The world's<br />

most modern academy<br />

<strong>IVA</strong> has a unique role in Swedish society with its close ties to both enterprise<br />

and science, spheres that are otherwise separated by attitudes and traditions.<br />

What could be better than working to promote enterprise and doing it with<br />

a scientific approach? For <strong>IVA</strong> there has never been any opposition between<br />

practical enterprise and science. Our academy is all about using a scientific<br />

approach, mainly within engineering and economics, as a basis for developing<br />

society. In my eyes, we are the world's most modern academy.<br />

When the term engineering sciences began<br />

to be used almost a hundred years ago,<br />

it was very controversial. engineers had a<br />

practical, concrete profession; one that was<br />

not considered particularly scientific at the<br />

time. But for ivA there has never been any<br />

opposition between practical enterprise<br />

and science. A scientific approach is a philosophy<br />

not a belief system. Today we see<br />

many examples of a scientific approach<br />

being questioned, both in the evolution<br />

issue and in many medical or technology<br />

contexts. credibility is further undermined<br />

through the use of what is usually known<br />

as pseudoscience; an opinion or a product<br />

is marketed by intentionally characterising<br />

it as scientific to mislead the public. People<br />

in white coats at the "institute for skin Research"<br />

talk about the miracles of a new<br />

skin cream. in the end we all lose when<br />

scientific credibility is undermined.<br />

ivA's unique role is that we can gather<br />

forces in society with the scientific criteria<br />

of safety and openness. We can hold debates<br />

on controversial topics as long as they<br />

are based on scientific terms. science is not<br />

only about knowing, it is also about questioning.<br />

if we want to know if the hunns<br />

are on the way, we have to investigate it.<br />

And preferably in several different ways.<br />

it is meaningless to build up a defence on<br />

any other basis than real knowledge of how<br />

many hunns are on the way. Today people<br />

can improve their credibility in many contexts<br />

by pointing out that they are not<br />

scientists. in my eyes this is a deeply troubling<br />

trend.<br />

Big corporations are no longer growing<br />

in sweden. most people agree that smaller<br />

companies need to grow if sweden is to<br />

achieve economic growth. We have numerous<br />

small businesses that are doing very<br />

well today, but they are not growing as<br />

they should either. This is partly related to<br />

whether or not entrepreneurs and financiers<br />

can get paid for taking risks. These days<br />

sweden is alone, for example, in having no<br />

tax incentives to stimulate research within<br />

small and medium-sized enterprises. We<br />

also need to find ways in which to change<br />

people's attitudes towards risk-taking.<br />

Amended bankruptcy legislation is one example.<br />

in the united states, having a couple<br />

of bankruptcies in your past is considered a<br />

qualification. it means you are a person with<br />

entrepreneurial experience. With the right<br />

amendments we could get close to that<br />

attitude in our country.<br />

ivA's Innovation for Growth project is<br />

carefully studying the reality that exists in<br />

sweden. Which parts of our innovation<br />

system do not work? What good examples<br />

are there? The work carried out by the<br />

globalisation council – an ivA proposal<br />

that the government took on board three<br />

years ago – has laid a solid foundation of<br />

knowledge for the project. There are plenty<br />

of things that work very well in sweden; we<br />

have nothing to be ashamed of. We should<br />

not try to import the perfect innovation<br />

system from somewhere else. We should<br />

instead build on the advantages we have,<br />

such as short decision paths and high quality<br />

in many knowledge areas. in twenty years,<br />

sweden will host the harvard Business<br />

school and tell them how we created the<br />

new "swedish miracle" through innovation!<br />

Innovation for Growth is a transparent<br />

project and its results and proposals will be<br />

presented on a continuous basis. The project<br />

will not result in a concluding report, but will<br />

generate several concrete proposals – the<br />

first one as soon as 2010.<br />

so, in answer to my opening question:<br />

nothing could be better. in my eyes, ivA<br />

is the world's most modern scientific academy.<br />

We are gathering many different players<br />

in swedish society to create concrete<br />

proposals for the best innovation system in<br />

the world. on scientific foundations.<br />

A year with <strong>IVA</strong><br />

In a year a lot happens at <strong>IVA</strong>. The calendar is filled with meetings, seminars, visits and trips. As always, the scope of both<br />

activities and participation is broad, not least within the Academy’s twelve subject-based divisions. Each division holds<br />

four meetings a year. The Business Executives Council arranges a number of breakfast meetings and <strong>IVA</strong>’s projects<br />

arrange seminars, workshops and debates. Each of these meetings provides a forum for the exchange of opinions and<br />

experiences and the development of ideas. They also help to build bridges between the academic, business and political<br />

spheres. Most of <strong>IVA</strong>’s seminars are open to anyone wishing to attend. Here are some highlights<br />

from the Academy’s activities in <strong>2009</strong>.<br />

energy has always been a core issue within <strong>IVA</strong> and was one<br />

of the factors behind the birth of the Academy. It was when<br />

the fuel problems during World War I became acute that plans<br />

for an academy of engineering sciences were created.<br />

In today's society energy issues are even more important and<br />

even more complex. The issue of how to achieve sustainable<br />

development is a constant topic for debate, a cause for<br />

concern and an issue that engages people. The link between<br />

energy and the climate is clearly highlighted in the Energy<br />

Crossroads project. The project's vision is to secure the supply<br />

of energy on competitive terms for industry while at the same<br />

time reducing emissions of greenhouse gases.<br />

<strong>IVA</strong> has several strategic goals in the area of energy and<br />

the environment. The Academy is, for example, working on<br />

securing access to energy with competitive prices for industry<br />

and reducing CO 2 emissions. Another goal is for Sweden to be<br />

a world leader in cleantech.<br />

In addition to Energy Crossroads, <strong>IVA</strong> has organised several<br />

activities and meetings on this theme, which you can read<br />

about on the pages that follow.<br />

energy crossroads:<br />

energy agreement<br />

and committed politicians<br />

Energy Crossroads is one of <strong>IVA</strong>’s biggest,<br />

broadest and perhaps most important<br />

projects over the past few<br />

years. The goal has been to generate<br />

information on different directions to<br />

take in the energy issue and to analyse<br />

the consequences of different options.<br />

Who needs to do what? What mechanisms<br />

are needed? How will these in<br />

turn affect development? Concrete answers<br />

to these questions were needed.<br />

Energy Crossroads has been a success –<br />

both in terms of the results that have been<br />

presented in the form of proposals, factual materials<br />

and analysis, and because it achieved its<br />

objective of getting politicians involved at an<br />

early stage. instead of writing a final report and<br />

inviting politicians to a concluding conference,<br />

ivA decided to create a panel that included<br />

parliamentary politicians from all political parties.<br />

This panel has worked alongside the other<br />

panels and has focused on the energy policy<br />

decisions that need to be made to support<br />

sustainable energy development.<br />

At the project’s concluding conference the<br />

politicians expressed how much they appreciated<br />

being able to be involved in a project of<br />

this type that provides important background<br />

for political decisions. The only objection was<br />

that next time they would like to be involved<br />

even earlier, during the drafting of the project<br />

framework. one suggestion was also that the<br />

politicians should be integrated even more<br />

through participation in all of the panels instead<br />

of having a separate panel.<br />

energy crossroads has aimed to increase<br />

awareness and understanding among all parliamentary<br />

parties, which will make it easier<br />

to develop a long-term energy policy. it was<br />

therefore important to get the politicians involved<br />

early on in the project work. during the<br />

course of the project the Alliance launched its<br />

energy policy agreement.<br />

one important driver for the project was<br />

providing the government with background<br />

and information to be used in the energy<br />

policy work during sweden's eu Presidency in<br />

autumn <strong>2009</strong>. The government's state secretary<br />

for energy, ola Alterå, pointed out at the<br />

concluding conference how important it is for<br />

politicians to have the type of information that<br />

it received from energy crossroads.<br />

“As politicians we can only make decisions<br />

based on the information we have to work<br />

with, and now we have better information so<br />

that we can make the right decisions on energy,”<br />

said ola Alterå.<br />

Energy Crossroads started in february<br />

2008 and ended officially in december <strong>2009</strong>.<br />

funding for the project was provided by the<br />

swedish energy Agency, swedenergy, the<br />

confederation of swedish enterprise, ångpanneföreningen’s<br />

foundation for Research<br />

and development and the swedish Research<br />

council formas. Two previous ivA projects,<br />

Energy Foresight and Environmental Foresight,<br />

provided background for this project.<br />

Energy Crossroads had a steering committee<br />

with Peter nygårds of swedbank as<br />

chairman and prominent individuals from<br />

the energy sector, academia and industry as<br />

committee members. many of the studies and<br />

analyses were conducted within four panels.<br />

The "energy consumers" panel was tasked<br />

with documenting the needs of future energy<br />

users and studying ways in which to improve<br />

energy efficiency. The "energy markets" panel<br />

studied how the structure of the energy market<br />

affects development and how economic<br />

conditions affect the market. The "Technology<br />

development" panel consisted of leading energy<br />

researchers and engineers who studied<br />

technological alternatives for both energy<br />

production and energy use. The fourth panel<br />

was the aforementioned "energy Policy" panel,<br />

in which parliamentary politicians considered<br />

which political decisions are necessary in order<br />

to implement the various energy options.<br />

Politicians with the ability to influence energy<br />

policy were the prioritised target group for<br />

Energy Crossroads, but the project also targeted<br />

industry, energy consumers, venture capital-<br />

The climate issue has highlighted the growing<br />

role of electricity in the energy system in a<br />

tangible way. The concluding report of a major<br />

project within Power Circle with that main<br />

focus called Driven by the Wind has been submitted<br />

to the swedish energy Agency. The<br />

project was followed-up by new projects relating<br />

to smart grids, wind power and electric<br />

vehicles – areas that the ivA project Energy<br />

ists and opinion-builders. Another important<br />

target group consisted of energy researchers<br />

who need to understand the entire energy<br />

issue and who especially need to inform themselves<br />

about and forge contacts with the political<br />

sphere.<br />

Energy Crossroads has presented results<br />

throughout the project period through a series<br />

of seminars and other meetings, via information<br />

provided to the media and in a series of<br />

reports and studies.<br />

At the concluding conference on 29 september<br />

close to 200 people gathered to hear<br />

the conclusions in the project's main report<br />

and to listen to dialogue and discussion involving,<br />

for example, the panel of politicians who<br />

took part in the project.<br />

The task of disseminating information about<br />

the results continues. The project’s representatives<br />

will, for example, meet with various parliamentary<br />

committees in 2010 to help provide<br />

them with better information and background<br />

on which to base future political decisions.<br />

in <strong>2009</strong> ivA and the Royal swedish Academy<br />

of sciences (kvA) jointly produced a new<br />

edition of the book entitled "energi – möjligheter<br />

och dilemman" (energy – Possibilities<br />

and Predicaments). The idea behind the book,<br />

according to steering committee chairman,<br />

Bengt kasemo, is, from a scientific perspective,<br />

to spread knowledge on energy issues in<br />

a broader context. The book provides basic<br />

information on everything from the laws of<br />

Crossroads has also identified as crucial. The<br />

new projects will highlight new technologies,<br />

but also promote new industrial activity in<br />

sweden. This is entirely in line with Power<br />

Circle's origin as a follow up to the ivA project<br />

Cooperation for Growth. one of the objectives<br />

of Power Circle is to strengthen and<br />

draw attention to sweden's expertise in<br />

electric power technology.<br />

The five concrete "directions" identified by<br />

the Energy Crossroads project are:<br />

5. Prepare for a warmer climate<br />

thermodynamics to concrete examples of energy<br />

technology solutions in the areas of both<br />

energy production and consumption. in addition<br />

to facts, the book addresses difficult issues<br />

that do not have specific solutions.<br />

The book was produced at the initiative of<br />

ivA's energy and environment council and<br />

kvA's energy committee. The steering committee<br />

for this second edition consisted of representatives<br />

from both of the academies.

Politicians and experts side by side<br />

According to Peter Nygårds, head of Swedbank's Community Contacts and<br />

Chairman of the recently concluded <strong>IVA</strong> project Energy Crossroads, knowledge<br />

makes it more difficult for us to dig ourselves into our own trenches. He also believes<br />

that the idea of allowing politicians to participate during the project was<br />

a great success and views <strong>IVA</strong>'s role as a bridge between science and politics.<br />

"in the future i would like to see politicians<br />

even more involved in ivA's projects," says<br />

Peter nygårds. "during Energy Crossroads it<br />

was evident that the politicians themselves<br />

wanted to be involved earlier on and also<br />

have a more central role in the project. in<br />

future projects ivA should consider having<br />

the politicians work side by side with<br />

researchers and industry representatives,<br />

instead of working within a separate panel<br />

like this time."<br />

Peter nygårds believes that when people<br />

with different roles meet and challenge each<br />

other there is a productive dynamic.<br />

"Particularly if you create a new dynamic<br />

by, for example, having politicians sit down together<br />

and discuss the facts, instead of only<br />

doing this within their own factions. during<br />

the Energy Crossroads project all of those involved<br />

were able to feed off each other and<br />

increase their understanding of the facts as<br />

well as other people's standpoints."<br />

naturally, the political work is mainly done<br />

within parties and factions, but here too it is<br />

possible to create new opportunities by increasing<br />

knowledge and understanding. Peter<br />

nygårds believes that Energy Crossroads and<br />

the joint discussions made possible by the<br />

project made it easier to arrive at the energy<br />

agreement that the alliance reached during<br />

the course of the project.<br />

"of course, i'm not saying that the project<br />

created the agreement, but because ivA provided<br />

a new arena for bipartisan debate, the<br />

politicians gained a new perspective. At the<br />

same time the parties increased their knowledge<br />

of the issues thanks to Energy Crossroads.<br />

These things combined may have made<br />

it easier for the parties to find a reasonable<br />

solution."<br />

After the conclusion of Energy Crossroads the<br />

task of providing information to the political<br />

sphere continued through information and<br />

discussion meetings attended by project representatives<br />

and the different parties.<br />

Energy Crossroads strongly emphasised the<br />

principle that energy efficiency is fundamental<br />

in achieving a better energy balance. Peter<br />

nygårds believes that improving efficiency can<br />

make a big difference if it is done with a more<br />

positive and enthusiastic attitude.<br />

"new technology needs to be interesting<br />

and exciting. i don't believe in using the whip<br />

as a means of getting people to use energy<br />

more efficiently. more measurement, technology<br />

that is exciting from a design perspective,<br />

and more personal control over energy consumption<br />

may do a lot more good."<br />

Peter nygårds has been involved in energy<br />

issues for many years and has worked with<br />

them professionally for much of his working<br />

life. But he points out that he is not an engineer;<br />

his approach to energy issues has always<br />

related to how they affect society and people.<br />

he served as state secretary at the ministry<br />

smarter transportation in 20 years<br />

the goal for ivA's Transport 2030 project<br />

is to analyse sweden's transportation<br />

requirements up to the year 2030. for two<br />

years the project will provide background<br />

and information to facilitate sweden's actions<br />

within the eu and for an anticipated future<br />

infrastructure bill in a few years time.<br />

Transport 2030 is a collaboration between<br />

ivA, vinnova, the national Rail Administration,<br />

national Road Administration, swedish<br />

civil Aviation Administration and swedish<br />

maritime Administration, and participating<br />

experts from transport companies, vehicle<br />

manufacturers and major carriers.<br />

An important aspect of the task at hand<br />

is to find out how modern information and<br />

communication technology (icT) can be<br />

used to create effective transport solutions<br />

that are secure for both goods and passengers<br />

and also safe for the surroundings<br />

and the environment. in 2030 all vehicles<br />

will probably be able to communicate with<br />

each other and with the infrastructure. We<br />

already have the technology for much of this.<br />

the players with a more complete picture of<br />

technological development and the changes<br />

that can be expected in the structure of<br />

project is also expected to create a consensus<br />

about which investments and systemic<br />

changes are required to make transportation<br />

safer, more efficient and environmentally<br />

sustainable. for a more intense analysis of<br />

trains are safe, fast and popular.<br />

Train travel in sweden would probably<br />

increase even more if capacity was<br />

not an obstacle. in the future we could<br />

continue in the same way as now – with<br />

limited development, or invest in double<br />

tracks and perhaps even entirely new<br />

lines.<br />

The final report from ivA's multi-year<br />

project, The Future Railway Infrastructure,<br />

in cooperation with the national Rail Administration was presented<br />

in <strong>2009</strong>. The project also resulted in a report called "scenarios for<br />

Railway development up to 2035" produced in cooperation with<br />

two researchers from stockholm school of economics, gunnar<br />

Alexandersson and staffan hultén. in the report various development<br />

options were presented.<br />

iva's division iii, Building and construction,<br />

has in recent years focused on<br />

the development of sweden's metropolitan<br />

areas. This work started with a<br />

preliminary study focusing on planning<br />

in stockholm. in <strong>2009</strong> the study was<br />

expanded to include the gothenburg<br />

and malmö areas. The purpose has<br />

been to document drivers and trends in<br />

regional planning, the built environment<br />

and city planning, and to examine the education requirements for<br />

future urban planners. one conclusion from the preliminary study<br />

was that ivA has identified a trend towards more market-oriented<br />

built environment development that requires finding new ways for<br />

the public and private sectors to work together and a new capacity<br />

for coordination among young urban planners.

Alternative fuels, pilotless aircraft and smarter air-traffic control are<br />

a few of the ways the aviation industry is meeting the requirements<br />

for better economy and reduced environmental impact. At<br />

a meeting in november arranged by ivA's division vii a number of<br />

projects in progress at saab and<br />

volvo Aero were presented. The<br />

swedish civil Aviation Administration<br />

(lfv) described what is required of future flight<br />

systems. one point made at the meeting was that development in<br />

the aviation industry today to a large extent involves international<br />

cooperation.<br />

development in wood construction has picked up speed in<br />

recent years. in just five years the number of multistory buildings<br />

with wooden carcasses has increased from three to thirteen percent.<br />

These figures were presented at a meeting in february<br />

arranged by ivA's division iii. The reason this trend has<br />

taken off is the increased interest among construction<br />

companies. The need for training in wood construction<br />

and standardisation of methods within the industry have been<br />

met by increased cooperation between industry and universities.<br />

in the wake of globalisation we have seen both opportunities and<br />

challenges affecting Sweden's ability to compete in a global market.<br />

The Globalisation Council's report contains a number of proposals and<br />

measures that could make Sweden more competitive – in particular by<br />

having an efficient climate for innovation, enterprise and entrepreneurship.<br />

<strong>2009</strong> was the European Year of Creativity and Innovation – and this was<br />

true for <strong>IVA</strong> as well. In September it was time for the kick-off of Innovation<br />

for Growth – one of <strong>IVA</strong>'s most important projects for several years.<br />

The project's starting point is the work that has already been done by,<br />

for example, the Globalisation Council. The difference is that Innovation<br />

for Growth will move from words to actions. The analysis that has been<br />

carried out will be turned into practical solutions to give Sweden the best<br />

innovation climate in the world.<br />

One of <strong>IVA</strong>'s strategic goals up to the year 2014 is to create a better<br />

climate for entrepreneurs and innovation. In other words, there is plenty of<br />

scope for initiatives in this area in the future.<br />

In <strong>2009</strong> another major <strong>IVA</strong> project, Healthy Successful Companies (3F), was<br />

concluded. For five years the project has focused on the importance of HR<br />

issues for a company's competitiveness and has shown that modern and<br />

progressive HR policies pay off. Read more about the project and other<br />

activities and meetings further on in the <strong>Annual</strong> <strong>Report</strong>.<br />

of the conclusions from <strong>IVA</strong>'s Healthy<br />

Successful Companies (3F) project.<br />

more knowledge about personnel development<br />

work can give companies a better<br />

foundation for investment decisions and a<br />

corporate culture that will lead to better<br />

competitiveness, which in turn will increase<br />

overall profitability. This was a conclusion<br />

drawn during the Healthy Successful Companies<br />

(3F) project which was concluded in<br />

autumn <strong>2009</strong> after more than five years of<br />

seminars and network building.<br />

Among other things, the 3f project has<br />

shown how fruitful it is for researchers and<br />

companies to meet and benefit from each<br />

other's expertise. The project has also demonstrated<br />

how important it is for companies<br />

to create networks to more easily benefit<br />

from each other's knowledge and the<br />

knowledge that researchers have to impart.<br />

But 3f has also shown that the research is<br />

under funded. more money for research that<br />

involves cooperation between companies<br />

and behavioural scientists would enhance the<br />

possibilities of building successful corporate<br />

cultures.<br />

during the concluding seminar in november,<br />

Project manager gunn johansson pointed<br />

out that different research areas need to<br />

work together to create a greater knowledge<br />

base. But researchers and companies<br />

also need to work more closely together, as<br />

do different departments within companies.<br />

A major aspect of 3f has been creating networks<br />

and using seminars and field trips to<br />

increase knowledge about what others are<br />

doing in the hR field. A total of 26 companies<br />

and 13 researchers took part in 3f.<br />

A good way of bringing research and companies<br />

closer together, according to gunn<br />

johansson, would be to work with industry<br />

Phds including those working with hR<br />

research. Traditionally, employee satisfaction<br />

and the quality of personnel development<br />

work has been judged by the rates of sickness<br />

absence and staff turnover. But this data<br />

can be completely misleading because it may<br />

be impacted by numerous external factors,<br />

such as the labour market in the area. We<br />

need a better way to measure this, and to<br />

achieve this, more research is needed. And<br />

to benefit from research results, better cooperation<br />

is needed between research-<br />

ers and companies. These two issues were<br />

the focus of 3f throughout the project. leif<br />

johansson, ceo of AB volvo, was the chairman<br />

of the 3f project. he believes that the<br />

hard-to-define concept of corporate culture<br />

is perhaps the most important factor for<br />

success in the global competition that exists<br />

today. corporate culture is created through<br />

carefully crafted hR work. But leif johansson<br />

also stresses that companies and researchers<br />

need to work more closely together<br />

to develop hR work that is based on the<br />

research results.<br />

improves competitiveness. A majority of<br />

people have a stronger desire to cooperate<br />

if they feel that the company has an effective<br />

hR policy. This study was innovative because<br />

similar research in the past has focused on<br />

how the employer' perceptions are affected.<br />

Advanced coatings may lead to commercial<br />

success for the young researcher who has<br />

developed them – daniel lundin at linköping<br />

university. he has already achieved some financial<br />

success – he won sek 100,000 when<br />

the mentor4Research programme organised<br />

by ivA and innovation Bridge concluded its<br />

fourth round in 2008–<strong>2009</strong>. The programme<br />

has expanded and in the fourth round, it<br />

involved 35 researchers each with mentors<br />

who were selected to support the researchers<br />

with advice and experience on how to<br />

develop knowledge into a commercial success.<br />

daniel lundin is a partner in a company that<br />

will commercialise his physics and chemistry<br />

research results at linköping university. To<br />

facilitate this process, a special advisory council<br />

for commercialisation has been formed. The<br />

company has also started working with both<br />

sting (stockholm innovation & growth) and<br />

liu innovation.<br />

The fifth round of mentor4Research,<br />

<strong>2009</strong>–2010, has already started. it includes 40<br />

researchers from eight universities. starting in<br />

2010 vinnova will replace innovation Bridge as<br />

ivA's partner in the programme.<br />

"it's a matter of our competitiveness," says<br />

Healthy Successful Companies ran from<br />

2004 to <strong>2009</strong> as a national programme for<br />

value-generating personnel development.<br />

Practical experience from companies has<br />

been matched with research expertise in the<br />

field. The goal has been to provide concrete<br />

results that show that personnel development<br />

measures are profitable. The project has<br />

arranged national and regional seminars and<br />

produced newsletters and reports. most of<br />

the work has involved activities to promote<br />

contacts through the three regional networks<br />

that were formed in mälardalen, West sweden<br />

and south sweden. each network consisted<br />

of around ten companies, ranging from<br />

very large to fairly small. 3f has received funding<br />

from AfA, Alecta and vinnova.<br />

According to Marcus Wallenberg who will head <strong>IVA</strong>'s Innovation for Growth<br />

project, one of the biggest challenges facing Sweden and <strong>IVA</strong> is how to turn<br />

the country's strong development potential into companies that drive innovation.<br />

If we are to get results we all need to realise that it's not about finding a<br />

solution to a single issue, but a series of different solutions for companies and<br />

organisations in various phases of their development.<br />

marcus Wallenberg points out that he is humbled<br />

by this task of heading the project. it is a<br />

complex issue without obvious answers. But<br />

the need for discussion on the subject is great<br />

and acute.<br />

"To some degree this issue has been neglected<br />

for a while and sweden has fallen<br />

behind. Perhaps we have failed to understand<br />

how much the competition has grown. speeding<br />

up innovation processes is essential if we<br />

are to secure and develop jobs, growth and in<br />

the end our very prosperity in sweden."<br />

"it's important to point out that innovation<br />

is not merely for certain types of companies<br />

or something that is only about new technology.<br />

When someone says the word innovation,<br />

many associate it directly with high technology.<br />

But innovation is just as much about renewing<br />

the way we work, developing a company's<br />

structure or changing attitudes. i am convinced<br />

that there is plenty of room for innovation,<br />

for example, in the care sector. And<br />

it doesn't always have to be about money,"<br />

says Wallenberg.<br />

The Innovation for Growth project has a<br />

ambition to work with all aspects of innovation.<br />

"We have had very positive reactions to the<br />

broad impact of the project. People like the<br />

idea that an academy of engineering sciences<br />

can see things in a broader perspective than<br />

merely in terms of technology development."<br />

Wallenberg also sat on the globalisation<br />

council which presented its final report in<br />

<strong>2009</strong>.<br />

"The globalisation council did a lot of<br />

useful work. We were highly active and the<br />

council conducted a considerable amount of<br />

solid analysis. We would perhaps have liked a<br />

few more concrete proposals."<br />

This wish can be fulfilled by the Innovation<br />

for Growth project which intends to formulate<br />

ideas on how concrete measures can be<br />

implemented.<br />

"We will not be working quietly until we<br />

produce a a final report. We expect to present<br />

the results of our progress along the<br />

way as early as 2010. Then we will have to<br />

see if it bears fruit. What we can do is to<br />

throw our ideas into the brew and see what<br />

happens."<br />

Wallenberg is happy that Innovation for<br />

Growth is as broad-based as it is.<br />

"it's important to realise that increasing<br />

innovation in sweden is not just an issue for<br />

industry. it affects our entire society, the public<br />

sector, schools and businesses."<br />

one issue that has been discussed a lot<br />

is why small swedish innovation companies<br />

seem to find it hard to grow. many believe<br />

that primarily it is a question of a lack of<br />

resources and investment funding. marcus<br />

Wallenberg believes the problems may exist<br />

at another level.<br />

"it may be a question of attitude. for a long<br />

time we have been raised and educated to<br />

'get a job.' To change this mentality we need<br />

renewal – both in education and in incentives<br />

to venture into new enterprise. Why, for<br />

example, are more companies being formed<br />

in silicon valley than here at home? Perhaps<br />

because the attitude there is 'how can this<br />

become a business?' These are the sorts of<br />

questions we will be looking at within the<br />

framework of Innovation for Growth."<br />

Wallenberg hopes that the project will help<br />

to put the innovation issue on the table. especially<br />

in the election year 2010.<br />

"Political will is a prerequisite for creating<br />

new solutions. We need a serious dialogue<br />

with both politicians and public officials to find<br />

new courses of action. improving innovation<br />

in sweden is not about one or two individual<br />

issues – it is a big, complex web of issues."<br />

Wallenberg believes that ivA is an excellent<br />

platform upon which to work with the<br />

innovation issue.<br />

"ivA has strong support from many players<br />

in sweden – both within industry and in the<br />

political sphere. This is very valuable when we<br />

need to gather our resources as we do now<br />

Real change in a<br />

project with big goals<br />

<strong>IVA</strong>'s multi-year Innovation for Growth<br />

project wants to help Sweden be better<br />

at turning knowledge into innovations.<br />

We already know what we can<br />

do better thanks, not least, to the<br />

work of the Government's Globalisation<br />

Council, but now we need to<br />

make it a reality.<br />

many in swedish industry, at universities<br />

and within organisations such as vinnova and<br />

ivA have innovation knowledge and experience,<br />

but knowledge and analysis need to be<br />

turned into real decisions and integrated into<br />

new attitudes and methods.<br />

The steering committee for Innovation for<br />

Growth consists of leaders in the public and<br />

private sectors and in academia, and many<br />

more people are involved in the project in<br />

other ways. This will help to ensure that the<br />

proposals that emerge will quickly have an<br />

impact. Innovation for Growth aims to identify<br />

the critical weaknesses in our ability to create<br />

innovations, i.e. products, processes and<br />

services that can be sold. how much does<br />

this depend on financial support systems<br />

or access to capital, and how much on how<br />

schools educate young people to think like<br />

entrepreneurs? how much innovation is lost<br />

because we are too afraid to fail and what<br />

concrete decisions can change this?<br />

marcus Wallenberg, chairman of the steering<br />

committee, says that he has had many<br />

positive reactions to the broad impact of the<br />

project. he believes there is a real chance of<br />

making a difference with the individuals who<br />

are involved and with a political sphere that is<br />

very aware of the fact that innovation is critical<br />

for the swedish economy which is in need<br />

of a boost over the next few years.<br />

The intention of Innovation for Growth is to<br />

act as soon as a proposal is put forward. The<br />

intention is not to work quietly until the project's<br />

conclusion in 2012 and then present a<br />

bulky report. instead, concrete proposals will<br />

be presented right from the very first year.<br />

A flow of new proposals like this will make<br />

it possible to change opinions and attitudes.<br />

The hope is that innovation and its concrete<br />

aspects will be at the top of the agenda, both<br />

during the 2010 election year and in the years<br />

that follow.<br />

At the kick-off meeting for Innovation for<br />

Growth at the beginning of september <strong>2009</strong>,<br />

maud olofsson, minister for enterprise and<br />

energy, said an important change that needs<br />

to be made is to increase contacts between<br />

much of the foundation on which <strong>IVA</strong> rests relates to<br />

research and education. Research leads to new insights and<br />

development. Education gives us new capabilities and is leading<br />

us into the knowledge society.<br />

<strong>IVA</strong> has a long tradition of focusing on research and education<br />

issues, and this tradition will continue. In <strong>2009</strong> <strong>IVA</strong>'s strategic<br />

priorities were discussed, and research and education<br />

issues were naturally included. Examples of future goals are<br />

government research investment, internationally competitive<br />

education programmes, a stronger attitude towards science<br />

and technology and an increased interest among young people<br />

in choosing courses such as mathematics, natural sciences, IT<br />

and technology.<br />

During the year <strong>IVA</strong>'s main issue in focus was how other<br />

countries prioritise research, with the starting point being<br />

the Prioritising research and innovation project. Other activities<br />

on the theme were the Royal Technology Mission to Spain in<br />

<strong>2009</strong>, the Euro-CASE annual meeting, the Industrial Research<br />

Committee's visit to Russia and, not least, <strong>IVA</strong>'s research<br />

exchange programme with China.<br />

strategies for research<br />

prioritisation in six economies<br />

iva and vinnova have completed a joint<br />

Prioritising research and innovation project<br />

aimed at formulating important principles<br />

for maximising the benefits of the swedish<br />

innovation system and government funded<br />

research for industry and society. The project<br />

resulted in a description of a number of<br />

necessary conditions for effective research,<br />

develop ment and innovation. To keep up with<br />

global competition what is needed is relevance,<br />

excellence and critical mass, as well<br />

as research driven by new knowledge. government<br />

funded research must be stable and<br />

long-range and maintain a level of at least one<br />

percent of gnP. close cooperation between<br />

researchers, companies and other actors in<br />

society, as well as international cooperation,<br />

will increase the impact of research.<br />

To gather additional information to use in<br />

setting priorities for swedish research, the<br />

project included a study of research priorities<br />

in six economies: Taiwan, south korea, the<br />

netherlands, switzerland, finland and sweden.<br />

The results of the study were presented at<br />

ivA's Royal Technology forum in october.<br />

These countries have different strategies<br />

depending mainly on their political leadership.<br />

in sweden and switzerland, for example,<br />

universities are the focal point for re-<br />

science and technology for All, NTA, a school development programme<br />

run jointly by <strong>IVA</strong> and the Royal Swedish Academy of Sciences (KVA),<br />

hopped on the train in <strong>2009</strong> to help generate more interest in technology<br />

among Sweden's 13–16 year olds. The new NTA theme, Trailblazing Technology,<br />

was developed in cooperation with the National Rail Administration.<br />

Trailblazing Technology is about the railway, technology and the history<br />

behind the development of the railway. The purpose is to give school<br />

children an opportunity to learn more about an industry that needs skilled<br />

employees for challenging future initiatives. In the autumn around 90 teachers<br />

learned about the new theme. The intention is for the themed materials<br />

to be used in schools starting in spring 2010.<br />

knowledge of architecture allows children to understand and influence how their<br />

surroundings develop. several initiatives and projects are aiming to foster an interest<br />

in architecture among children. They include the future city competition and the<br />

Architecture at school network. on 18 november ivA's division iii arranged<br />

a meeting to provide information about the various activities. in sweden<br />

the swedish museum of Architecture and the swedish Association of<br />

Architects are both working with projects aimed at schools.<br />

still, there are examples of cooperation<br />

between a number of universities, mainly in<br />

the area of education. The Royal institute<br />

of Technology (kTh) and dalarna university,<br />

for example, are working together.<br />

during a seminar entitled "The foundations of the knowledge society" arranged by ivA's division xi,<br />

the Teacher education commission was discussed. sigbrit franke, who led the commission, presented<br />

the report she submitted to the government. The report was then discussed by representatives from<br />

the swedish national Agency for higher education, universities and organisations. The discussions addressed<br />

how science and technology are taught in schools. one conclusion was that many students are<br />

interested but teachers are often unsuccessful in keeping their interest alive.<br />

Autonomy <strong>Report</strong> was prepared by daniel<br />

Tarschys, a professor at stockholm university,<br />

who opened the seminar. Participants included<br />

representatives from the Royal swedish<br />

Academy of sciences, örebro university and<br />

the finnish universities.


charlotte brogren, vinnova:<br />

improve the balance<br />

in the innovation system!<br />

According to Vinnova's new Director General, research and innovation are<br />

necessary for future job opportunities and prosperity in Sweden. But the road<br />

from the lab to the market and financial success is often long and winding.<br />

Unfortunately there is a major imbalance in the Swedish innovation system.<br />

"if we have a stretch of road that consists<br />

in part of a dirt road and in part of a wide<br />

motorway, we need to first improve the dirt<br />

road," says charlotte Brogren, director general<br />

of vinnova since september <strong>2009</strong>.<br />

charlotte is a member of the steering<br />

committee for ivA's Innovation for Growth<br />

project and is also vice chairman of ivA's<br />

executive committee. she has big expectations<br />

for the project.<br />

"now we need to build new roads, not<br />

one but many, and we therefore need to<br />

work with a broad focus. ivA has shown its<br />

ability to create a neutral and effective meeting<br />

place and not many others have managed<br />

that."<br />

charlotte Brogren believes that innovation<br />

is a word that should really only be used after<br />

the fact, because that is when we can be sure<br />

that it has led to greater competitiveness and<br />

growth. Researchers are good at producing<br />

knowledge and new techniques, but there<br />

are many factors determining which of these<br />

become innovations – not least of which is the<br />

availability of resources during development.<br />

"At ABB the rule of thumb was usually that<br />

it costs ten times as much to produce a new<br />

idea or innovation for the market than the<br />

cost of developing the actual technology. But<br />

it might as well cost a hundred times more."<br />

"of course, it's great that our government<br />

is investing five billion in research. But<br />

only 250 million is being invested in innovation<br />

offices and incubators, and it's doubtful<br />

whether the big investment in research will<br />

provide maximum dividends if the imbalance<br />

persists."<br />

To use the road construction metaphor –<br />

the government is investing in upgrading a<br />

decent main road into a motorway, while the<br />

dirt road remains a dirt road. An investment<br />

in making it as wide as the motorway would<br />

increase the average speed of the traffic.<br />

"many countries have understood this and<br />

are making huge investments in their innovation<br />

systems," says charlotte Brogren.<br />

charlotte Brogren also points out that<br />

knowledge moves around easily today, which<br />

means there is less of a guarantee that<br />

research in sweden will lead to economic<br />

growth in sweden.<br />

"The winners of tomorrow are the ones<br />

who see the advantages that new technology<br />

offers and that are the quickest to turn this<br />

into products and services that the market<br />

wants. But knowledge doesn't have to come<br />

from home – it's easy to import new knowledge<br />

today."<br />

charlotte Brogren stresses that this does<br />

not mean, however, that we should reduce<br />

swedish research investments.<br />

"it's a huge advantage to have strong<br />

research on your home turf. it is easier for<br />

companies to be involved in promising pro-<br />

jects early on and the language aspect is, after<br />

all, an important factor for the ease with<br />

which partnerships are established between<br />

companies and researchers. it's also necessary<br />

to have our own expertise to be able<br />

to benefit fully from what is done in other<br />

places."<br />

charlotte Brogren believes that research<br />

institutes have an important role.<br />

"They have a key role as a bridge between<br />

universities and companies. institutes have<br />

a proximity to industry which means that<br />

they can provide support for innovators and<br />

researchers who have good ideas but lack<br />

contacts with production and markets."<br />

charlotte returns several times to the idea<br />

and the image of a long and winding road<br />

to new innovations. financial resources are<br />

certainly needed along the way, as well as<br />

support in the form of knowledge.<br />

"The researcher is the best at research for<br />

sure, but when we need to take the results<br />

to the market, an entirely different set of<br />

skills is needed, such as upscaling, verification,<br />

business models, finances and marketing. We<br />

need to ensure that the relevant resources<br />

and support are built up along the way. And<br />

as i said before, we need more than one<br />

road!"<br />

The Innovation for Growth project offers<br />

an opportunity to map and reinforce these<br />

roads.<br />

Royal Technology mission to spain<br />

royal technology mission (RTm) visited<br />

spain in <strong>2009</strong>. Thirty or so prominent individuals<br />

from industry, research and the public<br />

sector accompanied ivA on the mission in<br />

september. The first stop was Barcelona. The<br />

delegates then travelled via ólvega and ended<br />

up in madrid. The delegation mainly visited<br />

companies and institutions active in biotechnology,<br />

iT, energy, environment and infrastructure.<br />

spain is investing heavily in developing its<br />

knowledge-based economy and has a separate<br />

ministry of research and innovation and<br />

has also invested in several new institutes.<br />

upon arrival in Barcelona dinner was<br />

served and the delegates received a visit from<br />

football star zlatan ibrahimovic. in madrid the<br />

delegation attended queen cristina Award<br />

ceremony where h.m. carl xvi gustaf and<br />

h.m. juan carlos handed out the awards.<br />

The purpose of RTm is to forge contacts<br />

with companies, universities and institutions<br />

in countries that are or will become very important<br />

to sweden. The missions, which were<br />

initiated by his majesty the king, have been<br />

arranged by ivA since 1984 to promote both<br />

national and international networking between<br />

academia and industry. just under 20 countries<br />

have been visited since the missions started.<br />

programmes that are failing to attract<br />

young people. According to frédéric sgard,<br />

the skills and attitudes towards technology<br />

of teachers are crucial if we are to turn this<br />

trend around.


IRC visited Russia<br />

twenty years after the fall of the iron curtain, Russia finds itself in<br />

a time of transition. A new generation of Russians wants to take part<br />

in global development. in october ivA's industrial Research committee<br />

(iRc) travelled to Russia to visit research facilities and universities.<br />

Ten members of the committee visited venues such as lomonosov<br />

moscow state university (msu), the Russian Academy of engineering<br />

sciences and the international science and Technology center (isTc).<br />

one observation was that many facilities are modern and wellfunded,<br />

but the buildings are poorly maintained and run down.<br />

The iRc consists of 15 members from ivA's 12 divisions. An overseas<br />

trip is planned every year and members also visit each other's<br />

companies and participate in seminars and other activities.<br />

the workshop. The technology<br />

develop ment park is currently<br />

home to about sixty joint venture companies and research projects.<br />

iT has been a prioritised area for a long time in education and<br />

research in Belarus, and people there are keen to use this foundation<br />

to create research partnerships with other countries and companies.<br />

The highly educated researchers and engineers in Belarus<br />

are an important resource and cost levels are low.<br />

Collaboration with China<br />

collaboration between iva and the chinese Academy of engineering<br />

(cAe) continued to be highly active in <strong>2009</strong>. four workshops<br />

took place – two in china and two in sweden. during these<br />

meetings the discussions dealt with renewable energy in various<br />

areas, such as homes, bioenergy, transportation, sustainable cities,<br />

urban planning and smart grids.<br />

20 participants from universities and companies travelled from<br />

sweden to china, and the same number came from china to sweden.<br />

The swedish participants represented several companies and universities.<br />

in addition, several swedish researchers made individual trips to<br />

visit chinese research centres using grants from ivA.<br />

Nanotechnology can<br />

drive economic growth<br />

nanotechnology can have<br />

a major economic impact and<br />

create big new industrial projects.<br />

At ivA's nanotechnology for<br />

growth seminar, which took place<br />

on 19 november, former Russian<br />

mP Anatolij Tjubais, stated that<br />

the market for nanotechnology<br />

products in Russia alone is worth<br />

over sek 200 billion a year. Tjubais<br />

is currently head of Rusnano, an<br />

investment company that finances,<br />

among other things, industrial<br />

nano production development in Russia.<br />

Rusnano, which has so far invested in excess of sek 15 billion,<br />

mainly invests in composites, opto-nanoelectronics, solar energy and<br />

medicine. The company has granted around 500 investment funding<br />

applications up to now.

it has been a prioritised area for <strong>IVA</strong> for many years. Division XII, Information<br />

Technology, was formed back in 1987 to broaden the base of knowledge and<br />

expertise in the area. Internet Foresight, IT in Healthcare and IT without Borders are<br />

examples of projects completed over the past few years.<br />

Information Technology permeates our society today. In areas such as<br />

the transport sector and energy, IT plays a vital role – logistics, heating<br />

and automatic control engineering are examples of application areas. IT<br />

is important and <strong>IVA</strong>'s goal is to promote interest in studying IT and for<br />

Sweden to be a world leader in IT and optimise the use of IT in industry<br />

and throughout society.<br />

In <strong>2009</strong> <strong>IVA</strong> was running two IT projects – Ambient Sweden and Scorecard.se.<br />

Ambient Sweden – a continuation of the Internet Foresight project – aims to make<br />

Sweden a leading Internet national by 2015. Project activities have included a<br />

debate on the IPRED law, a meeting about what drives Internet entrepreneurs<br />

and, not least, a visit from the "father of the Internet" Vinton Cerf, who was<br />

also elected as a member of <strong>IVA</strong> in <strong>2009</strong>.<br />

Scorecard.se – a continuation of IT without Borders – measures, highlights and<br />

monitors success factors for the development and application of IT in Sweden.<br />

The goal is to ensure the right measures are implemented in time.<br />

an internet leader<br />

<strong>IVA</strong>'s multi-year Ambient Sweden project<br />

aims to secure and advance Sweden's<br />

positions in the Internet of the<br />

future. The goal is for Sweden to be a<br />

leading Internet nation by 2015.<br />

The Ambient Sweden project is a continuation<br />

of ivA's earlier Internet Foresight project<br />

which was concluded in 2008. one of the<br />

short-term goals of Ambient Sweden has been<br />

to compile background and information on<br />

the internet for sweden's eu Presidency in<br />

autumn <strong>2009</strong>. The longer term goal for the<br />

project is to identify and initiate necessary<br />

measures for sweden to become a leading<br />

internet nation by 2015.<br />

There are a number of areas where sweden<br />

has the potential to be a leader internationally,<br />

but to achieve this in practice, cooperation<br />

is needed between a number of players.<br />

in Ambient Sweden, researchers from academia<br />

are working with experts from the user and<br />

operator side. The project is being run along<br />

six different tracks within clearly defined<br />

focus areas. These are: opportunities for the<br />

private and public sectors, common platforms<br />

for services and infrastructure, develop ment<br />

within schools and working life, research and<br />

innovation, international profiling and, not<br />

least, confidence and effective regulations and<br />

legislation. each track has one or two leaders<br />

who coordinate activities and are responsible<br />

for their area in relation to the project as a<br />

whole.<br />

Telecom pioneer östen mäkitalo is a member<br />

of Ambient Sweden's steering committee.<br />

he welcomes this as an essential project.<br />

"if we don't take the initiative in the situation<br />

as it is now, we will fall behind. When<br />

things develop fast, like with the internet, you<br />

can't allow others to start and then try to<br />

catch up with them. you will never catch up."<br />

östen mäkitalo believes that the future lies<br />

in the fast development of mobile units. The<br />

mobile phone will be a portable computer<br />

that will provide new services such as monitoring<br />

health. in order for this development<br />

to be a reality, several players in schools, the<br />

health sector and other areas need to be<br />

involved. Ambient Sweden is a way of engaging<br />

many parties in different sub-projects to create<br />

platforms where everyone can participate<br />

to exploit the internet's potential and increase<br />

both efficiency and quality of life.<br />

right. Ambient Sweden will be concluded on<br />

24 march 2010. The Ambient Sweden Award<br />

highlights and rewards individuals who have<br />

made a personal contribution to help sweden<br />

become an internet leader. The award has<br />

three categories: Public sector Profile of the<br />

year, education Profile of the year and Private<br />

sector Profile of the year.<br />

The nomination period began on 1 december<br />

<strong>2009</strong>. The awards will be presented at ivA<br />

during Ambient Sweden's concluding conference<br />

on 24 march 2010..<br />

Control over Internet is a societal issue<br />

The development of the internet has transformed<br />

society, but the issues that are discussed<br />

regarding the internet are often limited<br />

and relate mainly to the portion of the traffic<br />

that involves commerce. Politicians have not<br />

understood that both education and the care<br />

sector could be more efficient if the internet's<br />

potential was used more effectively.<br />

Within the framework of the Ambient<br />

Sweden project, a debate was held on 4 june<br />

about who should control the internet, if it<br />

should be controlled at all. The differences of<br />

opinion about this are often greater between<br />

the young and the old than between different<br />

political positions.<br />

during the debate many people shared<br />

their view that the problem today is that politicians<br />

often lack a broad understanding of the<br />

issues concerning the internet. several of the<br />

participating experts were seeking a holistic<br />

approach and a vision for what the internet's<br />

role in society should look like.<br />

Driving force for IT-entrepreneurs<br />

internet into something really useful, according<br />

scorecard shows success factors<br />

scorecard.se is a continuation of the project<br />

IT without Borders which ivA launched<br />

in 2006. Scorecard.se is being run by ivA and<br />

a steering committee consisting of experts<br />

from industry, academia and government<br />

agencies.<br />

The project has developed five success<br />

factors considered more important than<br />

others in maintaining and strengthening<br />

sweden's ability to develop and use iT<br />

in products and processes and thereby<br />

improve productivity, competitiveness and<br />

growth. The five interacting factors are:<br />

sweden's relative efficiency advantage, iT in<br />

products and processes, the research and<br />

innovation system, supply of expertise<br />

is the desire to create something new that<br />

is driving iT development. education and<br />

research are a good foundation, but new services<br />

are often the result of individual innovation<br />

initiatives. Also, it is often young people<br />

who are behind these initiatives. Two examples<br />

are Bambuser – a Web Tv service developed<br />

by måns Adler, and Bloggy – a blog service<br />

adapted for sweden created by jonas lejon.<br />

Internet guru rejuvenated <strong>IVA</strong><br />

The "father of the internet," vinton cerf, was<br />

ivA's guest on 23 october. one area he is<br />

happy to talk about is the "internet of things" –<br />

where more and more technical applications<br />

are using the internet to communicate without<br />

human participation.<br />

"The internet of things is a rapidly growing<br />

phenomenon," vinton cerf said. one important<br />

area will be energy, where automatic<br />

alarms and controls will be used, e.g. to lower<br />

the temperature of a heating system.<br />

ivA President Björn o. nilsson pointed<br />

out in his opening speech at the seminar that<br />

vinton cerf had managed to bring down the<br />

average age of the audience by several years.<br />

was remarkably high.<br />

wants more cooperation<br />

According to the creator of the Internet and new <strong>IVA</strong> member, Vinton Cerf,<br />

better use of the Internet could do a lot for industry. This is something that<br />

small businesses in particular should think more about. He also wants to see<br />

more cooperation between the academies of engineering sciences in the United<br />

States and Sweden, and he urges <strong>IVA</strong> to take the lead in this cooperation.<br />

"ivA is the oldest academy of engineering<br />

sciences and is very well respected. The<br />

engineering sciences academies around the<br />

world have incredibly important work to do<br />

and i really hope we can develop cooperation<br />

between them."<br />

The 66-year old American, who, with colleague<br />

Robert kahn, developed the TcP/iP<br />

protocol and thus laid the foundations for<br />

a working internet, is constantly involved in<br />

numerous projects. As vice President of the<br />

internet giant google, he travels around the<br />

world with the title "internet evangelist" and<br />

speaks about google's ambitious plans as well<br />

as the future of the internet in general. At the<br />

end of october he visited sweden and ivA<br />

to speak, among other things, at a seminar<br />

arranged by ivA's Ambient Sweden project.<br />

"Better use of the internet could do a lot,<br />

especially for industry. Today many large corporations,<br />

such as swedish volvo, are already<br />

proficient in using the internet to flatten out<br />

their organisations and be faster and more<br />

flexible. But i'm concerned about the fact that<br />

smaller businesses often find it hard to use<br />

the internet as a tool to promote growth."<br />

Another frequent concern for small businesses<br />

that want to grow is getting access to<br />

venture capital. vinton cerf is keen to promote<br />

a different attitude towards risk and<br />

failure.<br />

"swedes in general are very creative and<br />

it's a shame if this creativity can't be developed<br />

into enterprise and business. This is<br />

what creates prosperity. in the us a bankruptcy<br />

or two means that you have business<br />

experience and are prepared to dedicate<br />

yourself to something. in europe i've noticed<br />

that bankruptcy can be traumatic – a 'brand<br />

of cain on your forehead' – and can make it<br />

hard to start a new business. ivA could do<br />

something to change this attitude."<br />

vinton cerf is keen to dismiss the perception<br />

that the internet has been able to grow<br />

too quickly because it has been "allowed to<br />

grow freely."<br />

"it's the regulations and legislation that<br />

have made it possible for the Web and internet<br />

services to develop so quickly. Without<br />

effective legislation on unrestricted access<br />

to the Web, the major broadband providers<br />

would stand in the way of other players, and<br />

it's the many small players who have been<br />

the most creative in developing products and<br />

services for the internet."<br />

"in the us we had a problem in recent<br />

years when the internet was suddenly given<br />

the designation of information service instead<br />

of communication technology. This has meant<br />

much weaker regulation, and network owners<br />

have been able to create favourable conditions<br />

for their own products and even create<br />

problems for the services of other providers.<br />

fortunately, the commission responsible for<br />

communication issues in the us noticed the<br />

problem and it looks like a change in the legislation<br />

is on the way."<br />

vinton cerf talks about google's efforts<br />

to increase the gnP in developing countries,<br />

including countries in Africa.<br />

"The internet, with mobile phones as a basis,<br />

is extremely important for economic development<br />

in Africa. currently we are working<br />

on developing a number of services, such as<br />

maps and various services for exchanging<br />

information. This is particularly important in<br />

education where we want to develop new<br />

services based on mobile units. mobile use of<br />

the internet is basically essential for Africa and<br />

other developing regions if they are to benefit<br />

from the opportunities that the Web offers.<br />

The cost of building sufficient infrastructure<br />

for fixed connections would be exorbitant."<br />

google is also working on internet technology<br />

for space travel and other visionary<br />

projects. But there is still one question that<br />

concerns vinton cerf: how are we going to<br />

preserve our knowledge for future generations?<br />

"hardware development may make it difficult<br />

for us in the future to read data from a<br />

few years in the past. even the actual memory<br />

units are an uncertain factor. We don't know<br />

how long bits and bytes will actually keep. This<br />

is a major responsibility and a big issue for us<br />

to continue to work on."<br />

Virtual production methods increase efficiency<br />

virtual production methods can increase efficiency and flexibility in<br />

industry. computer simulations are a fast and relatively inexpensive way of<br />

testing and verifying new products or components. At a breakfast meeting<br />

of the Business executives council and ivA south in lund on 17 september,<br />

representatives from industry and universities described, among other things, how<br />

the use of computer-based methods for designing and manufacturing can be optimised.<br />

The elderly want technology on their own terms<br />

The elderly need technology and they are often interest in it. They are also relatively well off financially. But it<br />

may be necessary to adapt the technology in terms of design and functionality to suit the way older people<br />

use it. marketing and information may also need to be formulated in a different way. various aspects of the<br />

elderly as technology users were highlighted during a symposium called "elderly life in the technology landscape<br />

of the 2000s" on 19 march, arranged by ivA's committee on man, Technology and society.<br />

Young people's course choices examined<br />

The entire Western World is concerned about the lack of interest among young people in engineering<br />

degrees and other technology programmes. ivA's committee on man, Technology and society (mTs)<br />

arranged a seminar on the topic on 22 April. since 2006 mTs has been working on the problem of young<br />

people not choosing to study engineering.<br />

The seminar was organised to determine what research has been done in the area, to study the results<br />

and to discuss the conclusions that should be drawn from the scientific studies on this subject.

No vaccine manufacturing in Sweden<br />

numerous projects are currently in progress, in sweden<br />

as well as in many other countries, to find new vaccines for<br />

diseases such as malaria and cholera. one problem is keeping production<br />

costs down. ivA's division x, Biotechnology, held a meeting on 3 february<br />

to look at the vaccine manufacturing situation. one of the problems for swedish research that<br />

was highlighted was that there will soon be no vaccine production activity in sweden. The only remaining<br />

manufacturer is about to move to switzerland.<br />

congratulated (see separate article, p. 45).<br />

<strong>IVA</strong> lowered the pound<br />

mervyn king, governor of the Bank of england,<br />

visited ivA's division ix, economics, in<br />

september to talk about the financial crisis.<br />

But when mr. king also wanted to meet<br />

some of his contacts at the Riksbank, sweden's<br />

central bank, there was a problem.<br />

The media found out about the visit and<br />

it became a topic of conversation in the<br />

financial markets. The swedish Riksbank had<br />

namely just shocked the world by introducing<br />

a negative interest rate. Was mervyn<br />

king thinking of doing something similar<br />

at the Bank of england? The rumour mill<br />

contributed to the pound's further decline<br />

at the end of september.<br />

Royal Technology mission<br />

Business executives council<br />

the business executives Council's mission is to make sure <strong>IVA</strong> has a foothold in today's business community,<br />

strengthen <strong>IVA</strong>'s competency in business issues and provide long-term financial support for <strong>IVA</strong>. The Business<br />

Executives Council (BEC) currently has around 200 member companies from both manufacturing industry and<br />

the service sector.<br />

The service content in Swedish industry is increasing. Today the reality for service companies is about being<br />

extremely receptive to their customers' needs and creating solutions faster than their competitors. Service<br />

innovation is a central issue for these companies. To address this, the Business Executives Council initiated the<br />

so-called service initiative, a network within <strong>IVA</strong> focusing on the service sector and its special requirements.<br />

Another important issue for the Business Executives Council is increasing integration between the Council<br />

and other parts of <strong>IVA</strong>. In <strong>2009</strong> an initiative called NR to 1000 was launched. The goal is for the Business<br />

Executives Council to have 1,000 representatives in <strong>IVA</strong>'s networks, compared to 500 today. Above all, the<br />

Council wants each company to increase the number of representatives it has.<br />

The Business Executives Council also arranges popular breakfast meetings on issues of importance for<br />

Swedish business and is one of the initiators of <strong>IVA</strong>'s important innovation for growth project.<br />

sweden was a competent eu President and<br />

had great success in many important negotiations.<br />

But sometimes it commanded too little<br />

attention. in some instances, sweden could<br />

have pushed its own profile issues harder.<br />

At the annual meeting of ivA's Business<br />

executives council on 11 november<br />

the topic of sweden's eu presidency was<br />

addressed. Representatives from the business<br />

world largely expressed positive opinions,<br />

while the political representatives from<br />

the opposition were more critical about the<br />

way the government handled labour and<br />

environmental policies etc. The positive opinions<br />

expressed related, for example, to the<br />

fact that the government has been strong<br />

in negotiations concerning commercial issues.<br />

it was reported at the annual meeting<br />

that sweden arranged 60 conferences and<br />

major meetings during its eu Presidency. 25<br />

Breakfast meetings<br />

The Public employment service is adapting to<br />

a modern society that is constantly changing<br />

but that is dependent on the existence of jobs<br />

and internships in business and industry. The<br />

Business executives council invited director<br />

general angeles bermudez-svankvist to a<br />

breakfast meeting on 19 february to find out<br />

how the employment service works today.<br />

A crucial issue is future retirement attrition.<br />

from 2011 the number of people retiring<br />

will be greater than the inflow of young<br />

people.<br />

mining company lkAB is working very closely<br />

with luleå university of Technology (lTu).<br />

lkAB is providing funding for five professorships<br />

at lTu and participating in numerous<br />

projects. The cooperation between lTu and<br />

lkAB was the topic of a breakfast meeting<br />

on 20 march with pia sandvik wiklund,<br />

ola johnsson, and lars-eric aaro. Today<br />

around half of all of lTu's research funding<br />

comes from external sources, including from<br />

the confederation of swedish enterprise and<br />

via eu projects.<br />

The economy was hit hard by an hysterical<br />

reaction from many companies. When shares<br />

prices fell and the cost of credit rose, they<br />

stopped buying and instead emptied their<br />

warehouses. This aside, the crisis was actually<br />

relatively mild. This was the opinion expressed<br />

by björn wahlroos, a leading figure in sampo<br />

and nordea, during a breakfast meeting on 28<br />

April. he pointed out that we should avoid<br />

supporting industries that are in decline.<br />

how important is it for the swedish economy<br />

that the pharmaceuticals industry continues<br />

to conduct research and development in<br />

sweden? This issue was front and centre at a<br />

meeting arranged jointly by the Bec and ivA<br />

West on 3 june. The keynote speaker was jan<br />

m lundberg, executive vP for global discovery<br />

at Astrazeneca.<br />

The Great Gold Medal<br />

Antonia Ax:son johnson received ivA's<br />

great gold medal for her contributions as<br />

an entre preneur and business leader, with<br />

leadership distinguished by commitment,<br />

excellent business ethics, a strong interest in<br />

people and a long-term perspective.<br />

Antonia Ax:son johnson took over as head<br />

of the Axel johnson group in the 1970s at<br />

a time when this group of companies was<br />

dominated by heavy industry. gradually<br />

Antonia Ax:son johnson transformed the<br />

group until it was dominated by trade, while<br />

preserving the successful corporate culture.<br />

Antonia Ax:son johnson stresses the importance<br />

of education, particularly training<br />

in critical and intellectual thinking. she enjoys<br />

creating things and watching people grow.<br />

she sits on a number of charity and research<br />

boards and committees.<br />

Gold Medal for safer cars<br />

gunnar Bark received ivA's gold medal in<br />

<strong>2009</strong> for his work within the world-leading<br />

company Autoliv. he was appointed managing<br />

director in 1982 when Autoliv was a small<br />

company manufacturing seat belts. Through<br />

gunnar Bark's vision and entrepreneurship,<br />

Autoliv has grown into a world-leading company<br />

with several products for total vehicle<br />

safety, such as safer steering wheels and seats<br />

and, not least, airbags. The current company,<br />

Autoliv inc., was formed in 1997.<br />

gunnar Bark is happy that his company, by<br />

developing new products, has been able to<br />

save lives. Today Autoliv has 80 factories, is<br />

represented in 32 countries and has 40,000<br />

employees. The company has a total market<br />

share of over 30 percent.<br />

Gold Medal for ice cold contribution<br />

yngve Bergqvist was awarded the ivA gold<br />

medal in <strong>2009</strong> for creative, artistic and<br />

technological entrepreneurship, which, in a<br />

unique way, uses the natural conditions that<br />

exist in norrland – snow, ice and darkness<br />

– as well as the opportunities they create<br />

in boundary-breaching meetings between<br />

industry and modern art.<br />

yngve Bergqvist created what is now<br />

internationally known as the ice hotel in<br />

jukkasjärvi. in 1990 an art exhibition was<br />

arranged in an igloo in jukkasjärvi. A few<br />

visitors asked if they could stay overnight in<br />

the ice structure and that is how it all began.<br />

Today Bergqvist builds ice bars throughout<br />

the world and is working with sir Richard<br />

Branson on his space tourism project, virgin<br />

galactic. yngve Bergqvist has an honorary<br />

Phd from luleå university of Technology.<br />

medical research held by karolinska institutet<br />

As President of ki from 1995 to 2003,<br />

hans Wigzell helped to create an entrepreneurial<br />

spirit. he did this by encouraging<br />

researchers to commercialise their results<br />

and by creating karolinska holding AB to<br />

make it easier for researchers to create<br />

carl borrebaeck and thomas laurell<br />

were awarded the Akzonobel science<br />

Award sweden <strong>2009</strong> for pioneering and<br />

boundary-breaching research that has been<br />

put to practical use. According to the jury,<br />

these two lund university professors have<br />

made considerable contributions to developing<br />

biotechnology in engineering sciences<br />

problem areas. carl Borrebaeck is receiving<br />

the prize for research into the production of<br />

antibodies for biopharmaceutical applications<br />

and human therapies. Thomas laurell<br />

has studied the fundamental micro and<br />

nanotechnologies that can be used to solve<br />

intricate biomedical problems.<br />

Royal Technology mission<br />

ivA's 90th <strong>Annual</strong> meeting<br />

this years annual meeting was attended by almost 900 guests.<br />

In Stockholm Concert Hall His Majesty King Carl XVI Gustaf<br />

presented <strong>IVA</strong>'s Gold Medals. Hydro power pioneers Fredrik<br />

Vilhelm Hansen and Johan Gustaf Richert were remembered in<br />

the <strong>2009</strong> commemorative booklet and in a speech by Lennart<br />

Billfalk, Chairman of Division II, Electrical Engineering.<br />

<strong>IVA</strong>'s President Björn O. Nilsson delivered the annual speech<br />

in honour of the occasion on progress in research and<br />

technology. The theme of the speech was environment &<br />

climate – a theme that is always topical and engages people.<br />

In his speech the <strong>IVA</strong> President highlighted the positive and<br />

intensive work that is under way to find solutions to the<br />

problems we face.<br />

Chairman Lena Treschow Torell presented the results of the<br />

Academy's project activities and also recognised the members<br />

who had passed away during the year. The meeting in the<br />

Concert Hall was followed by a banquet, entertainment and<br />

dancing in Stockholm City Hall.<br />

ACADEMY MEETINGS<br />

19 March:<br />

The Akzonobel science Award sweden was awarded to Professor carl Borrebaeck<br />

(div. x) and Professor Thomas laurell (div. vii). krister holmberg (div.<br />

iv), member of the AnsAs jury, presented the reasons for the jury's selection<br />

and director leif darner, member of Akzonobel nv's executive management,<br />

handed out the awards. carl Borrebaeck then described his research under the<br />

heading "early detection of cancer and tumour relapse," and Thomas laurell<br />

under the heading "Will the lab centrifuge become history using ultrasound and<br />

lab-on-A-chip technology?"<br />

4 June:<br />

Workshop with members from ivA and the Business executives council and<br />

members of the industrial Research committee and ivA's student council<br />

to discuss ivA's strategic priorities for 2010–2014. The starting point for<br />

the discussion was the micro-foresights that ivA's divisions and the Business<br />

executives council carried out in spring <strong>2009</strong> and the strategic plan that<br />

was established by the executive committee of the Academy in november<br />

2008. ivA President Björn o. nilsson and secretary to the Academy Per<br />

ödling opened the workshop with support from Project manager johan<br />

schuber. A number of issues were presented and mentometer equipment<br />

was used when votes were taken. The results of the discussion were used<br />

for subsequent work on updating the strategic plan for 2010–2014 and the<br />

activities plan for 2010. members of ivA south and ivA West took part in the<br />

workshop via video link.<br />

29 September:<br />

on this day 90 years ago, ivA's first Academy meeting, on 29 september<br />

1919, organised an energy day. The energy crossroads project's main report<br />

entitled "energy crossroads – the five directions” was presented by the<br />

project's chairman Peter nygårds and head Project manager staffan eriksson.<br />

ola Alterå from the ministry of enterprise, energy and communications<br />

contributed his comments. Participants in the discussion that followed were:<br />

Professor lars Bergman (div. ix), karin Byman (Pricewaterhouse coopers),<br />

gunnar fredriksson (vice President svensk vindenergi), Bo normark (div.<br />

ii), carl Berglöf (kTh Reactory Physics division) and göran nilsson Axberg<br />

(head of the climate and energy Research group at sei). The group of politicians<br />

involved in the project then discussed the obstacles and opportunities<br />

for a long-range and broad energy solution. They included Per Bolund (mP),<br />

Alf eriksson (s), nina larsson (fP), sigfrid leijonhufvud (kd), lars lindblad<br />

(m), kent Persson (v) and claes västerteg (c). The theme of the second part<br />

of the seminar was "energy in the future – after oil, coal and gas." Professor<br />

james drake (foreign member) of the fusion Plasma Physics division at the<br />

Royal institute of Technology (kTh) talked about "fusion for energy – is this<br />

the solution for the future energy supply?" gunnar Asplund from kTh talked<br />

about "World grids – harnessing energy from the sun, wind and water where<br />

technically and economically feasible. A vision of the fossil-free society of the<br />

future." Tomas Ries, director of the swedish institute of international Affairs,<br />

concluded with "After oil – geopolitical consequences of the fossil-free<br />

society." At the dinner that followed ivA's former President hans g forsberg<br />

(div. vi) looked back over the past 90 year at ivA.<br />

26 November:<br />

The industrial Research committee (iRc) arranged a seminar under the<br />

heading "ess – european spallation source." chairman lena Treschow Torell<br />

welcomed the participants and iRc chairman mårten lindström (div. iii)<br />

opened the seminar. Professor colin carlile (ess scandinavia) talked about<br />

"The road to the ess decision – why and how? Possible scientific breakthroughs<br />

– what will ess mean for the academy and the industry?" lars<br />

lavesson, head of construction for ess, architect and director of Projects<br />

at lund university, spoke on the theme "ess, part of the sustainable urban<br />

development in lund, minimal environmental impact, effective energy solutions."<br />

ulla-Britt fräjdin hellqvist (div. xi) offered a few points of view on<br />

how industry can get involved and reap the most benefits. President Björn o.<br />

ivA's 90th <strong>Annual</strong> meeting took place on friday 23 october. 800 people<br />

listened to President of the Academy, Björn o. nilsson, speak about the<br />

environment and climate. four medalists received ivA's gold medals:<br />

Antonia Ax:son johnson (ivA's great gold medal for a business leader<br />

and entrepreneur who focuses on people), director gunnar Bark (ivA's<br />

gold medal for a pioneering entreprenuer who has saved lives), Professor<br />

hans Wigzell (ivA's gold medal for an infectious entertainer and biotech<br />

entrepreneur) and hon. Phd yngve Bergqvist (ivA's gold medal for an<br />

Professor hans Wigzell, karolinska institutet (div. x) for his contributions as an<br />

entrepreneur who, through commitment and enthusiasm, created a nursery for<br />

biotech companies in sweden. This has helped strengthen the leading position<br />

held by karolinska institutet (ki) in medical research.<br />

AkzoNobel Science Award<br />

Professor carl Borrebaeck and Professor Thomas laurell were awarded the Akzonobel<br />

science Award sweden <strong>2009</strong> for pioneering and boundary-breaching<br />

research that has been put to practical use in medicine and other areas.<br />

Akzonobel science Award sweden is an award, donated by Akzonobel, that is<br />

bestowed for pioneering scientific work carried out mainly in sweden through<br />

boundary-breaching research with a foundation in engineering sciences. The<br />

winners are chosen by ivA with the help of a jury. The award has been handed<br />

out every other year in sweden since 1999.<br />

The World Wildlife Fund Carl Mannerfelt Prize<br />

susanna Baltscheffsky was awarded the <strong>2009</strong> carl mannerfelt Prize for her<br />

richly documented journalistic ability to spread knowledge and generate interest<br />

in environmental issues. in a well-informed, bold and innovative way, she describes<br />

important environmental events, explains connections, scrutinises all players<br />

in society and invites the reader along on a sensual journey into the natural<br />

environment.<br />

The carl mannerfelt Prize is awarded by ivA in cooperation with the World<br />

Wildlife fund (WWf). The prize is based on a donation by carl mannerfelt<br />

who has combined holding leading positions in industry with a commitment to<br />

environmental conservation and physical geography research. The idea behind<br />

the prize is to inspire people to find solutions that combine the sustainable<br />

use of natural resources with developments in technology and economics. The<br />

motto is “conservation and development.” The jury consists of representatives<br />

from the WWf, the confederation of swedish enterprise and ivA.<br />

<strong>IVA</strong>-aktuellt <strong>2009</strong><br />

in <strong>2009</strong> nine issues of this news magazine were published. Total distribution<br />

was close to 57,000 copies. ivA-aktuellt reaches readers in more than thirty<br />

countries. The circulation has remained constant for each publication date at<br />

over 6,200. close to 300 new subscribers were added in 2008 via the Web and<br />

e-mail.<br />

forty percent of all articles are generated directly by ivA's activities. 63 of<br />

ivA's meetings (academy, project and Business executives council) have<br />

been covered and several members have been interviewed. energy as well as<br />

research and development have been given the most coverage. enterprise and<br />

economics also belong to the areas that have been given special attention. in<br />

total, ivA-aktuellt contained 209 long articles and 245 short paragraphs. The<br />

editors have also published some 40 short news articles at iva.se.
