<strong>Washington</strong> <strong>State</strong> Interagency Outpatient Prospective<br />
Payment System<br />
At issue was how to maintain quality communication regarding the oupatient<br />
prospective payment system (OPPS), on a limited budget, with hospitals,<br />
ambulatory surgery centers, freestanding clinics, and interested medical<br />
practitioners across the state. OPPS is a major interagency ef<strong>for</strong>t involving the<br />
Department of Social and Health Services’ Medical Assistance Administration<br />
(MAA), the Department of Labor and Industries (L&I), and the Health Care<br />
Authority’s (HCA) Uni<strong>for</strong>m Medical Plan (UMP).<br />
The solution has been the use of PC FAX and the creation of an OPPS Web site<br />
(www.wa.gov/hca/hprd/opps.htm) containing project in<strong>for</strong>mation, updates, and 24<br />
hour e-mail capability <strong>for</strong> stakeholders to provide input to the project.<br />
<strong>Results</strong><br />
★ Keeping Costs Down: The OPPS TAG receives input from stakeholders, then in<br />
turn, shares importation in<strong>for</strong>mation about the project with other outpatient<br />
services providers. Costs <strong>for</strong> transmitting in<strong>for</strong>mation to the OPPS TAG has been<br />
minimized through the use of PC faxing.<br />
★ Improved Communication: The OPPS project Web site is being used to reach<br />
practitioners across the state and expand the opportunities <strong>for</strong> sharing<br />
in<strong>for</strong>mation. The HCA communications staff, with assistance from MAA, L&I, and<br />
the UMP, maintains the Web site. The Web contains in<strong>for</strong>mation about the<br />
project; allowing stakeholders to better understand the nature and technical<br />
aspects of an outpatient prospective payment system, and ask questions of the<br />
project staff.<br />
★ Improved Access: Besides immediate access to the HCA, the OPPS project Web<br />
site offers stakeholders “hotlinks” to MAA, L&I, ORION Consulting, Inc. (the<br />
project consultant), and the federal Health Care Financing Administration (HCFA).<br />
