Biographical Notes on the Speakers<br />
Mr. Svein Andresen is the Secretary General <strong>of</strong> the Financial Stability Forum, a position he has held since<br />
the Forum’s establishment in 1999. Prior to this appointment, he was a Special Advisor to the General<br />
Manager <strong>of</strong> the Bank for <strong>International</strong> Settlements, from 1997 till 1999. He headed the Secretariat to the<br />
G-10 Central Banks on Financial Issues from 1995 till 1997, and was Secretary <strong>of</strong> the Committee on the<br />
Global Financial System (formerly the Euro-currency Standing Committee) from 1992 till 1997. In his<br />
capacities at the BIS and the FSF, Mr. Andresen has been involved in a variety <strong>of</strong> international efforts to<br />
strengthen the functioning and stability <strong>of</strong> financial systems. Prior to joining the BIS, Mr. Andresen was an<br />
assistant pr<strong>of</strong>essor <strong>of</strong> economics at the University <strong>of</strong> North Carolina at Chapel Hill.<br />
Dr. Robert R. Bliss is a senior financial economist and economic advisor in the Research Department <strong>of</strong><br />
the Federal Reserve Bank <strong>of</strong> Chicago. Before joining the Bank in January 1999 he was at the Bank <strong>of</strong><br />
England, the Federal Reserve Bank <strong>of</strong> Atlanta, and Indiana University. His research interests are modeling<br />
the term structure <strong>of</strong> interest rates, interest rate derivatives, and risk management. Mr. Bliss earned his<br />
doctorate in finance from the University <strong>of</strong> Chicago.<br />
Mr. Pierre Cailleteau has been working in the secretariat <strong>of</strong> the Financial Stability Forum in Basel for more<br />
than a year, and, as part <strong>of</strong> his assignment, assists the working group on deposit insurance in the setting up<br />
<strong>of</strong> international guidance. From 1996 to 1999, he was Head <strong>of</strong> the <strong>International</strong> Capital Market Division <strong>of</strong><br />
the Banque de France. From 1993 to 1996, he was Advisor to the French Executive Director at the IMF, and<br />
from 1990 to 1993 worked at the Banque de France on monetary integration in Europe.<br />
Mr. Greg S. Cowper joined the Canada <strong>Deposit</strong> Insurance Corporation (CDIC) as its Policy Advisor in<br />
1997. Since that time, he has worked with other federal government agencies on the development <strong>of</strong> new<br />
Canadian financial services legislation, contributed to the development <strong>of</strong> CDIC by-laws and, participated<br />
in the work <strong>of</strong> the Financial Stability Forum’s Working Group on <strong>Deposit</strong> Insurance. Prior to joining<br />
CDIC, Mr. Cowper held the position <strong>of</strong> Advisor on Economic Development Policy in the Office <strong>of</strong> the<br />
Prime Minister (PMO). While in the PMO, Mr. Cowper worked closely with the Economic Policy<br />
Committee <strong>of</strong> Cabinet, which dealt with a range <strong>of</strong> economic files including financial services reform. Mr.<br />
Cowper began his career as a policy analyst with Environment Canada in 1992.<br />
Born in Ottawa, Mr. Cowper holds an MBA in international finance and management (Ottawa University),<br />
an MA in public policy (Dalhousie University), and an Honours BA in political science (Queen’s<br />
University).<br />
Dr. Robert Eisenbeis is senior vice president and director <strong>of</strong> research at the Federal Reserve Bank <strong>of</strong> Atlanta.<br />
In addition to advising the Bank president on monetary policy and related matters, Dr. Eisenbeis oversees<br />
the research, public affairs, and statistical reports departments. He also serves as a member <strong>of</strong> the Bank’s<br />
Management and Discount Committees.<br />
Before joining the Atlanta Fed in May 1996, Dr. Eisenbeis was the Wachovia Pr<strong>of</strong>essor <strong>of</strong> Banking and associate<br />
dean for research at the Kenan-Flagler Business School at the University <strong>of</strong> North Carolina at Chapel<br />
Hill. He joined the faculty in 1982 as Wachovia Pr<strong>of</strong>essor <strong>of</strong> Banking and subsequently became coordinator<br />
<strong>of</strong> finance. In addition to his academic experience, Dr. Eisenbeis worked in the public policy arena —<br />
at the Board <strong>of</strong> Governors <strong>of</strong> the Federal Reserve System and the Federal <strong>Deposit</strong> Insurance Corporation<br />
