(xvii) fees on erection, exhibition, fixing or retaining upon or over any land,<br />
building, wall, hoarding, or structure, any advertisement for public display<br />
in any manner whatsoever, in any place whether public or private<br />
excepting those exhibited by the State Government in the public interest.<br />
(2) <strong>The</strong> Gram <strong>Panchayat</strong> shall not undertake registration of a vehicle or levy fee<br />
therefor and shall not provide sanitary arrangements at places of worship or<br />
pilgrimage, fairs and melas within its jurisdiction or levy fee therefor if such<br />
vehicle has already been registered by any other authority under any law for the<br />
time being in force or if such provision for sanitary arrangement has already been<br />
made by any other local authority.<br />
(3) <strong>The</strong> scales of tolls, and the fees or rates and the terms and conditions of<br />
imposition thereof, shall be such as may be provided by bye-laws.<br />
(4) Such bye-laws may provide for exemption from all or any of the tolls, fees or<br />
rates in any class of cases.<br />
Power to<br />
borrow money.<br />
47A. A Gram <strong>Panchayat</strong> may borrow money from the Stale Government or 4 *<br />
* * * from banks or other financial institutions for furtherance of its objective<br />
on the basis of such specific schemes as may be drawn up by the Gram<br />
<strong>Panchayat</strong> for the purpose.<br />
Budget of Gram<br />
<strong>Panchayat</strong>.<br />
48. (1) Every Gram <strong>Panchayat</strong> shall, at such lime and in such manner as may be<br />
prescribed, prepare in each year a budget or its estimated receipts and<br />
disbursements for the following year 1 * * *.<br />
(2) (a) <strong>The</strong> budget prepared under sub-section (1) shall be written in<br />
vernacular of the district or the locality concerned and copies of the budget<br />
shall be pasted in such prominent places within the Gram <strong>Panchayat</strong> as<br />
may be prescribed, inviting objections and suggestions by the members of<br />
the Gram Sabha.<br />
(b) Copies of the budget shall be forwarded to the <strong>Panchayat</strong> Samiti<br />
having jurisdiction over the Gram for its views, if any.<br />
