Foreword<br />

A distinguished group <strong>of</strong> deposit insurance practitioners, academics, and bankers came together at the<br />

Federal Reserve Bank <strong>of</strong> Chicago on December 12, 2000 to provide an international perspective on the<br />

design <strong>of</strong> an effective deposit insurance structure. The conference, organized by Douglas D. Evan<strong>of</strong>f,<br />

William C. Hunter, George G. Kaufman, and John Raymond LaBrosse, was sponsored jointly by the Federal<br />

Reserve Bank <strong>of</strong> Chicago and the Financial Stability Forum.<br />

The Financial Stability Forum (FSF) established a Working Group on <strong>Deposit</strong> Insurance (WGDI) that is<br />

charged with setting out guidance on deposit insurance for countries that are considering the initiation or<br />

reform <strong>of</strong> a system <strong>of</strong> depositor protection. The sixteen-member group consists <strong>of</strong> the Chairman, Mr. Jean<br />

Pierre Sabourin, and representatives from 12 member countries (Argentina, Canada, Chile, France,<br />

Germany, Hungary, Italy, Jamaica, Japan, Mexico, the Philippines, and the United States) and from the<br />

Financial Stability Forum, the <strong>International</strong> Monetary Fund and The World Bank. In order to develop<br />

guidance the group has held a number <strong>of</strong> internal meetings and is in the process <strong>of</strong> reaching out, on a<br />

regional basis, to groups <strong>of</strong> deposit insurance practitioners, incipient practitioners, and other interested<br />

parties around the world.<br />

This conference provided an opportunity for academics and practitioners to discuss guidance that will<br />

improve the design <strong>of</strong> new systems <strong>of</strong> deposit protection and the reform <strong>of</strong> existing systems. The dialog was<br />

valuable and will be continued.<br />

The author thanks Pr<strong>of</strong>essors Kaufman, Kroszner, Pennacchi, and Roberts, and Messrs. Andresen, Bliss,<br />
