pilgrimage, fairs and melas within its jurisdiction or levy fee therefor if any such<br />
vehicle has already been registered by any other authority under any law for the time<br />
being in force or if such provision for sanitary arrangement has already been made by<br />
any other local authority.<br />

<strong>Panchayat</strong><br />
Samiti.<br />
134. (1) <strong>The</strong> scales of tolls, fees or rates and the terms and conditions for the imposition<br />
thereof shall be such as may be provided by bye-laws.<br />
(2) Such bye-laws may provide for exemption from all or any of the tolls, fees or rates in<br />
any class of cases.<br />
135. A <strong>Panchayat</strong> Samiti may subject to the provisions of any law relating to the raising<br />
of loans by local authorities for the time being in force, raise from time to time, with the<br />
approval of the State Government, loans for the purposes of this <strong>Act</strong> and create a sinking<br />
fund for the repayment of such loans.<br />
1 135A. Notwithstanding anything contained in section 135, a <strong>Panchayat</strong> Samiti may<br />
borrow money from the State Government or 2 * * * * from banks or other<br />
financial institutions, for furtherance of its objective on the, basis of specific<br />
schemes as may be drawn up by the <strong>Panchayat</strong> Samiti for the purpose.<br />
Budget of the<br />
<strong>Panchayat</strong><br />
Samiti.<br />
136. (1) Every <strong>Panchayat</strong> Samiti shall, at such time and in such manner as may be<br />
prescribed, prepare in each year a budget of its estimated receipts and disbursements for<br />

<strong>The</strong> budget prepared under sub-section (1) shall be written in English and in<br />
vernacular of the district or the locality concerned and copies of the budget in both<br />
the languages shall be pasted in such prominent places within the Block as may be<br />
prescribed, inviting objections and suggestions from the electors of the <strong>Panchayat</strong><br />
Samiti.<br />
Copies of the budget shall be forwarded to the Zilla Parishad or the Mahakuma<br />
Parishad or the Council, as the case may be, having jurisdiction over the area of the<br />
Block for views, if any.<br />
