and from 1982 to 1986 he served as an elected trustee <strong>of</strong> the Teachers<br />
Insurance Annuity <strong>Association</strong> and College Retirement Equity Fund (TIAA-CREF), the largest private<br />
pension fund in the country. In 1992, he was named Loyola University’s faculty member <strong>of</strong> the year.<br />
