Following this, the panel held four meetings in November and early December to discuss<br />

their findings and formulate recommendations. The panel met once in January and had<br />

their final meeting to review and approve the report on February 8, 2012. Throughout the<br />

process the panel members were dedicated and engaged, with an attendance rate that<br />

averaged 90 percent.<br />

1.3 Plan organization<br />

Chapter Two describes the current assessment practices for <strong>St</strong>. <strong>Louis</strong> <strong>County</strong>. It provides<br />

an overview of the purpose and key elements of the assessment process and its statutory<br />

basis. It describes the assessment process and current organization of the assessment<br />

process in <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> and concludes with a description of the current cost of the<br />

assessment process.<br />

Chapter Three outlines the panel’s charge and findings. It starts with defining the TUF<br />

principles. This is followed by an overview of findings, analysis of different aspects of the<br />

assessment process including, quality management, funding, succession planning and<br />

technology. It also includes a cost projection for a True <strong>County</strong> assessment system. It<br />

outlines recommendations to improve the current system and concludes with a majority<br />

recommendation to move toward a True <strong>County</strong> assessment system and a minority<br />

recommendation to make changes within the current system.<br />

A True <strong>County</strong> system brings all assessments under the responsibility of the office of the<br />

<strong>County</strong> Assessor and is required to be authorized by the <strong>County</strong> Board by resolution.<br />

Minn. <strong>St</strong>at. 273.055 gives the <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> Board the power to establish a True<br />

<strong>County</strong> system.<br />

The appendices have supporting information that has been presented to the panel<br />

members during their work sessions.<br />
