4 (26A) “State Election Commissioner” means the State Election Commissioner<br />
referred to in sub-section (/) of section 3 of the <strong>West</strong> <strong>Bengal</strong> State Election<br />
Commission <strong>Act</strong>, 1994;<br />
'(26B)<br />
“State Government” means the State Government in the Department of<br />
<strong>Panchayat</strong>s and Rural Development;<br />
(27) “State Planning Board” means the <strong>West</strong> <strong>Bengal</strong> State Planning Board established by the State Government;<br />
2 (27A) “Sub-divisional Officer” means an officer appointed as such by the State<br />
Government, and includes an Additional Sub-divisional Officer having jurisdiction;<br />
(28) “suit” means a civil suit triable by a Nyaya <strong>Panchayat</strong>,<br />
(29) “Upa-Pradhan” means an Upa-Pradhan of a Gram <strong>Panchayat</strong>, elected<br />
under section 9;<br />
(30) “year" means the year beginning on the first day of April;<br />
(31) “Zilla Parishad” means a Zilla Parishad of a district constituted under<br />
section 140.<br />

Chapter II.<br />
Constitution of Gram <strong>Panchayat</strong><br />
3. (1) <strong>The</strong> State Government may, by notification, declare for the purposes<br />
of this <strong>Act</strong> any mauza or part of a mauza or group of contiguous mauzas or parts<br />
Gram<br />
thereof to be a Gram:<br />
3 Provided that any group of mamas or parts thereof, when they are not<br />
contiguous or have no common boundaries and are separated by an area to<br />
which this <strong>Act</strong> does not extend or in which the remaining sections of this <strong>Act</strong><br />
referred to in sub-section (3) of section 1 have not come into force, may also be<br />
declared to be a Gram.<br />
(2) <strong>The</strong> notification under sub-section (I) shall specify the name of the Gram<br />
by which it shall be known and shall specify the local limits of such Gram.<br />
(3) <strong>The</strong> Slate Government may, after making such enquiry as it may think fit<br />
and after consulting the views of the Gram <strong>Panchayat</strong> or <strong>Panchayat</strong>s concerned,<br />
by notification—<br />
