2.0 I NTRODUCTION TO T HE C ITY OF MURRIETA S TORMWATER<br />

MANAGEMENT P LAN<br />

2.1 PROGRAM OVERVIEW<br />

The regulatory framework that provides the foundation for the Third-term MS4 Permit, and therefore this<br />

SWMP, is described in <strong>Riverside</strong> <strong>County</strong> DAMP. This SWMP is a programmatic document developed by the<br />

City of Murrieta to describe its specific ordinances, plans, policies and procedures necessary to manage Urban<br />

Runoff and comply with the Third-term MS4 Permit. This SWMP together with the <strong>Riverside</strong> <strong>County</strong> DAMP<br />

are the principal documents that comprehensively translate the Third-term MS4 Permit requirements into<br />

programs and implementation plans for the City of Murrieta. The various program elements of this SWMP are<br />

depicted in Figure 2-1.<br />

2.2 DESCRIPTION OF MS4<br />

The major MS4 facilities owned and operated by the City of Murrieta and regulated under the Third-term MS4<br />

Permit consist of 14 miles of underground storm drains. Additionally, within the jurisdictional boundaries of<br />

the City of Temecula 19.8 miles of open channels maintained by the <strong>Riverside</strong> <strong>County</strong> <strong>Flood</strong> <strong>Control</strong> and<br />

Water Conservation District.<br />

The City of Murrieta maintains a map of the MS4 facilities that it owns and operates. Each year, the City of<br />

Murrieta updates this map and identifies modifications and additions to its major MS4 facilities in the Annual<br />

Report.<br />
