appropriate compensation for the families <strong>of</strong> missing<br />
<strong>and</strong> internally displaced <strong>Dalits</strong>.<br />
65. All Dalit Children below the age <strong>of</strong> 18 who have<br />
been forced to take up dangerous work as a result<br />
<strong>of</strong> the insurgency within <strong>and</strong> outside the country<br />
should be rescued <strong>and</strong> necessary arrangements<br />
made for their livelihood.<br />
66. <strong>The</strong> present discrimination regarding enlisting <strong>of</strong><br />
the Terai people in the security forces should be<br />
removed immediately, <strong>and</strong> a quota fixed <strong>and</strong> the<br />
provision implemented for proportional participation<br />
<strong>of</strong> Madhesi <strong>Dalits</strong> in <strong>Nepal</strong> Police, <strong>Nepal</strong> Army,<br />
Armed Police Force <strong>and</strong> the civil service.<br />
Conclusions:<br />
This Charter reflects the experiences, views <strong>and</strong> aspirations<br />
<strong>of</strong> all <strong>Nepal</strong>i <strong>Dalits</strong>. With this we break the silence <strong>and</strong><br />
request meaningful change <strong>and</strong> restructuring <strong>of</strong> the State<br />
to end the prevailing situation <strong>of</strong> discrimination as well<br />
as for the recognition <strong>of</strong> human dignity <strong>and</strong> social,<br />
economic, cultural, <strong>and</strong> political equality.<br />
We emphasise that until these dem<strong>and</strong>s are fulfilled<br />
there can be neither permanent peace nor the guarantee<br />
<strong>of</strong> human rights <strong>and</strong> social justice in the country. We<br />
would also like to add that our movement will continue<br />
until all our dem<strong>and</strong>s are met.<br />
