‘‘The Academy’s mission is to promote
the engineering and economic sciences
and the development of industry for
the benefit of society’’
ivA is an independent arena for the exchange of knowledge. By initiating and stimulating con-
tacts between experts from different disciplines and countries, the Academy promotes cross
fertilisation between industry, academia, public administration and various interest groups.
Bringing people together to take part in lectures, conferences, research exchange and other
projects, serves to generate new ideas and knowledge.
The Academy has a longstanding tradition of highlighting the implications of strategic choices
that, in various ways, are affected by technology, the economic consequences of new technology,
and prerequisites for sustainable development.
ivA’s network consists of distinguished engineers and economists from business and industry,
education and public administration. With close to 1,000 swedish and foreign
members elected to the Academy by their peers and about 200 members in ivA’s Business
executives council, the Academy constitutes a highly competent knowledge
bank. his majesty king carl xvi gustaf is the patron of ivA and takes an active part in
Academy activities.
iva's president björn o. nilsson:
The world's
most modern academy
IVA has a unique role in Swedish society with its close ties to both enterprise
and science, spheres that are otherwise separated by attitudes and traditions.
What could be better than working to promote enterprise and doing it with
a scientific approach? For IVA there has never been any opposition between
practical enterprise and science. Our academy is all about using a scientific
approach, mainly within engineering and economics, as a basis for developing
society. In my eyes, we are the world's most modern academy.
When the term engineering sciences began
to be used almost a hundred years ago,
it was very controversial. engineers had a
practical, concrete profession; one that was
not considered particularly scientific at the
time. But for ivA there has never been any
opposition between practical enterprise
and science. A scientific approach is a philosophy
not a belief system. Today we see
many examples of a scientific approach
being questioned, both in the evolution
issue and in many medical or technology
contexts. credibility is further undermined
through the use of what is usually known
as pseudoscience; an opinion or a product
is marketed by intentionally characterising
it as scientific to mislead the public. People
in white coats at the "institute for skin Research"
talk about the miracles of a new
skin cream. in the end we all lose when
scientific credibility is undermined.
ivA's unique role is that we can gather
forces in society with the scientific criteria
of safety and openness. We can hold debates
on controversial topics as long as they
are based on scientific terms. science is not
only about knowing, it is also about questioning.
if we want to know if the hunns
are on the way, we have to investigate it.
And preferably in several different ways.
it is meaningless to build up a defence on
any other basis than real knowledge of how
many hunns are on the way. Today people
can improve their credibility in many contexts
by pointing out that they are not
scientists. in my eyes this is a deeply troubling
trend.
Big corporations are no longer growing
in sweden. most people agree that smaller
companies need to grow if sweden is to
achieve economic growth. We have numerous
small businesses that are doing very
well today, but they are not growing as
they should either. This is partly related to
whether or not entrepreneurs and financiers
can get paid for taking risks. These days
sweden is alone, for example, in having no
tax incentives to stimulate research within
small and medium-sized enterprises. We
also need to find ways in which to change
people's attitudes towards risk-taking.
Amended bankruptcy legislation is one example.
in the united states, having a couple
of bankruptcies in your past is considered a
qualification. it means you are a person with
entrepreneurial experience. With the right
amendments we could get close to that
attitude in our country.
ivA's Innovation for Growth project is
carefully studying the reality that exists in
sweden. Which parts of our innovation
system do not work? What good examples
are there? The work carried out by the
globalisation council – an ivA proposal
4
that the government took on board three
years ago – has laid a solid foundation of
knowledge for the project. There are plenty
of things that work very well in sweden; we
have nothing to be ashamed of. We should
not try to import the perfect innovation
system from somewhere else. We should
instead build on the advantages we have,
such as short decision paths and high quality
in many knowledge areas. in twenty years,
sweden will host the harvard Business
school and tell them how we created the
new "swedish miracle" through innovation!
Innovation for Growth is a transparent
project and its results and proposals will be
presented on a continuous basis. The project
will not result in a concluding report, but will
generate several concrete proposals – the
first one as soon as 2010.
so, in answer to my opening question:
nothing could be better. in my eyes, ivA
is the world's most modern scientific academy.
We are gathering many different players
in swedish society to create concrete
proposals for the best innovation system in
the world. on scientific foundations.
A year with IVA
In a year a lot happens at IVA. The calendar is filled with meetings, seminars, visits and trips. As always, the scope of both
activities and participation is broad, not least within the Academy’s twelve subject-based divisions. Each division holds
four meetings a year. The Business Executives Council arranges a number of breakfast meetings and IVA’s projects
arrange seminars, workshops and debates. Each of these meetings provides a forum for the exchange of opinions and
experiences and the development of ideas. They also help to build bridges between the academic, business and political
spheres. Most of IVA’s seminars are open to anyone wishing to attend. Here are some highlights
from the Academy’s activities in 2009.
energy has always been a core issue within IVA and was one
of the factors behind the birth of the Academy. It was when
the fuel problems during World War I became acute that plans
for an academy of engineering sciences were created.
In today's society energy issues are even more important and
even more complex. The issue of how to achieve sustainable
development is a constant topic for debate, a cause for
concern and an issue that engages people. The link between
energy and the climate is clearly highlighted in the Energy
Crossroads project. The project's vision is to secure the supply
of energy on competitive terms for industry while at the same
time reducing emissions of greenhouse gases.
IVA has several strategic goals in the area of energy and
the environment. The Academy is, for example, working on
securing access to energy with competitive prices for industry
and reducing CO 2 emissions. Another goal is for Sweden to be
a world leader in cleantech.
In addition to Energy Crossroads, IVA has organised several
activities and meetings on this theme, which you can read
about on the pages that follow.
energy crossroads:
energy agreement
and committed politicians
Energy Crossroads is one of IVA’s biggest,
broadest and perhaps most important
projects over the past few
years. The goal has been to generate
information on different directions to
take in the energy issue and to analyse
the consequences of different options.
Who needs to do what? What mechanisms
are needed? How will these in
turn affect development? Concrete answers
to these questions were needed.
Energy Crossroads has been a success –
both in terms of the results that have been
presented in the form of proposals, factual materials
and analysis, and because it achieved its
objective of getting politicians involved at an
early stage. instead of writing a final report and
inviting politicians to a concluding conference,
ivA decided to create a panel that included
parliamentary politicians from all political parties.
This panel has worked alongside the other
panels and has focused on the energy policy
decisions that need to be made to support
sustainable energy development.
At the project’s concluding conference the
politicians expressed how much they appreciated
being able to be involved in a project of
this type that provides important background
for political decisions. The only objection was
that next time they would like to be involved
even earlier, during the drafting of the project
framework. one suggestion was also that the
politicians should be integrated even more
through participation in all of the panels instead
of having a separate panel.
energy crossroads has aimed to increase
awareness and understanding among all parliamentary
parties, which will make it easier
to develop a long-term energy policy. it was
therefore important to get the politicians involved
early on in the project work. during the
course of the project the Alliance launched its
energy policy agreement.
one important driver for the project was
providing the government with background
and information to be used in the energy
policy work during sweden's eu Presidency in
autumn 2009. The government's state secretary
for energy, ola Alterå, pointed out at the
concluding conference how important it is for
politicians to have the type of information that
it received from energy crossroads.
“As politicians we can only make decisions
based on the information we have to work
with, and now we have better information so
said ola Alterå.
Energy Crossroads started in february
2008 and ended officially in december 2009.
funding for the project was provided by the
swedish energy Agency, swedenergy, the
confederation of swedish enterprise, ångpanneföreningen’s
foundation for Research
and development and the swedish Research
council formas. Two previous ivA projects,
Energy Foresight and Environmental Foresight,
provided background for this project.
Energy Crossroads had a steering committee
with Peter nygårds of swedbank as
01
chairman and prominent individuals from
the energy sector, academia and industry as
committee members. many of the studies and
analyses were conducted within four panels.
The "energy consumers" panel was tasked
with documenting the needs of future energy
users and studying ways in which to improve
energy efficiency. The "energy markets" panel
studied how the structure of the energy market
affects development and how economic
conditions affect the market. The "Technology
development" panel consisted of leading energy
researchers and engineers who studied
technological alternatives for both energy
production and energy use. The fourth panel
was the aforementioned "energy Policy" panel,
in which parliamentary politicians considered
which political decisions are necessary in order
to implement the various energy options.
Politicians with the ability to influence energy
policy were the prioritised target group for
Energy Crossroads, but the project also targeted
industry, energy consumers, venture capital-
The climate issue has highlighted the growing
role of electricity in the energy system in a
tangible way. The concluding report of a major
project within Power Circle with that main
focus called Driven by the Wind has been submitted
to the swedish energy Agency. The
project was followed-up by new projects relating
to smart grids, wind power and electric
vehicles – areas that the ivA project Energy
ists and opinion-builders. Another important
target group consisted of energy researchers
who need to understand the entire energy
issue and who especially need to inform themselves
about and forge contacts with the political
sphere.
Energy Crossroads has presented results
throughout the project period through a series
of seminars and other meetings, via information
provided to the media and in a series of
reports and studies.
At the concluding conference on 29 september
close to 200 people gathered to hear
the conclusions in the project's main report
and to listen to dialogue and discussion involving,
for example, the panel of politicians who
took part in the project.
The task of disseminating information about
the results continues. The project’s representatives
will, for example, meet with various parliamentary
committees in 2010 to help provide
them with better information and background
on which to base future political decisions.
in 2009 ivA and the Royal swedish Academy
of sciences (kvA) jointly produced a new
edition of the book entitled "energi – möjligheter
och dilemman" (energy – Possibilities
and Predicaments). The idea behind the book,
according to steering committee chairman,
Bengt kasemo, is, from a scientific perspective,
to spread knowledge on energy issues in
a broader context. The book provides basic
information on everything from the laws of
Crossroads has also identified as crucial. The
new projects will highlight new technologies,
but also promote new industrial activity in
sweden. This is entirely in line with Power
Circle's origin as a follow up to the ivA project
Cooperation for Growth. one of the objectives
of Power Circle is to strengthen and
draw attention to sweden's expertise in
electric power technology.
Huvudrapport från projektet Vägval energi
The five concrete "directions" identified by
the Energy Crossroads project are:
1. Prioritise energy efficiency
2. invest in measures that are the most
beneficial for the climate
3. invest in electric vehicles
4. continue to use nuclear power
5. Prepare for a warmer climate
thermodynamics to concrete examples of energy
technology solutions in the areas of both
energy production and consumption. in addition
to facts, the book addresses difficult issues
that do not have specific solutions.
The book was produced at the initiative of
ivA's energy and environment council and
kvA's energy committee. The steering committee
for this second edition consisted of representatives
from both of the academies.
peter nygårds, swedbank:
Politicians and experts side by side
According to Peter Nygårds, head of Swedbank's Community Contacts and
Chairman of the recently concluded IVA project Energy Crossroads, knowledge
makes it more difficult for us to dig ourselves into our own trenches. He also believes
that the idea of allowing politicians to participate during the project was
a great success and views IVA's role as a bridge between science and politics.
"in the future i would like to see politicians
even more involved in ivA's projects," says
Peter nygårds. "during Energy Crossroads it
was evident that the politicians themselves
wanted to be involved earlier on and also
have a more central role in the project. in
future projects ivA should consider having
the politicians work side by side with
researchers and industry representatives,
instead of working within a separate panel
like this time."
Peter nygårds believes that when people
with different roles meet and challenge each
other there is a productive dynamic.
"Particularly if you create a new dynamic
by, for example, having politicians sit down together
and discuss the facts, instead of only
doing this within their own factions. during
the Energy Crossroads project all of those involved
were able to feed off each other and
increase their understanding of the facts as
well as other people's standpoints."
naturally, the political work is mainly done
within parties and factions, but here too it is
possible to create new opportunities by increasing
knowledge and understanding. Peter
nygårds believes that Energy Crossroads and
the joint discussions made possible by the
project made it easier to arrive at the energy
agreement that the alliance reached during
the course of the project.
"of course, i'm not saying that the project
created the agreement, but because ivA provided
a new arena for bipartisan debate, the
politicians gained a new perspective. At the
same time the parties increased their knowledge
of the issues thanks to Energy Crossroads.
These things combined may have made
it easier for the parties to find a reasonable
solution."
After the conclusion of Energy Crossroads the
task of providing information to the political
sphere continued through information and
discussion meetings attended by project representatives
and the different parties.
Energy Crossroads strongly emphasised the
principle that energy efficiency is fundamental
in achieving a better energy balance. Peter
nygårds believes that improving efficiency can
make a big difference if it is done with a more
positive and enthusiastic attitude.
"new technology needs to be interesting
and exciting. i don't believe in using the whip
as a means of getting people to use energy
more efficiently. more measurement, technology
that is exciting from a design perspective,
and more personal control over energy consumption
may do a lot more good."
Peter nygårds has been involved in energy
issues for many years and has worked with
them professionally for much of his working
life. But he points out that he is not an engineer;
his approach to energy issues has always
related to how they affect society and people.
he served as state secretary at the ministry
of enterprise and energy from 1994 to 1997,
after which he served as managing director
of skB, swedish nuclear fuel and Waste
12
management company. Today he is head of
swedbank's community contacts and is often
approached to serve as a project manager or
to conduct studies.
in order to find good solutions to energy
issues as well as other important societal issues,
Peter nygårds has expressed a number
of expectations of various players in society:
• Scientists should not be tactical and
blinded by their own science.
• Politicians should not lock themselves
into party political considerations, but
broaden their minds.
• Schools must address what has been
missing – the link between school and
working life.
"We need to take responsibility for how and
what our children and young people learn
about society. Today they are bombarded
with facts, both in school and through modern
media, but their knowledge is often very
fragmented."
Peter nygårds sees ivA's role as a bridge
between science and politics, and believes that
ivA has raised its profile in recent years.
"ivA has strengthened its role as a distributor
of knowledge and creator of contacts between
different parties in society. ivA is one of
'the good guys' who believe in knowledge as
the foundation for societal development. This
makes it even more important for the organisation
to develop its working methods wisely.
»We need to take responsibility for how and
what our children and young people learn about
society. Today they are bombarded with facts,
both in school and through modern media, but
their knowledge is often very fragmented.«
»New technology
needs to be
interesting and
exciting. I don't
believe in using
the whip as a
means of getting
people to use
energy more
efficiently.«
transport 2030:
smarter transportation in 20 years
the goal for ivA's Transport 2030 project
is to analyse sweden's transportation
requirements up to the year 2030. for two
years the project will provide background
and information to facilitate sweden's actions
within the eu and for an anticipated future
infrastructure bill in a few years time.
Transport 2030 is a collaboration between
ivA, vinnova, the national Rail Administration,
national Road Administration, swedish
civil Aviation Administration and swedish
maritime Administration, and participating
experts from transport companies, vehicle
manufacturers and major carriers.
An important aspect of the task at hand
is to find out how modern information and
communication technology (icT) can be
used to create effective transport solutions
that are secure for both goods and passengers
and also safe for the surroundings
and the environment. in 2030 all vehicles
will probably be able to communicate with
each other and with the infrastructure. We
already have the technology for much of this.
Transport 2030 can help to provide all of
the players with a more complete picture of
technological development and the changes
that can be expected in the structure of
society within the next twenty years. The
project is also expected to create a consensus
about which investments and systemic
changes are required to make transportation
safer, more efficient and environmentally
sustainable. for a more intense analysis of
trains are safe, fast and popular.
Train travel in sweden would probably
increase even more if capacity was
not an obstacle. in the future we could
continue in the same way as now – with
limited development, or invest in double
tracks and perhaps even entirely new
lines.
The final report from ivA's multi-year
project, The Future Railway Infrastructure,
in cooperation with the national Rail Administration was presented
in 2009. The project also resulted in a report called "scenarios for
Railway development up to 2035" produced in cooperation with
two researchers from stockholm school of economics, gunnar
Alexandersson and staffan hultén. in the report various development
options were presented.
iva's division iii, Building and construction,
has in recent years focused on
the development of sweden's metropolitan
areas. This work started with a
preliminary study focusing on planning
in stockholm. in 2009 the study was
expanded to include the gothenburg
and malmö areas. The purpose has
been to document drivers and trends in
regional planning, the built environment
and city planning, and to examine the education requirements for
future urban planners. one conclusion from the preliminary study
was that ivA has identified a trend towards more market-oriented
built environment development that requires finding new ways for
the public and private sectors to work together and a new capacity
for coordination among young urban planners.
division meetings on:
energy & sustainable development
The aviation industry reduces emissions
Alternative fuels, pilotless aircraft and smarter air-traffic control are
a few of the ways the aviation industry is meeting the requirements
for better economy and reduced environmental impact. At
a meeting in november arranged by ivA's division vii a number of
projects in progress at saab and
volvo Aero were presented. The
swedish civil Aviation Administration
(lfv) described what is required of future flight
systems. one point made at the meeting was that development in
the aviation industry today to a large extent involves international
cooperation.
Power transfer systems of the future
soon sweden
will have significantly
more wind
energy and many
small electricity
producers around
the country. This
situation puts new
pressures on the
power grid and
energy companies. This point was made at
a meeting of ivA's division ii. A situation
where we have more wind electricity and
numerous small producers increases the risk
of disruption. The electricity industry therefore
needs to use information and communication
technology to improve security and
flexibility.
Vehicles of the future
many of the hopes
for better traffic
efficiency and reducedenvironmental
impact relate to
more frequent traffic,
shorter stops
and more efficient
route planning, particularly
in today's
growing cities. new technology for air-traffic
control, which allows for more frequent and
fewer energy-consuming take-offs and landings,
could significantly reduce the climatic impact
of flights. At a seminar arranged by ivA's
division ii, leading developers talked about
the future for vehicles, when the sustainable
technology requirements increase.
Climate-smart wood construction
development in wood construction has picked up speed in
recent years. in just five years the number of multistory buildings
with wooden carcasses has increased from three to thirteen percent.
These figures were presented at a meeting in february
arranged by ivA's division iii. The reason this trend has
taken off is the increased interest among construction
companies. The need for training in wood construction
and standardisation of methods within the industry have been
met by increased cooperation between industry and universities.
More structured nuclear research
nuclear technology
research in
sweden could
be improved. The
structure of the
research today is
fragmented according
to lennart
Billfalk from vattenfall,
who expressed
this opinion at a meeting in september
arranged by ivA's division vii.
lennart Billfalk wants to see more work
in the lab. more international cooperation is
also needed. several people at the meeting
were doubtful about having an industrial research
institute for nuclear power, preferring
to leave this to the universities.

and Innovation for Growth.
in the wake of globalisation we have seen both opportunities and
challenges affecting Sweden's ability to compete in a global market.
The Globalisation Council's report contains a number of proposals and
measures that could make Sweden more competitive – in particular by
having an efficient climate for innovation, enterprise and entrepreneurship.
2009 was the European Year of Creativity and Innovation – and this was
true for IVA as well. In September it was time for the kick-off of Innovation
for Growth – one of IVA's most important projects for several years.
The project's starting point is the work that has already been done by,
for example, the Globalisation Council. The difference is that Innovation
for Growth will move from words to actions. The analysis that has been
carried out will be turned into practical solutions to give Sweden the best
innovation climate in the world.
One of IVA's strategic goals up to the year 2014 is to create a better
climate for entrepreneurs and innovation. In other words, there is plenty of
scope for initiatives in this area in the future.
In 2009 another major IVA project, Healthy Successful Companies (3F), was
concluded. For five years the project has focused on the importance of HR
issues for a company's competitiveness and has shown that modern and
progressive HR policies pay off. Read more about the project and other
activities and meetings further on in the Annual Report.
healthy successful companies:
hR work generates value
With more knowledge about personnel
development work, companies can
improve their profitability. This is one
of the conclusions from IVA's Healthy
Successful Companies (3F) project.
more knowledge about personnel development
work can give companies a better
foundation for investment decisions and a
corporate culture that will lead to better
competitiveness, which in turn will increase
overall profitability. This was a conclusion
drawn during the Healthy Successful Companies
(3F) project which was concluded in
autumn 2009 after more than five years of
seminars and network building.
Among other things, the 3f project has
shown how fruitful it is for researchers and
companies to meet and benefit from each
other's expertise. The project has also demonstrated
how important it is for companies
to create networks to more easily benefit
from each other's knowledge and the
knowledge that researchers have to impart.
But 3f has also shown that the research is
under funded. more money for research that
involves cooperation between companies
and behavioural scientists would enhance the
possibilities of building successful corporate
cultures.
during the concluding seminar in november,
Project manager gunn johansson pointed
out that different research areas need to
work together to create a greater knowledge
base. But researchers and companies
also need to work more closely together, as
do different departments within companies.
A major aspect of 3f has been creating networks
and using seminars and field trips to
increase knowledge about what others are
doing in the hR field. A total of 26 companies
and 13 researchers took part in 3f.
A good way of bringing research and companies
closer together, according to gunn
johansson, would be to work with industry
Phds including those working with hR
research. Traditionally, employee satisfaction
and the quality of personnel development
work has been judged by the rates of sickness
absence and staff turnover. But this data
can be completely misleading because it may
be impacted by numerous external factors,
such as the labour market in the area. We
need a better way to measure this, and to
achieve this, more research is needed. And
to benefit from research results, better cooperation
is needed between research-
18
02
ers and companies. These two issues were
the focus of 3f throughout the project. leif
johansson, ceo of AB volvo, was the chairman
of the 3f project. he believes that the
hard-to-define concept of corporate culture
is perhaps the most important factor for
success in the global competition that exists
today. corporate culture is created through
carefully crafted hR work. But leif johansson
also stresses that companies and researchers
need to work more closely together
to develop hR work that is based on the
research results.
A study that was conducted by 3f in cooperation
with lund university confirms
the idea that personnel development work
improves competitiveness. A majority of
people have a stronger desire to cooperate
if they feel that the company has an effective
hR policy. This study was innovative because
similar research in the past has focused on
how the employer' perceptions are affected.
Advanced coatings may lead to commercial
success for the young researcher who has
university. he has already achieved some financial
success – he won sek 100,000 when
the mentor4Research programme organised
by ivA and innovation Bridge concluded its
fourth round in 2008–2009. The programme
has expanded and in the fourth round, it
involved 35 researchers each with mentors
who were selected to support the researchers
with advice and experience on how to
develop knowledge into a commercial success.
But the new study shows that the brand as
perceived by customers and other players is
also strengthened .
President of ivA, Björn o. nilsson, agrees
with the conclusion from 3f that working life
research needs to be significantly improved
in sweden.
daniel lundin is a partner in a company that
will commercialise his physics and chemistry
facilitate this process, a special advisory council
for commercialisation has been formed. The
company has also started working with both
sting (stockholm innovation & growth) and
liu innovation.
The fifth round of mentor4Research,
2009–2010, has already started. it includes 40
researchers from eight universities. starting in
2010 vinnova will replace innovation Bridge as
ivA's partner in the programme.
"it's a matter of our competitiveness," says
Björn.
Healthy Successful Companies ran from
2004 to 2009 as a national programme for
value-generating personnel development.
Practical experience from companies has
been matched with research expertise in the
field. The goal has been to provide concrete
results that show that personnel development
measures are profitable. The project has
arranged national and regional seminars and
produced newsletters and reports. most of
the work has involved activities to promote
contacts through the three regional networks
that were formed in mälardalen, West sweden
and south sweden. each network consisted
of around ten companies, ranging from
very large to fairly small. 3f has received funding
from AfA, Alecta and vinnova.
with contact networks within the business
community. each mentor is personally
selected and matched with the researcher to
marcus wallenberg, seb:
Throw new ideas into
the innovation brew
According to Marcus Wallenberg who will head IVA's Innovation for Growth
project, one of the biggest challenges facing Sweden and IVA is how to turn
the country's strong development potential into companies that drive innovation.
If we are to get results we all need to realise that it's not about finding a
solution to a single issue, but a series of different solutions for companies and
organisations in various phases of their development.
marcus Wallenberg points out that he is humbled
by this task of heading the project. it is a
complex issue without obvious answers. But
the need for discussion on the subject is great
and acute.
"To some degree this issue has been neglected
for a while and sweden has fallen
behind. Perhaps we have failed to understand
how much the competition has grown. speeding
up innovation processes is essential if we
are to secure and develop jobs, growth and in
the end our very prosperity in sweden."
"it's important to point out that innovation
is not merely for certain types of companies
or something that is only about new technology.
When someone says the word innovation,
many associate it directly with high technology.
But innovation is just as much about renewing
the way we work, developing a company's
structure or changing attitudes. i am convinced
that there is plenty of room for innovation,
for example, in the care sector. And
it doesn't always have to be about money,"
says Wallenberg.
The Innovation for Growth project has a
ambition to work with all aspects of innovation.
"We have had very positive reactions to the
broad impact of the project. People like the
idea that an academy of engineering sciences
can see things in a broader perspective than
merely in terms of technology development."
Wallenberg also sat on the globalisation
council which presented its final report in
2009.
"The globalisation council did a lot of
useful work. We were highly active and the
council conducted a considerable amount of
solid analysis. We would perhaps have liked a
few more concrete proposals."
This wish can be fulfilled by the Innovation
for Growth project which intends to formulate
ideas on how concrete measures can be
implemented.
"We will not be working quietly until we
produce a a final report. We expect to present
the results of our progress along the
way as early as 2010. Then we will have to
see if it bears fruit. What we can do is to
throw our ideas into the brew and see what
happens."
Wallenberg is happy that Innovation for
Growth is as broad-based as it is.
"it's important to realise that increasing
innovation in sweden is not just an issue for
industry. it affects our entire society, the public
sector, schools and businesses."
one issue that has been discussed a lot
is why small swedish innovation companies
seem to find it hard to grow. many believe
that primarily it is a question of a lack of
21
resources and investment funding. marcus
Wallenberg believes the problems may exist
at another level.
"it may be a question of attitude. for a long
time we have been raised and educated to
'get a job.' To change this mentality we need
renewal – both in education and in incentives
to venture into new enterprise. Why, for
example, are more companies being formed
in silicon valley than here at home? Perhaps
because the attitude there is 'how can this
become a business?' These are the sorts of
questions we will be looking at within the
framework of Innovation for Growth."
Wallenberg hopes that the project will help
to put the innovation issue on the table. especially
in the election year 2010.
"Political will is a prerequisite for creating
new solutions. We need a serious dialogue
with both politicians and public officials to find
new courses of action. improving innovation
in sweden is not about one or two individual
issues – it is a big, complex web of issues."
Wallenberg believes that ivA is an excellent
platform upon which to work with the
innovation issue.
"ivA has strong support from many players
in sweden – both within industry and in the
political sphere. This is very valuable when we
need to gather our resources as we do now
for Innovation for Growth."
»IVA has strong support from many players
political sphere. This is very valuable when we
innovation for growth:
Real change in a
project with big goals
IVA's multi-year Innovation for Growth
project wants to help Sweden be better
at turning knowledge into innovations.
We already know what we can
do better thanks, not least, to the
work of the Government's Globalisation
Council, but now we need to
make it a reality.
many in swedish industry, at universities
and within organisations such as vinnova and
ivA have innovation knowledge and experience,
but knowledge and analysis need to be
turned into real decisions and integrated into
new attitudes and methods.
The steering committee for Innovation for
Growth consists of leaders in the public and
private sectors and in academia, and many
more people are involved in the project in
other ways. This will help to ensure that the
proposals that emerge will quickly have an
impact. Innovation for Growth aims to identify
the critical weaknesses in our ability to create
innovations, i.e. products, processes and
services that can be sold. how much does
this depend on financial support systems
or access to capital, and how much on how
schools educate young people to think like
entrepreneurs? how much innovation is lost
because we are too afraid to fail and what
concrete decisions can change this?
marcus Wallenberg, chairman of the steering
committee, says that he has had many
positive reactions to the broad impact of the
project. he believes there is a real chance of
making a difference with the individuals who
are involved and with a political sphere that is
very aware of the fact that innovation is critical
for the swedish economy which is in need
of a boost over the next few years.
The intention of Innovation for Growth is to
act as soon as a proposal is put forward. The
intention is not to work quietly until the project's
conclusion in 2012 and then present a
bulky report. instead, concrete proposals will
be presented right from the very first year.
A flow of new proposals like this will make
it possible to change opinions and attitudes.
The hope is that innovation and its concrete
aspects will be at the top of the agenda, both
during the 2010 election year and in the years
that follow.
At the kick-off meeting for Innovation for
Growth at the beginning of september 2009,
maud olofsson, minister for enterprise and
energy, said an important change that needs
to be made is to increase contacts between
22
02
03
04
creative industries and traditional ones. instead
of staying within their own sectors, they
should make use of each other's resources
to grow in both directions. The minister also
stressed that she is grateful that ivA has taken
the initiative for this project and agreed that
the concept of innovation needs to be broadened.
several times during the autumn, ivA President
Björn o. nilsson expressed his strong
belief in Innovation for Growth.
"fifteen years from now harvard Business
school will come to stockholm to study what
we did at the beginning of the 2010s," Björn
o. nilsson said.
ivA's division ix, economics, and division vi, management.
one of the tasks of the globalisation council since 2007 has
been to develop economic and political strategies and expand
Lack of capital for small
ix, economics,
jointly organised
a seminar in April
to look at how
small and mediumsized
companies
are financing their
operations. Too little equity and a high level
of borrowing is causing problems for many
companies in the recession.
What are appropriate financing models
for smaller and medium-sized companies?
This was one of the questions addressed
in talks given by researchers and finance
managers from banks and business associations.
In the future chemicals industry
needs to be more visible
ivA's division iv
has taken a closer
on the future of
the chemicals
industry in the eu.
The report is from
the european
commission's
high level group
(hlg), one of the swedish participants
in which is karin markides, President of
chalmers university of Technology and ivA
member. one conclusion in the hlg report
is that sweden and europe are world leaders
in many areas in the chemicals industry.
however, both politicians and the general
public have failed to grasp the importance
of chemistry in a modern society.
is bleak for newspaper and printing paper
much of the foundation on which IVA rests relates to
research and education. Research leads to new insights and
development. Education gives us new capabilities and is leading
us into the knowledge society.
IVA has a long tradition of focusing on research and education
issues, and this tradition will continue. In 2009 IVA's strategic
priorities were discussed, and research and education
issues were naturally included. Examples of future goals are
government research investment, internationally competitive
education programmes, a stronger attitude towards science
and technology and an increased interest among young people
in choosing courses such as mathematics, natural sciences, IT
and technology.
During the year IVA's main issue in focus was how other
countries prioritise research, with the starting point being
the Prioritising research and innovation project. Other activities
on the theme were the Royal Technology Mission to Spain in
Committee's visit to Russia and, not least, IVA's research
prioritising research and innovation:
strategies for research
prioritisation in six economies
iva and vinnova have completed a joint
Prioritising research and innovation project
aimed at formulating important principles
for maximising the benefits of the swedish
innovation system and government funded
research for industry and society. The project
resulted in a description of a number of
necessary conditions for effective research,
develop ment and innovation. To keep up with
global competition what is needed is relevance,
excellence and critical mass, as well
as research driven by new knowledge. government
funded research must be stable and
long-range and maintain a level of at least one
percent of gnP. close cooperation between
researchers, companies and other actors in
society, as well as international cooperation,
will increase the impact of research.
To gather additional information to use in
setting priorities for swedish research, the
project included a study of research priorities
in six economies: Taiwan, south korea, the
netherlands, switzerland, finland and sweden.
The results of the study were presented at
ivA's Royal Technology forum in october.
These countries have different strategies
depending mainly on their political leadership.
in sweden and switzerland, for example,
universities are the focal point for re-
science and technology for All, NTA, a school development programme
run jointly by IVA and the Royal Swedish Academy of Sciences (KVA),
hopped on the train in 2009 to help generate more interest in technology
among Sweden's 13–16 year olds. The new NTA theme, Trailblazing Technology,
was developed in cooperation with the National Rail Administration.
Trailblazing Technology is about the railway, technology and the history
behind the development of the railway. The purpose is to give school
children an opportunity to learn more about an industry that needs skilled
employees for challenging future initiatives. In the autumn around 90 teachers
learned about the new theme. The intention is for the themed materials
to be used in schools starting in spring 2010.
Architecture makes children aware
knowledge of architecture allows children to understand and influence how their
surroundings develop. several initiatives and projects are aiming to foster an interest
in architecture among children. They include the future city competition and the
Architecture at school network. on 18 november ivA's division iii arranged
a meeting to provide information about the various activities. in sweden
the swedish museum of Architecture and the swedish Association of
Architects are both working with projects aimed at schools.
Too little cooperation within mining
and materials engineering
There is too little
cooperation within
mining and materials
engineering
research and
education. one of
the problems is
that government
funding encourages
competition
rather than cooperation. This conclusion
was reached at a meeting arranged by
ivA's division v on 22 April.
still, there are examples of cooperation
between a number of universities, mainly in
the area of education. The Royal institute
of Technology (kTh) and dalarna university,
for example, are working together.
Teacher Education Commission under a magnifying glass
during a seminar entitled "The foundations of the knowledge society" arranged by ivA's division xi,
the Teacher education commission was discussed. sigbrit franke, who led the commission, presented
the report she submitted to the government. The report was then discussed by representatives from
the swedish national Agency for higher education, universities and organisations. The discussions addressed
how science and technology are taught in schools. one conclusion was that many students are
interested but teachers are often unsuccessful in keeping their interest alive.
Change in chemicals industry
requires relevant education
The chemicals industry
is constantly
changing and there
is therefore a need
for interaction between
the industry
and universities
to create relevant
education programmes.meanwhile,
the total applicant pool has become
smaller and the inflow of international
students has grown. At a meeting arranged
by ivA's division iv in november, the Royal
institute of Technology, chalmers university
of Technology and the faculty of engineering
at lund university described what they are
doing to meet the new requirements.
University autonomy
– a matter of course?
ivA has been engaged
in the issue
of the increasing
independence of
universities for
a long time. The
recently presented
Autonomy Report
on the future of
swedish universities
was the starting point at a seminar arranged
by ivA's division xi in january 2009. The
Autonomy Report was prepared by daniel
Tarschys, a professor at stockholm university,
who opened the seminar. Participants included
representatives from the Royal swedish
Academy of sciences, örebro university and
the finnish universities.
charlotte brogren, vinnova:
improve the balance
in the innovation system!
According to Vinnova's new Director General, research and innovation are
necessary for future job opportunities and prosperity in Sweden. But the road
from the lab to the market and financial success is often long and winding.
Unfortunately there is a major imbalance in the Swedish innovation system.
"if we have a stretch of road that consists
in part of a dirt road and in part of a wide
motorway, we need to first improve the dirt
road," says charlotte Brogren, director general
of vinnova since september 2009.
charlotte is a member of the steering
committee for ivA's Innovation for Growth
project and is also vice chairman of ivA's
executive committee. she has big expectations
for the project.
"now we need to build new roads, not
one but many, and we therefore need to
work with a broad focus. ivA has shown its
ability to create a neutral and effective meeting
place and not many others have managed
that."
charlotte Brogren believes that innovation
is a word that should really only be used after
the fact, because that is when we can be sure
that it has led to greater competitiveness and
growth. Researchers are good at producing
knowledge and new techniques, but there
are many factors determining which of these
become innovations – not least of which is the
availability of resources during development.
"At ABB the rule of thumb was usually that
it costs ten times as much to produce a new
idea or innovation for the market than the
cost of developing the actual technology. But
it might as well cost a hundred times more."
"of course, it's great that our government
is investing five billion in research. But
only 250 million is being invested in innovation
offices and incubators, and it's doubtful
whether the big investment in research will
provide maximum dividends if the imbalance
persists."
To use the road construction metaphor –
the government is investing in upgrading a
decent main road into a motorway, while the
dirt road remains a dirt road. An investment
in making it as wide as the motorway would
increase the average speed of the traffic.
"many countries have understood this and
are making huge investments in their innovation
systems," says charlotte Brogren.
charlotte Brogren also points out that
knowledge moves around easily today, which
means there is less of a guarantee that
research in sweden will lead to economic
growth in sweden.
"The winners of tomorrow are the ones
who see the advantages that new technology
offers and that are the quickest to turn this
into products and services that the market
wants. But knowledge doesn't have to come
from home – it's easy to import new knowledge
today."
charlotte Brogren stresses that this does
not mean, however, that we should reduce
swedish research investments.
"it's a huge advantage to have strong
research on your home turf. it is easier for
companies to be involved in promising pro-
28
jects early on and the language aspect is, after
all, an important factor for the ease with
which partnerships are established between
companies and researchers. it's also necessary
to have our own expertise to be able
to benefit fully from what is done in other
places."
charlotte Brogren believes that research
institutes have an important role.
"They have a key role as a bridge between
universities and companies. institutes have
a proximity to industry which means that
they can provide support for innovators and
researchers who have good ideas but lack
contacts with production and markets."
charlotte returns several times to the idea
and the image of a long and winding road
to new innovations. financial resources are
certainly needed along the way, as well as
support in the form of knowledge.
"The researcher is the best at research for
sure, but when we need to take the results
to the market, an entirely different set of
skills is needed, such as upscaling, verification,
business models, finances and marketing. We
need to ensure that the relevant resources
and support are built up along the way. And
as i said before, we need more than one
road!"
The Innovation for Growth project offers
an opportunity to map and reinforce these
roads.
»The winners of tomorrow are the ones who
see the advantages that new technology offers
and that are the quickest to turn this into
products and services that the market wants.«

royal technology mission (RTm) visited
spain in 2009. Thirty or so prominent individuals
from industry, research and the public
sector accompanied ivA on the mission in
september. The first stop was Barcelona. The
delegates then travelled via ólvega and ended
up in madrid. The delegation mainly visited
companies and institutions active in biotechnology,
iT, energy, environment and infrastructure.
spain is investing heavily in developing its
knowledge-based economy and has a separate
ministry of research and innovation and
has also invested in several new institutes.
upon arrival in Barcelona dinner was
served and the delegates received a visit from
football star zlatan ibrahimovic. in madrid the
delegation attended queen cristina Award
ceremony where h.m. carl xvi gustaf and
h.m. juan carlos handed out the awards.
The purpose of RTm is to forge contacts
with companies, universities and institutions
in countries that are or will become very important
to sweden. The missions, which were
initiated by his majesty the king, have been
arranged by ivA since 1984 to promote both
national and international networking between
academia and industry. just under 20 countries
have been visited since the missions started.
IRC visited Russia
twenty years after the fall of the iron curtain, Russia finds itself in
a time of transition. A new generation of Russians wants to take part
in global development. in october ivA's industrial Research committee
(iRc) travelled to Russia to visit research facilities and universities.
Ten members of the committee visited venues such as lomonosov
moscow state university (msu), the Russian Academy of engineering
sciences and the international science and Technology center (isTc).
one observation was that many facilities are modern and wellfunded,
but the buildings are poorly maintained and run down.
The iRc consists of 15 members from ivA's 12 divisions. An overseas
trip is planned every year and members also visit each other's
companies and participate in seminars and other activities.
IVA is cooperating with
Belarus on IT development
as part of ivA's research
cooperation programme with
Belarus, the Academy arranged
a workshop on 18 march to
study iT research cooperation.
several representatives from the
Belarus high Technologies Park
(BhT) joined representatives
from ivA, swedish iT companies
and the swedish government at
the workshop. The technology
develop ment park is currently
home to about sixty joint venture companies and research projects.
iT has been a prioritised area for a long time in education and
research in Belarus, and people there are keen to use this foundation
to create research partnerships with other countries and companies.
The highly educated researchers and engineers in Belarus
are an important resource and cost levels are low.
Collaboration with China
collaboration between iva and the chinese Academy of engineering
(cAe) continued to be highly active in 2009. four workshops
took place – two in china and two in sweden. during these
meetings the discussions dealt with renewable energy in various
areas, such as homes, bioenergy, transportation, sustainable cities,
urban planning and smart grids.
20 participants from universities and companies travelled from
sweden to china, and the same number came from china to sweden.
The swedish participants represented several companies and universities.
in addition, several swedish researchers made individual trips to
visit chinese research centres using grants from ivA.
on 19 november, former Russian
mP Anatolij Tjubais, stated that
the market for nanotechnology
products in Russia alone is worth
over sek 200 billion a year. Tjubais
is currently head of Rusnano, an
investment company that finances,
among other things, industrial
nano production development in Russia.
Rusnano, which has so far invested in excess of sek 15 billion,
mainly invests in composites, opto-nanoelectronics, solar energy and
medicine. The company has granted around 500 investment funding
applications up to now.

it has been a prioritised area for IVA for many years. Division XII, Information
Technology, was formed back in 1987 to broaden the base of knowledge and
expertise in the area. Internet Foresight, IT in Healthcare and IT without Borders are
examples of projects completed over the past few years.
Information Technology permeates our society today. In areas such as
the transport sector and energy, IT plays a vital role – logistics, heating
and automatic control engineering are examples of application areas. IT
is important and IVA's goal is to promote interest in studying IT and for
Sweden to be a world leader in IT and optimise the use of IT in industry
and throughout society.
In 2009 IVA was running two IT projects – Ambient Sweden and Scorecard.se.
Ambient Sweden – a continuation of the Internet Foresight project – aims to make
Sweden a leading Internet national by 2015. Project activities have included a
debate on the IPRED law, a meeting about what drives Internet entrepreneurs
and, not least, a visit from the "father of the Internet" Vinton Cerf, who was
also elected as a member of IVA in 2009.
make sweden
an internet leader
IVA's multi-year Ambient Sweden project
aims to secure and advance Sweden's
positions in the Internet of the
future. The goal is for Sweden to be a
leading Internet nation by 2015.
The Ambient Sweden project is a continuation
of ivA's earlier Internet Foresight project
which was concluded in 2008. one of the
short-term goals of Ambient Sweden has been
to compile background and information on
the internet for sweden's eu Presidency in
autumn 2009. The longer term goal for the
project is to identify and initiate necessary
measures for sweden to become a leading
internet nation by 2015.
There are a number of areas where sweden
has the potential to be a leader internationally,
but to achieve this in practice, cooperation
is needed between a number of players.
in Ambient Sweden, researchers from academia
are working with experts from the user and
operator side. The project is being run along
six different tracks within clearly defined
focus areas. These are: opportunities for the
private and public sectors, common platforms
for services and infrastructure, develop ment
within schools and working life, research and
innovation, international profiling and, not
least, confidence and effective regulations and
legislation. each track has one or two leaders
who coordinate activities and are responsible
for their area in relation to the project as a
whole.
Telecom pioneer östen mäkitalo is a member
of Ambient Sweden's steering committee.
he welcomes this as an essential project.
"if we don't take the initiative in the situation
as it is now, we will fall behind. When
things develop fast, like with the internet, you
can't allow others to start and then try to
catch up with them. you will never catch up."
östen mäkitalo believes that the future lies
in the fast development of mobile units. The
mobile phone will be a portable computer
that will provide new services such as monitoring
health. in order for this development
to be a reality, several players in schools, the
health sector and other areas need to be
involved. Ambient Sweden is a way of engaging
many parties in different sub-projects to create
platforms where everyone can participate
to exploit the internet's potential and increase
both efficiency and quality of life.
members of Ambient Sweden's steering
committee include operators, technology
companies, consultants, researchers and relevant
Control over Internet is a societal issue
The development of the internet has transformed
society, but the issues that are discussed
regarding the internet are often limited
and relate mainly to the portion of the traffic
that involves commerce. Politicians have not
understood that both education and the care
sector could be more efficient if the internet's
potential was used more effectively.
Within the framework of the Ambient
Sweden project, a debate was held on 4 june
about who should control the internet, if it
should be controlled at all. The differences of
opinion about this are often greater between
03 04
05 06 07
the young and the old than between different
political positions.
during the debate many people shared
their view that the problem today is that politicians
often lack a broad understanding of the
issues concerning the internet. several of the
participating experts were seeking a holistic
approach and a vision for what the internet's
role in society should look like.
Driving force for IT-entrepreneurs
swedish expertise can help to transform the
internet into something really useful, according
to telecom pioneer östen mäkitalo at an
IT without Borders which ivA launched
in 2006. Scorecard.se is being run by ivA and
a steering committee consisting of experts
from industry, academia and government
agencies.
The project has developed five success
factors considered more important than
others in maintaining and strengthening
sweden's ability to develop and use iT
in products and processes and thereby
improve productivity, competitiveness and
growth. The five interacting factors are:
sweden's relative efficiency advantage, iT in
products and processes, the research and
innovation system, supply of expertise
35
Ambient Sweden meeting on 29 April. östen
mäkitalo pointed out that sweden has always
been good at seizing opportunities in telecommunications.
one conclusion was that it
is the desire to create something new that
is driving iT development. education and
research are a good foundation, but new services
are often the result of individual innovation
initiatives. Also, it is often young people
who are behind these initiatives. Two examples
are Bambuser – a Web Tv service developed
by måns Adler, and Bloggy – a blog service
adapted for sweden created by jonas lejon.
Internet guru rejuvenated IVA
The "father of the internet," vinton cerf, was
ivA's guest on 23 october. one area he is
happy to talk about is the "internet of things" –
where more and more technical applications
are using the internet to communicate without
human participation.
"The internet of things is a rapidly growing
phenomenon," vinton cerf said. one important
area will be energy, where automatic
alarms and controls will be used, e.g. to lower
the temperature of a heating system.
ivA President Björn o. nilsson pointed
out in his opening speech at the seminar that
vinton cerf had managed to bring down the
average age of the audience by several years.
The number of people around the age of 20
was remarkably high.
through education and basic research, and
the attitude towards swedish iT capabilities.
Scorecard.se is measuring, highlighting and
following up the five success factors to
ensure the appropriate analysis is carried
out and measures are implemented in time.

vinton cerf, google:
The internet creator
wants more cooperation
According to the creator of the Internet and new IVA member, Vinton Cerf,
better use of the Internet could do a lot for industry. This is something that
small businesses in particular should think more about. He also wants to see
more cooperation between the academies of engineering sciences in the United
States and Sweden, and he urges IVA to take the lead in this cooperation.
"ivA is the oldest academy of engineering
sciences and is very well respected. The
engineering sciences academies around the
world have incredibly important work to do
and i really hope we can develop cooperation
between them."
The 66-year old American, who, with colleague
Robert kahn, developed the TcP/iP
protocol and thus laid the foundations for
a working internet, is constantly involved in
numerous projects. As vice President of the
internet giant google, he travels around the
world with the title "internet evangelist" and
speaks about google's ambitious plans as well
as the future of the internet in general. At the
end of october he visited sweden and ivA
to speak, among other things, at a seminar
arranged by ivA's Ambient Sweden project.
"Better use of the internet could do a lot,
especially for industry. Today many large corporations,
such as swedish volvo, are already
proficient in using the internet to flatten out
their organisations and be faster and more
flexible. But i'm concerned about the fact that
smaller businesses often find it hard to use
the internet as a tool to promote growth."
Another frequent concern for small businesses
that want to grow is getting access to
venture capital. vinton cerf is keen to promote
a different attitude towards risk and
failure.
"swedes in general are very creative and
it's a shame if this creativity can't be developed
into enterprise and business. This is
what creates prosperity. in the us a bankruptcy
or two means that you have business
experience and are prepared to dedicate
yourself to something. in europe i've noticed
that bankruptcy can be traumatic – a 'brand
of cain on your forehead' – and can make it
hard to start a new business. ivA could do
something to change this attitude."
vinton cerf is keen to dismiss the perception
that the internet has been able to grow
too quickly because it has been "allowed to
grow freely."
"it's the regulations and legislation that
have made it possible for the Web and internet
services to develop so quickly. Without
effective legislation on unrestricted access
to the Web, the major broadband providers
would stand in the way of other players, and
it's the many small players who have been
the most creative in developing products and
services for the internet."
"in the us we had a problem in recent
years when the internet was suddenly given
the designation of information service instead
of communication technology. This has meant
much weaker regulation, and network owners
have been able to create favourable conditions
for their own products and even create
problems for the services of other providers.
37
fortunately, the commission responsible for
communication issues in the us noticed the
problem and it looks like a change in the legislation
is on the way."
vinton cerf talks about google's efforts
to increase the gnP in developing countries,
including countries in Africa.
"The internet, with mobile phones as a basis,
is extremely important for economic development
in Africa. currently we are working
on developing a number of services, such as
maps and various services for exchanging
information. This is particularly important in
education where we want to develop new
services based on mobile units. mobile use of
the internet is basically essential for Africa and
other developing regions if they are to benefit
The cost of building sufficient infrastructure
google is also working on internet technology
for space travel and other visionary
projects. But there is still one question that
concerns vinton cerf: how are we going to
preserve our knowledge for future generations?
"hardware development may make it difficult
for us in the future to read data from a
few years in the past. even the actual memory
units are an uncertain factor. We don't know
how long bits and bytes will actually keep. This
is a major responsibility and a big issue for us
to continue to work on."
»The Swedes in general are very creative
and it's a shame if this creativity can't be
developed into enterprise and business.«

Virtual production methods increase efficiency
virtual production methods can increase efficiency and flexibility in
industry. computer simulations are a fast and relatively inexpensive way of
testing and verifying new products or components. At a breakfast meeting
of the Business executives council and ivA south in lund on 17 september,
representatives from industry and universities described, among other things, how
the use of computer-based methods for designing and manufacturing can be optimised.
Bioimaging – more than an X-ray
x-rays are the
most common
form of bioimaging.
But today there are
several technologies
that provide
different types of
information. it is
possible to find
specific molecules
in the body, show the blood circulation and
chart the soft tissue. in lund a new bioimaging
centre is currently being constructed.
The focus will be on magnetic resonance
tomography and positron emission tomography.
At a meeting arranged by ivA south on
30 march the plans were presented.
research facility
both to be
located on lund.
The proximity to
lund university is
one reason for locating the research facilities
there. many are hoping that this will be a
boost not only for researchers but also for
research-intense companies in the region.
issues concerning the effects of ess and
max iv were discussed at a seminar in lund
arranged by ivA south on 29 April.
The elderly want technology on their own terms
The elderly need technology and they are often interest in it. They are also relatively well off financially. But it
may be necessary to adapt the technology in terms of design and functionality to suit the way older people
use it. marketing and information may also need to be formulated in a different way. various aspects of the
elderly as technology users were highlighted during a symposium called "elderly life in the technology landscape
of the 2000s" on 19 march, arranged by ivA's committee on man, Technology and society.
The role of research institutes
The most recent
swedish research
and innovation
bill is asking for
more cooperation
between a strong
institute sector,
universities and
industry. The role
of the institutes
should also be more clearly defined and
they should have a common strategy.
in order to determine what this might
look like in reality in Western sweden, ivA
West arranged a well-attended seminar on
18 february at the chalmers conference
centre.
Young people's course choices examined
The entire Western World is concerned about the lack of interest among young people in engineering
degrees and other technology programmes. ivA's committee on man, Technology and society (mTs)
arranged a seminar on the topic on 22 April. since 2006 mTs has been working on the problem of young
people not choosing to study engineering.
The seminar was organised to determine what research has been done in the area, to study the results
and to discuss the conclusions that should be drawn from the scientific studies on this subject.

No vaccine manufacturing in Sweden
numerous projects are currently in progress, in sweden
as well as in many other countries, to find new vaccines for
diseases such as malaria and cholera. one problem is keeping production
costs down. ivA's division x, Biotechnology, held a meeting on 3 february
to look at the vaccine manufacturing situation. one of the problems for swedish research that
was highlighted was that there will soon be no vaccine production activity in sweden. The only remaining
manufacturer is about to move to switzerland.
Growing metropolitan areas
At a seminar in
gothenburg in
April development
in the malmö
and gothenburg
metropolitan areas
were compared.
malmö has grown
more rapidly and
is now bigger than
the gothenburg area. malmö is also far ahead
in certain infrastructure areas. gothenburg
has, however, worked hard in recently years
to find a common vision and platform. The
goal is to have several attractive regional
centres around a strong nucleus.
Biochips are a tool to fight cancer
Through newly
developed technology
that uses a
combination of
antibodies and biochips,
it is possible
to diagnose complex
diseases, for
example to identify
the exact type of
a tumour. This technology was presented
at the Assembly of the Academy on 19
march. on the same occasion, the winners
of this year's Akzo nobel science Award,
carl Borrebaeck and Thomas laurell, were
congratulated (see separate article, p. 45).
IVA lowered the pound
mervyn king, governor of the Bank of england,
visited ivA's division ix, economics, in
september to talk about the financial crisis.
But when mr. king also wanted to meet
some of his contacts at the Riksbank, sweden's
central bank, there was a problem.
The media found out about the visit and
it became a topic of conversation in the
financial markets. The swedish Riksbank had
namely just shocked the world by introducing
a negative interest rate. Was mervyn
king thinking of doing something similar
at the Bank of england? The rumour mill
contributed to the pound's further decline
at the end of september.
are now in full
swing and are
centered around
lund university. At
a meeting arranged
by ivA's industrial Research committee
(iRc) on 26 november, the project was
described and discussed from a political,
technical and scientific perspective. one
issue raised was how swedish industry can
benefit from ess.
strategy work in the forefront
In 2009 IVA worked on a strategic plan. All members of the Business Executives
Council's governing body were given the opportunity to participate in
the process. Through micro-foresight, workshops, round table discussions
and a symposium, a number of strategic areas emerged to guide IVA up to
2014. IVA intends to focus on ten strategic areas:
secure supply of energy at competitive prices for
industry at the same time as co 2 emissions are
reduced.
improved climate for
entrepreneurs and
innovators.
focus in internationally
competitive education
programmes.
help solve the problems of an inadequate supply
of knowledge, water, energy and food in developing
countries.
high capacity to use iT in
industry and throughout
society.
increased research
investment from
the government
for growth and
competitiveness.
efficient
infrastructure,
transport systems
and urban
development.
increased growth for knowledge-intensive
companies.
Positive attitude to science and technology;
in particular, increasing interest among
young people in studying mathematics,
natural sciences, iT and engineering.
energy technology, cleantech, biotech
and iT.
Royal Technology mission
Business executives council
the business executives Council's mission is to make sure IVA has a foothold in today's business community,
strengthen IVA's competency in business issues and provide long-term financial support for IVA. The Business
Executives Council (BEC) currently has around 200 member companies from both manufacturing industry and
the service sector.
The service content in Swedish industry is increasing. Today the reality for service companies is about being
extremely receptive to their customers' needs and creating solutions faster than their competitors. Service
innovation is a central issue for these companies. To address this, the Business Executives Council initiated the
so-called service initiative, a network within IVA focusing on the service sector and its special requirements.
Another important issue for the Business Executives Council is increasing integration between the Council
and other parts of IVA. In 2009 an initiative called NR to 1000 was launched. The goal is for the Business
Executives Council to have 1,000 representatives in IVA's networks, compared to 500 today. Above all, the
Council wants each company to increase the number of representatives it has.
The Business Executives Council also arranges popular breakfast meetings on issues of importance for
Swedish business and is one of the initiators of IVA's important innovation for growth project.
sweden's competent but
quiet eu Presidency
sweden was a competent eu President and
had great success in many important negotiations.
But sometimes it commanded too little
attention. in some instances, sweden could
have pushed its own profile issues harder.
At the annual meeting of ivA's Business
executives council on 11 november
the topic of sweden's eu presidency was
addressed. Representatives from the business
world largely expressed positive opinions,
while the political representatives from
the opposition were more critical about the
way the government handled labour and
environmental policies etc. The positive opinions
expressed related, for example, to the
fact that the government has been strong
in negotiations concerning commercial issues.
it was reported at the annual meeting
that sweden arranged 60 conferences and
major meetings during its eu Presidency. 25
meetings were held at the minister level in
Brussels.
Breakfast meetings
The Public employment service is adapting to
a modern society that is constantly changing
but that is dependent on the existence of jobs
and internships in business and industry. The
Business executives council invited director
general angeles bermudez-svankvist to a
breakfast meeting on 19 february to find out
how the employment service works today.
A crucial issue is future retirement attrition.
from 2011 the number of people retiring
will be greater than the inflow of young
people.
mining company lkAB is working very closely
with luleå university of Technology (lTu).
lkAB is providing funding for five professorships
at lTu and participating in numerous
projects. The cooperation between lTu and
lkAB was the topic of a breakfast meeting
on 20 march with pia sandvik wiklund,
ola johnsson, and lars-eric aaro. Today
around half of all of lTu's research funding
comes from external sources, including from
the confederation of swedish enterprise and
via eu projects.
The economy was hit hard by an hysterical
reaction from many companies. When shares
prices fell and the cost of credit rose, they
stopped buying and instead emptied their
warehouses. This aside, the crisis was actually
relatively mild. This was the opinion expressed
by björn wahlroos, a leading figure in sampo
and nordea, during a breakfast meeting on 28
April. he pointed out that we should avoid
supporting industries that are in decline.
how important is it for the swedish economy
that the pharmaceuticals industry continues
to conduct research and development in
sweden? This issue was front and centre at a
meeting arranged jointly by the Bec and ivA
West on 3 june. The keynote speaker was jan
m lundberg, executive vP for global discovery
at Astrazeneca.
The future will look different, especially in the
area of energy. how can we prepare for the
complicated task of building the energy system
of the future? The Bec and ivA south
arranged a breakfast meeting on 21 August
to allow håkan buskhe from the e.on
energy company and maria khorsand from
sP Technical Research institute of sweden to
share their ideas on the energy system of the
future in sweden.
The nordic countries have become good at
mergers. in recent years we have learnt to
clearly define and present synergy effects. it's
basically a good idea to merge companies in
small countries – it gives them a chance to
grow and develop, was the opinion expressed
by lars g nordström, ceo of Posten norden,
at the breakfast meeting on 29 september.
(div. x) and Professor Thomas laurell (div. vii). krister holmberg (div.
iv), member of the AnsAs jury, presented the reasons for the jury's selection
and director leif darner, member of Akzonobel nv's executive management,
handed out the awards. carl Borrebaeck then described his research under the
heading "early detection of cancer and tumour relapse," and Thomas laurell
under the heading "Will the lab centrifuge become history using ultrasound and
lab-on-A-chip technology?"
4 June:
Workshop with members from ivA and the Business executives council and
members of the industrial Research committee and ivA's student council
to discuss ivA's strategic priorities for 2010–2014. The starting point for
the discussion was the micro-foresights that ivA's divisions and the Business
executives council carried out in spring 2009 and the strategic plan that
was established by the executive committee of the Academy in november
2008. ivA President Björn o. nilsson and secretary to the Academy Per
ödling opened the workshop with support from Project manager johan
schuber. A number of issues were presented and mentometer equipment
was used when votes were taken. The results of the discussion were used
for subsequent work on updating the strategic plan for 2010–2014 and the
activities plan for 2010. members of ivA south and ivA West took part in the
workshop via video link.
29 September:
on this day 90 years ago, ivA's first Academy meeting, on 29 september
1919, organised an energy day. The energy crossroads project's main report
entitled "energy crossroads – the five directions” was presented by the
project's chairman Peter nygårds and head Project manager staffan eriksson.
ola Alterå from the ministry of enterprise, energy and communications
contributed his comments. Participants in the discussion that followed were:
Professor lars Bergman (div. ix), karin Byman (Pricewaterhouse coopers),
gunnar fredriksson (vice President svensk vindenergi), Bo normark (div.
ii), carl Berglöf (kTh Reactory Physics division) and göran nilsson Axberg
(head of the climate and energy Research group at sei). The group of politicians
involved in the project then discussed the obstacles and opportunities
for a long-range and broad energy solution. They included Per Bolund (mP),
Alf eriksson (s), nina larsson (fP), sigfrid leijonhufvud (kd), lars lindblad
(m), kent Persson (v) and claes västerteg (c). The theme of the second part
of the seminar was "energy in the future – after oil, coal and gas." Professor
james drake (foreign member) of the fusion Plasma Physics division at the
Royal institute of Technology (kTh) talked about "fusion for energy – is this
the solution for the future energy supply?" gunnar Asplund from kTh talked
about "World grids – harnessing energy from the sun, wind and water where
technically and economically feasible. A vision of the fossil-free society of the
future." Tomas Ries, director of the swedish institute of international Affairs,
concluded with "After oil – geopolitical consequences of the fossil-free
society." At the dinner that followed ivA's former President hans g forsberg
(div. vi) looked back over the past 90 year at ivA.
52
26 November:
The industrial Research committee (iRc) arranged a seminar under the
heading "ess – european spallation source." chairman lena Treschow Torell
welcomed the participants and iRc chairman mårten lindström (div. iii)
opened the seminar. Professor colin carlile (ess scandinavia) talked about
"The road to the ess decision – why and how? Possible scientific breakthroughs
– what will ess mean for the academy and the industry?" lars
lavesson, head of construction for ess, architect and director of Projects
at lund university, spoke on the theme "ess, part of the sustainable urban
development in lund, minimal environmental impact, effective energy solutions."
ulla-Britt fräjdin hellqvist (div. xi) offered a few points of view on
how industry can get involved and reap the most benefits. President Björn o.
nilsson closed the seminar.
