5.0 MUNICIPAL FACILITIES AND A CTIVITIES<br />

5.1 PLANNING PUBLIC AGENCY FACILITIES<br />

The City of Murrieta has incorporated the development of a project-specific WQMP into the process of<br />

planning, designing, and preparing construction plans and specifications for its public agency Priority<br />

Development Projects. The policies and procedures implemented by the City of Murrieta to ensure that<br />

the planning and design of its public agency Priority Development Projects are similar to those applicable<br />

to private development projects.<br />

Each public agency Priority Development Project will include structural source control BMPs and<br />

treatment control BMPs as outlined in the WQMP. These BMPs will be required in the site design prior<br />

to the issuance of any grading or building permits. Public agency Priority Development Projects will not<br />

be allowed to continue through the development process until all of the applicable items in the WQMP<br />

have been addresses. Public agency projects which do not require a WQMP, but may potentially cause<br />

significant water quality impacts to receiving waters, will be required to include BMPs similar to those<br />

outlined in the WQMP in the site design prior to issuance of any grading or building permit.<br />

The procedures to ensure that private development projects prepare a project-specific WQMP are as<br />

follows:<br />

♦ Applicant will complete a “checklist for identifying projects requiring a project-specific WQMP<br />

within the Santa Margarita Region” to determine if one is required.<br />

♦ If a project-specific WQMP is required, the applicant will submit a preliminary one with the<br />

initial package submitted to the Planning Department.<br />

♦ The preliminary project-specific WQMP will be forwarded to the Engineering Department for a<br />

thorough review of all items requested in the WQMP.<br />

♦ A detailed checklist will be used by the reviewer to determine if the project-specific WQMP is<br />

complete.<br />

♦ Comments on the preliminary project-specific WQMP will be addressed by the applicant and resubmitted<br />

for review.<br />

♦ A project-specific WQMP will be deemed “final” when all applicable items have been addressed.<br />

The project approval process will be completed with the issuance of specific conditions of<br />

approval. These specific conditions of approval will include the implementation of the final<br />

project-specific WQMP.<br />

♦ The applicant will submit a final project-specific WQMP to the Engineering Department prior to<br />

issuance of grading permits. Building Department will verify with the Engineering Department<br />

to ensure that the applicant has submitted a final project-specific WQMP to City of Murrieta prior<br />

to issuing building permits for the project.<br />
