Northwest Industries, Inc., <strong>of</strong> Chicago; vice president <strong>of</strong> Corporate Development for Dart and Kraft, Inc.,<br />

<strong>of</strong> Northbrook, Illinois; and vice president <strong>of</strong> Strategy and Business Development for Premark<br />

<strong>International</strong>, Inc., <strong>of</strong> Deerfield, Illinois (a spin<strong>of</strong>f from Dart and Kraft). He received his Ph.D in<br />

Economics from the Massachusetts Institute <strong>of</strong> Technology and a Sc.B. in Applied Mathematics from<br />

Brown University. He served at the Universities <strong>of</strong> Bocconi in Milan, Illinois and Pennsylvania. He has<br />

numerous publications and awards.<br />

Pr<strong>of</strong>essor George G. Pennacchi is Pr<strong>of</strong>essor <strong>of</strong> Economics at the University <strong>of</strong> Illinois at Urbana-<br />

Champaign. He Received his Ph.D. in Economics from the Massachusetts Institute <strong>of</strong> Technology. He has<br />

also taught at the the University <strong>of</strong> Pennthe University <strong>of</strong> Pennsylvania and Bocconi in Milan, Italy. He has<br />

served at the Pension Research Council, the University <strong>of</strong> Pennsylvania and has received numerous awards.<br />

He is the co-editor <strong>of</strong> Advances in Futures And Options Research, associate editor <strong>of</strong> the Journal <strong>of</strong> Finance,<br />

Journal <strong>of</strong> Financial Services Research,Journal <strong>of</strong> Money, Credit and Banking, Journal <strong>of</strong> Banking and Finance,<br />

Management Science, and the Review <strong>of</strong> Financial Studies.<br />

He teaches courses in financial institutions and markets, and security pricing. His research interests include<br />

financial institutions, derivative securities, and bond markets. He is currently a consultant to the Office <strong>of</strong><br />

Management and Budget, the Executive Office <strong>of</strong> the President <strong>of</strong> the United States, and a research<br />

Associate <strong>of</strong> the Federal Reserve Bank <strong>of</strong> Cleveland. He has been a consultant to Central Bank <strong>of</strong> Finland<br />

and the Federal Reserve Bank <strong>of</strong> Chicago, the <strong>International</strong> Monetary Fund, and the World Bank.<br />

Pr<strong>of</strong>essor Gordon S. Roberts is the CIBC Pr<strong>of</strong>essor <strong>of</strong> Financial Services at the Schulich School <strong>of</strong> Business<br />

at York University in Canada. He received a Ph.D. in Economics and a M. A. from Boston College, and a B. A.<br />

from Oberlin College. He has received numerous academic honors and has served as the Director <strong>of</strong> the<br />

Financial Services Program at the Schulich School <strong>of</strong> Business, and has taught at Dalhousie University,<br />

Babson College, Deakin University in Melbourne, Australia, Tilburg University in the Netherlands, the<br />

Universities <strong>of</strong> Arizona, Toronto, and Victoria, Xiamen University in the People’s Republic <strong>of</strong> China, and<br />

the Canadian <strong>International</strong> Development Agency.<br />

Mr. Jean Pierre Sabourin is the President and Chief Executive Officer <strong>of</strong> the Canada <strong>Deposit</strong> Insurance<br />

Corporation. He has led the Canada <strong>Deposit</strong> Insurance Corporation (CDIC) since 1990. CDIC is a federal<br />

Crown corporation that insures over $315 billion <strong>of</strong> Canadian dollar deposits in 109 member institutions.<br />

Under his leadership, CDIC has intervened successfully in more than 40 problem financial institutions and<br />

resolved claims in excess <strong>of</strong> $25 billion. This depth <strong>of</strong> experience in all aspects <strong>of</strong> the organization provides<br />

him with unparalleled expertise in deposit insurance issues. As CDIC’s Chief Executive Officer, he has also<br />

provided advice internationally. His expertise helped to form the Hungarian <strong>Deposit</strong> Insurance Fund in<br />

1993 and the Jamaica <strong>Deposit</strong> Insurance Corporation in 1998. He also assisted the Central <strong>Deposit</strong><br />

Insurance Corporation in Taiwan and the Philippine <strong>Deposit</strong> Insurance Corporation in improving their<br />

deposit insurance systems. In 1999, Mr. Sabourin provided technical assistance to the Household <strong>Deposit</strong><br />

Insurance Fund <strong>of</strong> Ukraine.<br />

In November 1999, Mr. Sabourin was asked to assemble and chair a study group on deposit insurance established<br />

by the Financial Stability Forum based in Switzerland. The study group was composed <strong>of</strong> representatives<br />

from 12 countries as well as The World Bank and the IMF. It examined recent experiences <strong>of</strong> international<br />

deposit insurance schemes and assessed the desirability <strong>of</strong> setting out international guidance on deposit<br />

insurance. At the end <strong>of</strong> March, 2000, the Financial Stability Forum asked Mr. Sabourin to chair a working<br />

group to develop international guidelines on deposit insurance. The working group has launched a broadbased<br />

international consultation process and it will complete its report in September 2001.<br />
