any service, work or thing under the control of the Gram <strong>Panchayat</strong>, <strong>Panchayat</strong> Samiti or<br />

Zilla Parishad;<br />

(c) require, for the purposes of inspection or examination, the Gram <strong>Panchayat</strong>,<br />

<strong>Panchayat</strong> Samiti or Zilla Parishad—<br />

(i) to produce any book, record, correspondence, plan or other document, or<br />

(ii) to furnish any return, plan, estimate, statement, accounts or statistics, or<br />

(iii) to furnish or obtain any report or information.<br />

(3) <strong>The</strong> Divisional Commissioner or any other officer not below the rank of a '[Joint<br />

Block Development Officer of <strong>The</strong> Block] when authorised by the State Government in<br />

this behalf, may exercise all or any of the powers conferred on an inspecting officer under<br />

sub-section (2).<br />

(4) When an inspection of a Gram <strong>Panchayat</strong>, <strong>Panchayat</strong> Samiti or Zilla Parishad is<br />

undertaken by any officer referred to in sub-section (3), a report of such inspection shall<br />

be submitted by such officer to the State Government.<br />

206. <strong>The</strong> State Government may, by notification, delegate, subject to such conditions as it<br />

may specify all or any of its powers under this <strong>Act</strong> except the powers mentioned in<br />

section 224 to any person or authority subordinate to it.<br />

Delegation.<br />

2 As soon as may be after the commencement of the <strong>West</strong> <strong>Bengal</strong><br />

<strong>Panchayat</strong> (Amendment) <strong>Act</strong>, 1994, and thereafter at the expiry of every five<br />

years, there shall be a Finance Commission constituted by the Governor, by<br />

notification, under clause (1) of article 243-1 of the Constitution of India which<br />

shall consist of not more than five members including the Chairman, selected<br />

from amongst the jurists, economists, administrators and social and political<br />

workers of eminence.<br />

(2) <strong>The</strong> Finance Commission shall review the financial position of the<br />

3 [<strong>Panchayat</strong>s] and shall make recommendations as to —<br />

(a) the principles which should govern —<br />

(a) the distribution between the State and the \<strong>Panchayat</strong>s] of the net<br />

proceeds of taxes, duties, tolls and fees leviable by the State,<br />

which may be divided between them, and the allocation between<br />
