City of Murrieta SWMP<br />

All planning applications for new development and significant redevelopment projects are currently being<br />

revised to include the submittal of a project-specific WQMP. The revised applications will be available<br />

as of July 1, <strong>2005</strong> and included in Appendix C of the final SWMP.<br />

Initial Study Checklist<br />

The City of Murrieta utilizes the Initial Study Checklist contained in Appendix D.<br />

6.4 DEVELOPMENT PROJECT REVIEW, APPROVAL, AND PERMITTING<br />

For all Priority Development Projects that do not have Conditions of Approval or Tentative Tract,<br />

Subdivision, or Parcel map approval by July 13, <strong>2005</strong>, the project applicant is required to prepare a<br />

project-specific WQMP that is in conformance with the <strong>Riverside</strong> <strong>County</strong> Water Quality Management<br />

Plan for Urban Runoff, which is Appendix O of the <strong>Riverside</strong> <strong>County</strong> DAMP. The primary objective of<br />

the WQMP, through application of Site Design, Source <strong>Control</strong>, and Treatment <strong>Control</strong> BMPs on a<br />

project-specific basis, is to ensure that the land use approval and permitting process will minimize the<br />

impact of Urban Runoff. The ordinance that provides the City of Murrieta the authority to implement and<br />

enforce the WQMP is discussed in Section 3.4 of this SWMP. The policies and procedures for project<br />

review, approval, permitting, and permit close-out are described in Section 6.4 of the <strong>Riverside</strong> <strong>County</strong><br />

DAMP.<br />

6.5 TRAINING<br />

The educational program for developers and contractors and training of municipal staff is described in<br />

Section 6.5 of the <strong>Riverside</strong> <strong>County</strong> DAMP.<br />

6.6 ASSESSMENT OF EFFECTIVENESS<br />

An evaluation of the effectiveness of the Development Planning component of the SWMP will be<br />

included in the Annual Report. The measurable goals addressed in this evaluation will include:<br />

♦ Number of developments conditioned to meet WQMP requirements.<br />

♦ Amount of training conducted during the reporting period, including number of staff trained.<br />

These measurable goals will be considered in an overall assessment of the effectiveness of the<br />

Development Planning component. In addition, major accomplishments of the Development Planning<br />

component changes to be implemented in the subsequent year to improve the effectiveness of the program<br />

will be included in the evaluation. A reporting form for summarizing this evaluation is included in the<br />

<strong>Riverside</strong> <strong>County</strong> DAMP.<br />
