35. Both <strong>the</strong> Korean War <strong>and</strong> Vietnam War were fought under <strong>the</strong> auspices of SEATO (<strong>the</strong> Sou<strong>the</strong>ast<br />

Asia Treaty Organization) a regional alliance under <strong>the</strong> authority of <strong>the</strong> <strong>United</strong> <strong>Nations</strong>. SEATO was<br />

formed in 1954 under <strong>the</strong> guiding h<strong>and</strong> of John Foster Dulles for <strong>the</strong> purpose of involving <strong>the</strong> U.S.<br />

militarily in Sou<strong>the</strong>ast Asia. <strong>The</strong> SEATO treaty states:<br />

international relations from <strong>the</strong> threat or use of force in any manner inconsistent with <strong>the</strong> purposes of <strong>the</strong><br />

<strong>United</strong> <strong>Nations</strong>.<br />

Article 4. ... [Military] Measures taken under this paragraph shall be immediately reported to <strong>the</strong><br />

Security Council of <strong>the</strong> <strong>United</strong> <strong>Nations</strong>....<br />

In Korea, CFR Insiders allowed <strong>the</strong> UN to dictate <strong>the</strong> "no-win" policies that guaranteed heavy losses of<br />

our soldiers <strong>and</strong>, ultimately, defeat. Secretary of Defense George Marshall admitted that <strong>the</strong> U.S. "hot<br />

pursuit" policy allowing our pilots to pursue attacking enemy aircraft back into <strong>the</strong>ir own territory was<br />

ab<strong>and</strong>oned because <strong>the</strong> policy had failed to win UN support. Secretary of State Dean Acheson stated:<br />

"<strong>The</strong>re have been resolutions of <strong>the</strong> General Assembly which make clear <strong>the</strong> course that <strong>the</strong> General<br />

Assembly thinks wise; <strong>and</strong> <strong>the</strong> <strong>United</strong> States is endeavoring to follow <strong>the</strong> course which has tremendous<br />

international support <strong>and</strong> is not contemplating taking unilateral steps of its own."<br />

General Douglas MacArthur, in explaining <strong>the</strong> unprecedented <strong>and</strong> unconscionable restrictions placed on<br />

his military options said: "I realized for <strong>the</strong> first time that I had actually been denied <strong>the</strong> use of my full<br />

military power to safeguard <strong>the</strong> lives of my soldiers <strong>and</strong> <strong>the</strong> safety of my army. To me, it clearly
