II. PROGRAMMING<br />

A. Improve education <strong>and</strong> vocational competence<br />

B. Provide an educational program that is tailored to each <strong>youth</strong>’s<br />

education level, abilities, problems <strong>and</strong> special needs <strong>and</strong> that improve<br />

education per<strong>for</strong>mance <strong>and</strong> vocational skills while confined.<br />

1) Youths reading <strong>and</strong> math scores <strong>of</strong> admission, every 90 days <strong>and</strong> at<br />

discharge <strong>for</strong> <strong>youth</strong>s confined more than 90 days<br />

2) Percent <strong>of</strong> <strong>youth</strong> who report that they received education while in<br />

isolation<br />

C. Provide vigorous programming that is culturally competent <strong>and</strong><br />

gender specific, that minimizes periods <strong>of</strong> idle time, that addresses the<br />

behavioral problems <strong>of</strong> confined <strong>youth</strong> <strong>and</strong> that promotes healthy life<br />

choices.<br />

1) Percent <strong>of</strong> <strong>youth</strong> whose records indicate they have received a<br />

health assessment<br />

2) Percent <strong>of</strong> <strong>youth</strong> whose records indicate they have received a<br />

mental health assessment<br />

3) Percent <strong>of</strong> <strong>youth</strong> whose records indicate they have received a<br />

substance abuse assessment<br />

4) Percent <strong>of</strong> <strong>youth</strong> whose records indicate they have received<br />

reading <strong>and</strong> math tests<br />

5) Percent <strong>of</strong> <strong>youth</strong> whose records indicate they have received a<br />

social skills assessment<br />

6) Percent <strong>of</strong> <strong>youth</strong> whose records indicate they have received a<br />

vocational assessment<br />

7) Percent <strong>of</strong> <strong>youth</strong> whose records indicate they have received a<br />

physical fitness assessment<br />

8) Percent <strong>of</strong> <strong>youth</strong> confined <strong>for</strong> more than 60 days whose records<br />

include a written individual treatment plan<br />

9) Percent <strong>of</strong> <strong>youth</strong> confined <strong>for</strong> more than 60 days whose records<br />

indicate that they received the education programming<br />

prescribed by their individual treatment plans<br />

10) Percent <strong>of</strong> <strong>youth</strong> confined <strong>for</strong> more than 60 days whose records<br />

indicate that they received the social skills programming<br />

prescribed by their individual treatment plans<br />

11) Percent <strong>of</strong> <strong>youth</strong> confined <strong>for</strong> more than 60 days whose records<br />

indicate that they received the vocational skills programming<br />

prescribed by their individual treatment plans<br />
