time being in force, such law shall have effect as if this section had formed a part
of such law, and thereupon such law shall be deemed to have been amended
accordingly.
'207B. (1) Without prejudice to the generality of the provisions contained in section 207
or elsewhere in this Act, the State Government may, by order published in the Official
Gazette, transfer, under such terms and conditions as may be specified in the order, to a
Panchayat such powers, functions and duties as are exercised, performed and discharged
by the State Government under any law made by the State Legislature or otherwise under
the executive power of the State in relation to any or all of the following matters:—
(i) agriculture including agricultural extension, agricultural marketing and
food processing;
(ii) irrigation, minor irrigation and water management;
(iii) animal resources development;
(iv) health and family welfare;
(v) public health engineering and rural water supply;
(vi) social welfare, women and child development, welfare of handicapped,
mentally retarded and weaker sections of people;
(vii) land and land reforms, land improvement and soil conservation;
(viii) co-operation;
(ix) khadi, and cottage and small scale industries;
(x) rural housing;
(xi) public works and communications;
(xii) education including primary and secondary schools, technical training,
vocational education, libraries and cultural activities;
(xiii) fisheries;
(xiv) social forestry, farm forestry and minor forest-produce; (xv) rural
electrification including distribution of power and non-conventional energy
sources;
(xv) poverty alleviation programme;
(xvi) public distribution system.
