Police Department <strong>New</strong>s<br />

Implementation Of <strong>New</strong> Strategic Operations Plan<br />

Police Chief Harry Earle with the support of Mayor Mayer and Council have announced<br />

an effort to provide more efficient service to the community, build a stronger<br />

connection to the community, and more effectively address criminal activity through<br />

the implementation of a strategic operational change. This will address areas including<br />

understanding and recognition of job performance, building better relationships with the<br />

community while improving quality of life, revising operational plans to achieve maximum<br />

effectiveness, and a focus on all police functions in an effort to address criminal activity.<br />

These major areas are referred to as: People, Community, Operations, and Crime.<br />

A reorganization within the department has resulted in the creation of the<br />

Community and Personnel Services Division commanded by a Police Captain. This<br />

change places Professional Standards (Internal Affairs), Code Enforcement, and<br />

Community Relations under the command of one leader to assist in improving<br />

the quality of life for our residents. A Community Relations Bureau has also been<br />

established. The Bureau Supervisor, Sgt. Brendan Barton, will directly oversee the<br />

Community Relations Unit (previously Crime Prevention Unit), Code Enforcement<br />

Unit, DARE Program, Society Improvement Program, Neighborhood Watch<br />

Programs, and all community police partnerships. This will enable the police to<br />

interact more frequently with community groups, build additional neighborhood<br />

watch groups, and address quality of life issues through the work of the Code<br />

Enforcement Unit. Residents are urged to contact the Community Relations Bureau<br />

at 856-374-3513 or communityrelations@gtpolice.com to become involved in<br />

a community program or request an officer speak to their community group.<br />

The police department has initiated a weekly meeting to analyze crime data, police<br />

incidents, neighborhood watch information, and the progress of investigations in an<br />

effort to focus available resources to the most critical areas. This meeting, entitled<br />

the Crime Operations Assessment, also known as “COA”, is a full participatory<br />

meeting involving the Chief of Police, Division Commanders, Traffic Safety Unit<br />

Supervisor, and the Watch Commander. The COA meeting will become the primary<br />

element in the <strong>Gloucester</strong> <strong>Township</strong> Police Departments efforts in combating crime.<br />

The police department has also enhanced its Quality of Life Meeting “QOLM” which<br />

follows the COA meeting. This meeting is attended by all who attend the COA meeting<br />

as well as Mayor Mayer, representatives from the Code Enforcement Unit, Public Works<br />

Department, Community Development/Zoning Department, and other governmental<br />

agencies as necessary. The QOLM serves to address problem properties and quality<br />

of life issues through the enforcement of ordinance and zoning violations. Additionally,<br />

specific crime issues discovered during the COA meeting are discussed at the QOLM<br />

to ensure that all recourses are utilized to address criminal activity. A Professional<br />

Standards Unit (Internal Affairs) has also been created under the Community and<br />

Personnel Services Division. This unit consists of a Detective assigned full time to<br />

investigate and address citizen complaints against officers and to review officer’s<br />

performance on a regular basis. This is to ensure officers are performing their duties<br />

consistent with departmental policy and procedures. This change permits one Detective,<br />

specifically trained in internal affairs investigations, to have a clear view of all officers’<br />

A schedule modification of officers assigned to the Patrol Division<br />

was implemented on April 1st. This change entailed assigning<br />

officers during times of peak calls for service and times that the COA<br />

meeting found will greatly assist in the goal of addressing criminal<br />

activity. The schedule modification is an ongoing assessment and<br />

a full review of personnel scheduling is continuing. The Police<br />

Department is confident that achieving these goals in the areas of<br />

People, Community, Operations, and Crime will greatly improve police<br />

operational effectiveness and improve our resident’s quality of life.<br />
