NJ Amended Seat Belt Law Community Relations Unit In an effort to better serve the community Chief Harry Earle has changed the name of the Crime Prevention Unit to the Community Relations Unit. This represents a commitment by the Department to improve the quality of life for all the Township residents. Check Out Nixle! The potential applications are many, including notification of missing persons, crime spree information, or upcoming events that may result in traffic delays or road closures. Its authenticated service connects municipal agencies and community organizations to residents in real time, delivering information to geographically targeted consumers over their cell phones (via text messages), through e-mails, and through web access. Nixie notifications are sent to areas based on geography and the sending agency will select a geographical area that will receive a notice. Sean Grannan for assistance at 856-228-4011. New legislation was signed into law requiring all occupants to buckle up, regardless of their seating position in a vehicle. A secondary offense, this allows police to issue summons to unbuckled back seat occupants, 18 years of age and older, when the vehicle is stopped for another violation. This takes effect immediately and makes the driver responsible for proper seat belt use by all occupants who are under the age of 18. It applies to all passenger vehicles that are required to be equipped with seat belts. It applies to all passengers, who are at least 8 years of age but less than 18 years of age, and each driver and front seat passenger of a passenger automobile, operated on a street or highway. All of these occupants are required to wear a properly adjusted and fastened seat belt system. Citizen’s Police Academy The Gloucester Township Police Department in a continuing effort to foster a better police-community partnership would like to invite any Gloucester Township resident 16 years of age or older to attend the 8th Annual Citizen’s Police Academy. The Gloucester Township Police Department Citizen’s Police Academy will be a free 8-week course that will take place on Thursday evenings from 6:30 PM to 8:30 PM, and begin in early May 2010. The course will include an overview of the police department and the administration, uniformed patrol, police communications, special operations, criminal investigations, juvenile criminal law and many other interesting topics. Also, all attendees of the Citizen Police Academy will be trained in the use of CPR for the home. If you feel you would like to be part of this cooperative effort between the police and the community, and would like to receive a Citizens Police Academy application or have any questions, please call the Gloucester Township Police Department Community Relations Unit at 228-4011. 8 National Night Out The Annual National Night Out Event is scheduled for Tues. August 3, 2010. Any groups interested in hosting a National Night Out Event in your neighborhood please contact the Community Relations Unit at 856-228-4011. Neighborhood Watch A Police Department can only be successful if it works in cooperation with its citizens. You can join the team by joining Neighborhood Watch. NJ Helmet Law Bicycle helmets are required by law. NJS. 39:4-10.1 requires every person under the age of 17 to wear a properly fitted helmet while operating or as a passenger on a bicycle. Serious injury could result from the practice of not wearing a helmet. Please ensure your child’s safety by making them wear their helmet.
Traffic Safety Unit & Code Enforcement News As the weather gets warmer, closer attention needs to be paid to the exterior of your residence. High grass and weeds must be maintained and all trees and bushes must be kept trimmed. These violations are listed under the “Property Maintenance Code” located in Chapter 67 A. The Code Enforcement Unit looks forward to working with the residents of Gloucester Township as an effective means to help improve your neighborhood and community. Code Enforcement Violations can be reported to the Code Enforcement Unit at 856-374-3513 or codeenforcement@gtpolice.com. Some of the most common violations are: • Property Maintenance: Residents are required to keep their property maintained at all times. The exterior of properties are to be properly maintained, such as repairs, and/or painting of house, garage, down spouts, etc., replacement/ repairs of broken windows, fences, and sheds. Grass cannot exceed 10” in height and must be cut and maintained during the growing season. Bushes/shrubs must also be maintained (Trimmed and kept from becoming overgrown). Bushes/Shrubs also must not impede the sidewalk. Scattered trash/debris is not permitted and must be removed. • Swimming Pools: All pool water must be treated to avoid stagnant water and mosquito problems, also all pools require a fence around the yard or pool area. • Garbage, Rubbish, and Waste: Trash or Recycles may not be placed at the curb prior to 4:00 pm the day prior to pickup and trash containers must be removed within 12 hrs of pickup. Also, when trimming trees and shrubs all brush/branches must be cut and bundled no longer than 5 It in length, not to exceed 50 Ibs and placed at the curb with your recycling. • Streets & Sidewalks: You may not place basketball nets of any kind or hockey nets in the street or right of way. All basketball nets (portable or permanent) must be on your property. • Off Street Parking: Automobiles are not to be parked on landscaped areas. Vehicles must be parked on some type driveway(stone, asphalt,concrete,etc. Operation of Motorized Vehicles The operation of motorized scooters, mini bikes, trail bikes, go-peds and other similar motorized recreational devices, electric or gas powered, are prohibited by Ordinance 82-1 from being operated at the following locations: • On private property without written consent of the property owner in their possession while operating the recreational device. • On any public, municipal, or board of education grounds or property • On any public sidewalk or public street or area commonly used for pedestrians or vehicular traffic • On any common area, parking area or open space of any apartment complex, multi family, residential, industrial complex or development In a manner to create loud, unnecessary or unusual noise so as to disturb or interfere with the peace and quiet of other persons and no person shall operate such unlicensed motor driven or motorized vehicle before 9:00 am within five hundred feet of any property line of any residential property line. Violators may be charged with violations under L.O. 82-1 and New Jersey Motor Vehicles laws, which also prohibit the use of these recreational vehicles on public roadways. Kyleigh’s Law This law is in memory of Kyleigh D’Alessio a 16 year old student/athlete who died in a motor vehicle crash involving a provisional license holder who was in violation of the passenger restriction under the New Jersey Graduated Driver License (GDL) Law. Effective May 1, 2010 two removable, transferable, highly visible, reflective decals, indicating that the driver of the vehicle may be the holder of a permit or provisional license must be affixed to the vehicle when that driver is behind the wheel. The Motor Vehicle Commission is responsible for designing and distributing the decals as well as determining how the decals must be displayed. The person under 21 years of age operating a vehicle with a (GDL) will be limited to one passenger regardless of family affiliation, unless accompanied by a parent or Guardian. The fine for violating this requirement is $100 plus cost and fees. The cost of the decals will be $4.00 dollars and issued at time of licensing. The Gloucester Township Police Department will be reviewing this new law with students at the local highs schools during this spring’s DWl Pre-Prom Education Program.
