IMPORTANT LEGAL UPDATES<br />
A. CHILD ABUSE INVESTIGATIONS<br />
A recent Ninth Circuit case, Greene v. Camreta (9 th Cir. 2009) 588 F.3d 1011, held<br />
that it was illegal for a CPS worker and law enforcement officer to jointly conduct an<br />
in-school interview of a suspected victim of child abuse without a warrant, court<br />
order, parental consent or exigent circumstances. Based on this case, the District<br />
has adopted a new protocol that you shall use when (1) a CPS worker comes to<br />
school to interview a student about suspected child abuse; or (2) a law enforcement<br />
officer comes to school to interview a student about child abuse; or (3) a CPS worker<br />
and a law enforcement officer come together to interview a student about child<br />
abuse.<br />
New Protocol: In each of these cases, you shall require the CPS worker or law<br />
enforcement officer to fill out and sign the attached form. In order to interview<br />
the student, the CPS worker or police officer must fill out the form, check one of the<br />
applicable boxes (court order or warrant, parental consent, or exigent<br />
circumstances), and must sign and date the form. Please keep a record of the form<br />
in a separate file. Do not place the form in the student’s cum folder.<br />

B. MANDATORY POLICE REPORTS<br />
The 2009-2010 Student Handbook (page 120) provides a list of student offenses<br />
that require mandatory notification of the police. In October 2009, state law was<br />
amended to add 2 new types of conduct that require police notification. These 2<br />
offenses also require notification of school security or the SRO. These 2 new types<br />
of conduct are:<br />
1. Possession, sale or furnishing a firearm on a school site by a student or<br />
nonstudent;<br />
2. Possession of an explosive on a school site by a student or nonstudent.<br />
This information will be added to next year’s Student Handbook. Please make a<br />
note of these additions in your copy of the 2009-2010 Handbook. Thank you.<br />

<strong>Francisco</strong> (CCSF) to offer the Guardian Scholars Summer Academy. The program is<br />
designed to prepare students for a smooth transition from high school to college.<br />
The program provides free tuition, books, and supplies. Social and career<br />

1. Students may be excused from assignments at the teacher’s discretion when they are<br />

credit full or partial coursework satisfactorily completed by a pupil<br />
while attending a public school, juvenile court school, or nonpublic,<br />
nonsectarian school or agency. The coursework shall be transferred by means of<br />
the standard state transcript. If a<br />
pupil completes the graduation requirements of his or her school district of<br />
residence while being detained, the school district of residence shall issue to the<br />
pupil a diploma from the school the pupil last attended before detention or in the<br />
alternative, the county superintendent of schools may issue the diploma.<br />

The City College of <strong>San</strong> <strong>Francisco</strong> (CCSF) Guardian<br />
Scholars’ Summer Academy is a program designed to<br />
prepare students for a smooth transition from high<br />
school to college. The program provides free tuition,<br />
books, and supplies. Social and career exploration<br />
activities will also be offered. With enthusiasm and a<br />
six week commitment, students can gain high school<br />
and college credit as well as valuable tools for success.<br />

Academic Enhancement<br />
Eligible students can participate in pre-selected<br />
CCSF courses designed to develop college success<br />
skills. Upon completion of these classes,<br />
students will earn both high school and college<br />
credits. Students are eligible to enroll in a<br />
maximum of four (4) CCSF units and seven (7)<br />
SFUSD elective credits.<br />
Successful Transition<br />
Students will become familiar with the CCSF<br />
Campus and build a support network with students,<br />
faculty, counselors, and staff.<br />
Personal Enhancement<br />
Classes and enrichment activities promote critical<br />
thinking, self-advocacy, and academic/career<br />
planning. Students will participate in college<br />
tours, career shadowing, and financial literacy<br />
workshops.<br />
Orientation to services<br />
Students are provided intensive educational support<br />
services and will also receive valuable information<br />
regarding CCSF educational programs<br />
and university transfer opportunities.<br />
Multicultural education<br />
Diverse staff and faculty weave a range of cultural<br />
perspectives, experiences, and analyses<br />
throughout the curriculum. Students’ life histories<br />
and experiences are placed at the center of<br />
the teaching and learning process.<br />

or senior year of high school and entering<br />

What is the Early Assessment Program<br />
The Early Assessment Program (EAP) is an<br />
academic preparation program to help high school<br />
students meet college readiness standards in English<br />
language arts and mathematics before admission to<br />
any of the 23 CSU campuses. EAP results may be<br />
used to validate the ELM and/or EPT placement test<br />
requirements.<br />
When do I receive my EAP test results<br />
Your EAP results are included in the STAR Report,<br />
which is mailed home addressed to your parent<br />
and/or guardian in August. EAP results are located<br />
on the second page of the STAR report in the<br />
bottom left hand corner. If you released your scores<br />
to the CSU, you will also be able to view your<br />
results online at www.calstate.edu/eap/results<br />
Can I retake the EAP exam<br />
No. The EAP is only given one time during the<br />
CST’s during the eleventh grade in High School.<br />
How do I release my EAP scores to the CSU<br />
Your scores were automatically released to the CSU<br />
if you filled in the release bubble at the end of the<br />
STAR exam during your junior year.<br />
What are the EAP results and what do they<br />
mean<br />
Ready for CSU College Level English and/or Math<br />
Courses: You’ve meet the CSU placement standards<br />
for entry-level baccalaureate coursework. You are<br />
exempt from CSU required EPT (English Placement<br />
Test) and/or ELM (Entry-Level Mathematics) if you<br />
apply to a CSU and are admitted.<br />
Not Yet Demonstrating Readiness for CSU college<br />
Level English and/or Math Courses: This status<br />
means you are not ready for college-level<br />
coursework and are encouraged to enroll in a senior<br />
year activity to increase their English writing and/or<br />
mathematics skills in preparation for the EPT/ELM<br />
exams.<br />
Mathematics Only:<br />
Ready for CSU College Level Math Courses -<br />
Conditional<br />
If you received this designation you are encouraged<br />
to participate in an approved senior year experience.<br />
Students who successfully participate in an<br />
approved senior year experience will become<br />
exempt from the requirement to take CSU’s ELM<br />
test and will be eligible to enroll in baccalaureatelevel<br />
Mathematics courses if they apply to a CSU<br />
and are admitted.<br />
What approved senior year classes may I take if<br />
I received a conditionally exempt status in<br />
mathematics<br />
a. You can successfully complete with a grade<br />
of C or better a one year math course that<br />
has an Algebra II prerequisite (e.g. Precalculus,<br />
Trigonometry, Math Analysis, etc.)<br />
b. You can repeat Algebra II for a second time<br />
during your senior year with the approval of<br />
the high school and earn a grade of C or<br />
better.<br />
c. Pass a one semester community college<br />
mathematics course that satisfies the CSU<br />
general education requirement.<br />
d. Complete a math course developed by the<br />
high school with the approval of the CSU<br />
Mathematics Faculty Validation Committee<br />
If I am completing a senior year experience do I<br />
need to inform the CSU of the course I am<br />
taking<br />
No. Official transcripts will be reviewed in June by<br />
the Admissions Office to validate successful<br />
completion of an approved course.<br />
What if I receive a ‘conditionally exempt’<br />
designation but I do not do any additional<br />
coursework<br />
If you are not exempt on the basis of SAT, ACT or<br />
AP scores, you will have to take and pass the ELM.<br />
If you do not pass the ELM, you will be required to<br />
take remedial coursework at the CSU.
I misplaced my EAP assessment status report,<br />
where can I request a copy<br />
If you have released your exam results to the CSU,<br />
you can view an electronic version of your report by<br />
at www.calstate.edu/eap/results. If you did not<br />
release your scores you may request a duplicate<br />
EAP report from ETS at EAPDups@ets.org.<br />
Reports are generated on Friday and request must<br />
include student’s full name, date of birth, full high<br />
school name, and city in which high school is<br />
located.<br />
What are other ways of avoiding the CSU’s<br />
English and mathematics placement exams in<br />
addition to the EAP tests<br />
You do not have to take the CSU’s English and<br />
mathematics placement exams if you present proof<br />
to the CSU of one of the following:<br />
English Proficiency<br />
A score of 550 or above on the critical<br />
reading section of College Board SAT<br />
Reasoning Test<br />
A score of 24 or above on the ACT English<br />
Test<br />
A score of 3, 4, or 5 on either the Language<br />
and Composition or Literature and<br />
Composition examination of the Advanced<br />
Placement Program<br />
